Summary of Proceedings

Killeen City Council Work Session and Regular Meeting - November 3, 2026

The Killeen City Council met on Tuesday, November 3, 2026, beginning at 5:00 p.m. in the City Hall Council Chambers. Mayor Solomon presided; all council members were present except Mayor Pro Tem Gonzalez. The meeting included a work session on road projects, citizen comments, a consent agenda, a public hearing, discussion of the Economic Development Policy, and an executive session on security measures related to the scheduled execution of Nidal Hasan.

Opening and Agenda Approval

  • The invocation was given by Chaplain Patrick Huck, and Councilmember Kendrick led the Pledge of Allegiance.
  • Councilmember Brown moved to approve the agenda with the fireworks permit item (RS-26-176) removed from the consent agenda; the motion lacked a second. Councilmember Nash-King then moved to approve the agenda as written, seconded by Councilmember Kendrick. The motion passed 5-1, with Councilmember Brown opposed.

Public Comments & Testimony

  • Agenda-item comments: Michael Fuanino opposed the downtown fireworks display, called fireworks inappropriate for Christmas, criticized spending on downtown revitalization and KEDC-driven economic development, and urged the council to stop taxpayer subsidies for downtown businesses.
  • Dr. Sunisi Croft asked the council not to rush the Economic Development Policy changes. She argued that the proposed shift of the KEDC liaison role from the Development Services Director to the City Manager would burden the new city manager before she could evaluate the city, and that the proposed update would omit the Innovation Black Chamber of Commerce (IBCC) as a codified partner while favoring outside corporate recruitment.
  • Ronnie Russell said the IBCC was already listed in the economic development policy as a partner, was excluded from update discussions, and that the redline changes could override the organization's existing contract. He asked that all current partners be included in the rewrite.
  • Public hearing comments: No speakers signed up for the public hearing on the 1401 Mulford Street rezoning.
  • Non-agenda comments: Larry Mohiki, board president of Families in Crisis, requested $400,000 for 2027 with a minimum two-year commitment to keep the homeless shelter open. He said Families in Crisis has provided homeless services since 1980, is HUD- and CARF-certified, would contribute $252,000 plus administration, and that the shelter averaged 85.8 people per night last year and placed 48 people into housing this year. He warned that without funding after December 31 the facility would be repurposed and could not reopen as a general shelter.
  • Michael Fuanino, in non-agenda comments, criticized the city's image, said downtown and the museum had not delivered promised visitors, said Killeen was not in the top 100 places for veterans despite the area being the second-largest Army post, and called on the mayor to remove board member Whiteside.
  • Drew Nevitt offered a positive view of Killeen, praising the parks system, the 2040 plan, downtown progress, local businesses, and support for houseless residents, and characterized much of the public negativity as a loud minority.

Consent Calendar

  • After a parliamentary exchange about removing an item from consent, the council voted 6-0 to approve the consent agenda with RS-26-176 removed.
  • MN-26-042: Minutes of the October 20, 2026 regular meeting approved. No minutes text was included in the source materials.
  • RS-26-177: Computer hardware procurement from GTS Technology Solutions through the Texas Department of Information Resources approved in the amount of $343,316.50.
  • RS-26-178: BuyBoard purchase of consumable medical supplies from Bound Tree and Henry Schein approved in a combined amount of $476,000.
  • RS-26-179: Bid No. 27-12, Re-Issue FY2027 Annual Street Construction Materials, awarded to selected vendors in the amount of $1,000,000 citywide.

Discussion Items

  • Work session, Stagecoach Road Reconstruction Phase 2 (RS-26-180): Staff presented the proposed award of Bid No. 27-10 to JHL Construction for $8,366,040.88. Phase 1, from East Tremere to WS Young, was completed by JHL; Phase 2 continues from WS Young to Highway 195 and includes sidewalk infill. Three bids were received on September 9, 2026, and JHL was the low bidder. Staff recommended JHL as the responsive low bidder and best value. Council questions addressed the bidding package and the $3,000 vegetative watering line item. No action was taken during the work session.
  • Work session, Featherline Road Reconstruction Contract Amendment No. 3 (RS-26-181): Staff requested approval of $80,591.87 for Kimley-Horn. The amendment covers design services, geotechnical engineering, structural design for stormwater crossings, and water line coordination, and removes CLOMAR, environmental, and unused FEMA fee work. Questions addressed right-of-way and temporary easements and headwalls. No action was taken during the work session.
  • Economic Development Policy update (DS-26-096): Staff and KEDC outlined amendments to the policy, whose last review was completed in August 2024. Proposed changes include targeted industry recruitment; adding the Greater Killeen Chamber of Commerce, Fort Hood Regional Economic Development, and Killeen Industrial Foundation as workforce partners while removing the Business Resource Center; changing the city staff liaison from the Development Services Director to the City Manager or designee; revising incentive processes and tax abatement policy language; defining fast-track roles and timelines; and expanding reporting and application requirements. Councilmember Bass began to discuss the IBCC's role before the city attorney noted a tabling motion was on the floor. Councilmember Brown argued the item warranted full discussion before being postponed. Councilmember Nash-King moved to table it until the new city manager arrives the following week. A call for the vote was seconded, and the tabling motion passed 5-1, with Councilmember Brown opposed.

Regular Session Actions

  • RS-26-176 Fireworks permit: The council considered the pulled item for a fireworks display at the Killeen Municipal Annex on December 4, 2026. Fire department staff said the permit has no cost to the city and the event is already staffed and budgeted, and that the display is about 30-45 seconds of low-level cakes, not mortars. Councilmember Brown opposed, citing cost, optics the day after the scheduled execution at Fort Hood, and concerns about fireworks at Christmas. Other members supported it as a brief enhancement to the tree-lighting celebration. The permit was approved 5-1, with Councilmember Brown opposed.
  • RS-26-180 Stagecoach Road: The council awarded Bid No. 27-10 to JHL Construction in the amount of $8,366,040.88. The motion passed 6-0.
  • RS-26-181 Featherline Road: The council approved Contract Amendment No. 3 with Kimley-Horn in the amount of $80,591.87. The motion passed 6-0.
  • PH-26-038 Rezoning: The council held a public hearing and approved a city-initiated rezoning of approximately 0.23 acre at 1401 Mulford Street from B-3 Local Business to R-1 Single Family Residential (Case Z26-20). The property is a single-family home that is currently legal nonconforming. The council had not acted on the request in September because written owner consent was missing; the consent form was received September 4, 2026. Staff notified 59 surrounding property owners and received no other written responses. Planning and Zoning recommended approval unanimously on September 28, 2026. No one signed up to speak at the public hearing. The rezoning passed 6-0.

Executive Session

  • The council entered executive session at 6:17 p.m. under Texas Government Code Section 551.076 to discuss implementation of security measures and protocol related to the scheduled execution of Nidal Hasan. The open session reconvened at 7:08 p.m., and no action was reported.

Key Outcomes

  • Agenda approved 5-1, with Councilmember Brown opposed.
  • Consent agenda, with RS-26-176 removed, approved 6-0.
  • RS-26-176 fireworks permit approved 5-1, with Councilmember Brown opposed.
  • RS-26-180 Stagecoach Road bid award approved 6-0.
  • RS-26-181 Featherline Road Contract Amendment No. 3 approved 6-0.
  • PH-26-038 rezoning approved 6-0.
  • DS-26-096 Economic Development Policy update tabled 5-1, with Councilmember Brown opposed.
  • Executive session held; no reportable action.
