- 26-0143 – Mixed-Use Development at 2415 State Road (continued after public hearing): The developer (Jeremy) addressed concerns, stating the project follows city plans, the height has been five stories since 2022, density increased due to rising interest rates. He provided statistics: approximately 247 residences (33 townhomes, 52 studios, 114 one-bedroom, 73 two-bedroom, 8 three-bedroom), 20,000 sq ft commercial space, total project cost $63 million, estimated assessed value $50 million. He argued traffic demand would be reduced 50-60% compared to former Kmart. Councilmember Padesky questioned about utilities (lift station), privacy buffers, on-street parking, and past representations. Councilmember Weston asked about commercial tenant commitments (one lease ready for execution contingent on approvals) and outdoor amenities. Vice Chair Trost expressed strong support, emphasizing housing needs and alignment with city plans. The committee voted 6-1 to recommend adoption to Common Council, with Councilmember Padesky abstaining.
- 26-0144 – Certified Survey Map and right-of-way dedication: The Plan Commission had referred it for 30 days. The committee followed suit, referring for 30 days, unanimous.
- 26-0171 – Nuisance Abatement of Drug and Gang Houses: City attorney explained the proposed amendment removes language from Sec. 30-3(e) that could imply Fair Housing Act violations, based on federal DOJ guidance. She noted no actual discrimination in La Crosse but recommended elimination to avoid potential lawsuits. Councilmember Trost initially voted yes by mistake and later changed to no. The motion carried 6-1, with Trost voting no.

I think members are here. Councilmember Mindel is excused, although we might see her shortly, otherwise, everybody else is here in council chambers. Starting with new business, 26-0094, various license applications pursuant to chapters 4, 6, and or 10 of the lacrosse municipal code for the license period 2025-2026 March. Are there any questions for staff or are there uh things that staff would like any of us to know? All right, seeing them, I would take a motion. Please verbalize your motion. Please press the button. Councilmember Stein. I move to approve. Motion by Councilmember Stein, second by councilmember Bedford. Is there any discussion? All right, then let's please vote. Oh, I would note. We do have two applicants here, Timothy Larson representing the Rustic, and Glenn Garbers representing TMT. Oh Mr. Larson does not wish to speak. Neither of them wish to speak but are here. Okay, I want to acknowledge that. Okay. All right, then let's please vote. That motion passes unanimously. This will go on to council if you want to be here next week on those licenses. 26-0095 application of Twilight Medical Transport LLC doing business as TMT. Oh, that's the next one. Okay. Medical transportation and taxi service for 2026 public vehicle for hire. Any reports from staff? Any questions from council members? Yes. Clerk Elson. On this uh particular license, this is a 2026 public vehicle for hire license. Uh this company was licensed in 2025. Um, the end of 2025, there was non-compliance for insurance purposes, so they were ordered to cease operation. Um since that time they have submitted insurance. We are still waiting for some correcting documents. Um and just clarification, I would like the motion to include subject to compliance so that you, if you choose, you may grant the license subject to compliance, in which case the license will not be issued until uh satisfactory insurance documents are provided. Right. Thank you for that reminder. I meant to include it. And so what so you would like me to if we indicate subject to compliance, that is satisfactory for the purposes of this license. Okay.
