The La Crosse City Plan Commission met on Monday, March 30, 2026, at 4:00 PM in Council Chambers. All nine commissioners were present. The meeting covered three action items and an update on the zoning code project. The meeting adjourned at 5:15 PM.

- Approval of Minutes: A motion by Commissioner Yager, seconded by Commissioner Cherf, to approve the March 2, 2026 meeting minutes carried on voice vote.
Discussion Items
- Item 26-0144: Certified Survey Map (Copper Roth's Development) – Deputy Director Eckland reported that discussions between engineering staff and the developer are ongoing, and staff requested a 30-day referral. Commissioner Yager recused herself. A motion by Commissioner Cherf, seconded by Commissioner Stine, to refer for 30 days carried on voice vote.
- Item 26-0204: Resolution Dedicating City Property and Vacating Right-of-Way (Badger Corrugating Company) – Deputy Director Eckland explained this was an administrative cleanup to properly record a parcel related to a previously approved street vacation. A motion by Commissioner Gallager, seconded by Commissioner Trost, to adopt the resolution carried on voice vote.
- Item 26-0254: Preliminary Plat of Featherstone Rise (Extraterritorial Jurisdiction) – The applicant proposes subdividing a farmstead in the Town of Shelby into 36 residential parcels and a half-acre park, served by private wells. The Town of Shelby and La Crosse County had already approved the plat. Deputy Director Eckland noted the city’s review is for extraterritorial jurisdiction, with no zoning authority. The Planning Department recommended approval. A motion by Commissioner Cherf, seconded by Commissioner Yager, to approve the preliminary plat carried unanimously on voice vote.
- Item 25-0143: Update on Zoning/Subdivision Code Project – Deputy Director Eckland provided an update: the final draft of the subdivision ordinance is expected shortly, with staff review and introduction to the Common Council in June. The zoning code workshops continue, with the next joint meeting scheduled for May 4, 2026. Public information sessions will begin in May. No vote was taken.

All right, everybody, I'm gonna call this meeting to well, we still got a minute. Hold on. I'll take that back. All right, now I'm gonna call this meeting to order at four o'clock p.m. on March 30th, 2026. All members of the city plan commission are present. And I'll now move to the approval of minutes for the March 2nd, 2026 meeting. Motion made by council, excuse me, Commissioner Yeager, second by Commissioner Churf. Any discussion or corrections? Seeing none, uh, please vote or signify the thumbs up or an aye. All right. That motion passes. Moving to our first agenda item. Uh first let the record reflect that Commissioner Elaine Yeager is recusing herself from this item. Item 260144, certified survey map lot one, certified survey map number sixty-seven, volume nineteen, document number one seven six one two six two, located in the northwest quarter of the northeast quarter of section nine, township fifteen, north range seven, was city of lacrosse, lacrosse county, Wisconsin, and request for dedication of right-of-way in waiver of plating requirements. Deputy Director Eckland. Thank you, Mayor. Uh, as you may remember from last month, uh, this CSM is part of the Copper Roth's development. The applicants looking to separate that parcel into four separate parcels for the new developments. Um, and so each of the larger buildings will be located on each of the parcels. It was referred last month just due to a lot of uh we didn't have a current uh CSM submitted to the city, plus there was a lot of items that needed to be discussed between uh engineering staff and the developers as part of this CSM process. So those discussions are still ongoing, so there's still a large amount of items that need to be discussed and worked out as part of the redesign and then just all the agreements that need to go along with that. And so we're requesting another 30-day referral of this item so that those can be addressed and ironed out. All right, Commissioner Church. Will 30 days be sufficient? Good question. I was just talking about that with our director of public works recently, and I think we're unsure at this time. What we'd hate to do is ask for a 60-day referral, and then they're ready to come back within that 30 days, but then they have to wait. And so we're requesting 30, and if it has to be another 30, then we request it at that time. But if we requested 60, could not bring it back before that. They can't, no. Okay. My understanding is if it's 60 and it's approved, they have to wait 60 days. Okay. All right. 30 day. Commissioner Churf moves for a 30-day referral. Is there a second? Second by council member Stein. I caught you both at the same time. Um more discussion. All right. Seeing none, please vote. Signify by thumbs up, say aye. All right. That motion passes. Resolution dedicated city property lot 42 of sex hour addition to the public right for right-of-way purposes, an approving request for badger corrugating company to vacate a portion thereof.
