21:20

Quick trip.

21:25

Sorry, I don't know why I did it.

21:27

Is that better?

21:35

Testing, testing.

21:46

21:49

Testing, testing.

21:54

21:56

Is there an item?

21:57

Is there a yeah?

22:05

22:08

Okay.

22:10

I'll let it clean over a little bit.

22:12

Yeah.

22:23

Yeah.

22:24

22:38

So now it has to be happening.

22:45

Okay.

22:46

We're going to call this meeting to order at ten oh six AM on September 14th, 2026.

22:52

Happy Monday, everyone.

22:54

Board of Public Work members are present.

22:56

I'll take a motion for the approval of minutes from September eighth, twenty twenty-six.

23:02

We will not be using Granicus today, so we will be having to either hand speak motions or um raise our hand and all that good stuff.

23:15

Motion made by Council President Dickinson.

23:18

Second by Director Train.

23:20

Any discussion or corrections?

23:22

All right.

23:23

CNN, all in favor, please signify by saying aye or raise another hand.

23:29

Any opposed?

23:31

Motion passes.

23:35

Awesome.

23:36

Next item twenty-five dash one one nine seven.

23:39

Bidders approve for responsibility.

23:40

There are none today, so we'll move on to our next agenda item twenty-six-ero nine three eight.

23:46

Request from Quick Trip to approve plan for the Quick Trip Way and Oak Street's intersection project.

23:58

Sure, thanks, Mayor.

23:59

So what you have before you hear is um a concept being requested by QuickTrip to modify part of the public right-of-way and proceed with the uh the process of splitting off some of their property and deeding that to the city that we would make public right-of-way to uh help accommodate some of the larger truck turns that exist out there.

24:21

The um the map that was attached in Legistar that everyone hopefully saw shows the placement of a of a small island that would then allow pedestrian refuge, uh crossing Quick Tripway itself and then the right turn lane.

24:36

There would be some utility work involved as well to drain their storm sewer overflow out to city facilities.

24:43

Um this would be work proposed by and paid for and done by QuickTrip.

24:47

Um that they would follow uh state standard or state city standards and would be subject to uh approval by engineering.

24:57

Um and I think Gabe is here for questions if anybody has any.

25:01

But we we did work with them, had several meetings with their designer, and um collaborated on something that I think is working for all parties here.

25:10

So if I may, because we got a nice map, but there's a lot of dots and lines on this.

25:17

So can you sure so for those looking at at the at the map?

25:22

The the red sort of dotted lines indicate where the underground uh storm facilities would be.

25:27

There would be uh an overflow pipe connecting from the the rain garden or bio cell that's sort of up in the corner uh of their property that's in the upper half of the page, and that would overflow into city storm facility.

25:42

There are some uh some sort of dashed or hatched markings that'll show some pavement markings where the crosswalks would be marked, and uh the sort of shaded area shows pavement removal that would have to be removed and then replaced uh to accommodate this new sort of um separated turn lane that it would exist at Oak Street.

26:05

So that's just area correct.

26:08

Okay.

26:08

Yeah.

Board of Public Works Meeting - September 14, 2026

The Board of Public Works met on Monday, September 14, 2026, at City Hall in La Crosse, Wisconsin. (Note: The agenda indicated a 10:00 AM start, but the meeting was called to order at 10:06 AM per the transcript.) All five members were present: Andrea Trane, Erin Goggin, Matt Gallager, Mayor Shaundel Washington-Spivey, and Tamra Dickinson. The board unanimously approved four agenda items, each discussed and voted on individually.

Approval of Minutes

  • A motion to approve the minutes from September 8, 2026, was made by Council President Dickinson and seconded by Director Trane. The motion carried unanimously without discussion.

Discussion Items

  • Kwik Trip Intersection Plan (Item 26-0938): Staff presented a concept from Kwik Trip to modify public right-of-way at the Kwik Trip Way and Oak Street intersection. The plan includes constructing a small island for pedestrian refuge, pavement markings for crosswalks, and utility work to manage storm sewer overflow—all funded and executed by Kwik Trip. The design aims to accommodate large truck turns while maintaining pedestrian safety. After clarifying questions about the curb design and rationale, the board approved the motion (vote: 5-0).
  • Payment List for Losey Blvd ROW Acquisitions (Item 26-0952): A motion to approve the payment list for right-of-way acquisitions was made by Director Gallagher and seconded by Council President Dickinson. No questions were raised, and the motion carried unanimously.
  • Construction Contract Change Order (Item 26-0965): Staff reported a net reduction of approximately $6,000 for the Badger Hickey Park project, resulting from savings on concrete work offset by increased excavation costs due to relocating a building northward to address flood issues. Councilmember Goggin inquired about a 120-day extension for substantial completion, which staff confirmed was granted to allow for the building relocation. The change order was approved unanimously (vote: 5-0).
  • Xcel Energy Street Privilege Permit (Item 26-0967): Alex Lewick, community relations manager for Xcel Energy, presented a request for relocation and replacement of a gas main and services in the Hintgen Neighborhood, tied to the Losey Boulevard project. Work is expected to take 6–8 weeks. The permit was approved unanimously (vote: 5-0).

Key Outcomes

  • All four agenda items were approved unanimously by a 5-0 vote.
  • The meeting adjourned at 10:10 AM.
