15:41

Good morning, everyone.

15:42

We are going to call this meeting to order at 10.05 a.m.

15:47

All Board of Public Work members are present, and we will start with the approval of the minutes from September 14, 2026.

15:59

Also bear with us as we work with our new system.

16:02

Motion to approve by Council President Dickinson, second by Director Train.

16:06

Any discussion or corrections?

16:08

All right.

16:09

Seeing none, please vote.

16:20

And that motion passes.

16:22

Moving to our first agenda item 25-1198 bidder's proof of responsibility.

16:30

We have none today, so we'll move on to our next agenda item 260966 construction contract final payments.

16:42

Moving on to our next agenda item 26-0971 construction contract change orders.

16:58

Motion to approve by Director Gallagher, second by Council President Dickinson.

17:03

Any discussion on the contract change orders?

17:09

Seeing none, please vote.

17:21

And that motion passes.

18:55

Okay.

18:55

There is a motion.

18:57

Oh, yeah.

19:02

Jackson, I remember the parking on the street being a big issue to the neighbors when this the vacation came through.

19:09

Do you remember if at that time did we know there was going to be no parking on both sides, or are we thinking that it was just going to be no parking on one side?

19:18

I was not involved in the planning meetings for this, so I don't know the answer to the question.

19:24

Okay.

19:27

Sure.

19:27

So this was discussed extensively at the design of you meeting as well as the meetings where we discussed vacation.

19:34

The Badger West property has a sort of open parking lot on the east side, so we knew there'd be no parking over there.

19:40

And we also knew that there'd be no parking that was brought up multiple times to the dismay of the owner of the uh the property on the west side of the street.

19:49

Um this was constructed very similar similarly to how we did Hagar Street a few years ago, uh, where we we consciously chose to not put parking on it and to build the street uh to a narrower width.

20:08

Any other questions from Board of Public Work members?

20:13

I will say um I understand the vacation piece of the street and the width.

20:22

My concern is now with all the complaints that I've gotten about you college students parking in residential areas and then removing this and how that's gonna bleed over into that a little bit more.

20:32

But that's a never ending battle.

20:35

It is.

20:35

This is true.

20:37

This is a heavy one.

20:40

All right.

20:41

And no other questions for you, Jacks.

20:43

Thank you.

20:44

There was a motion.

20:45

Was there a second?

20:46

And then see that all right, second by Director Gallagher.

20:49

Any other discussion from Board of Public Work members?

20:52

CNN, please vote.

21:07

All right, and that motion passes.

21:10

Reluctantly.

21:13

All right, next agenda item 26 dash 099 policy proposal on public sidewalks near tree sales.

21:29

All right, Jamie.

21:37

Good morning.

21:39

Um, this is brought before the uh Board of Public Works uh with the tree cells becoming um more predominant to basically give us a wide range of availability to place these.

21:53

Uh we are looking to have a policy in place that where we can reduce the sidewalk immediately around the uh tree opening um to facilitate more areas where these can be installed.

22:08

Uh, we need a minimum width from say like a back of curb to front of sidewalk of four feet.

22:16

Um ideally very minimum is about three feet.

22:23

Um that's why potentially we may need two narrow sidewalk to make uh tree cells able to be put in in a wide range of areas so is um here we specifically talk about the downtown area.

22:42

Are there any other areas in the city where these tree cells exist?

22:48

To my knowledge at this point in time, no.

22:50

Okay.

22:52

River Point.

22:53

Okay.

22:54

Um I guess the other question, because I know this was a large conversation some time ago, and we talked about these tree sales specifically in a downtown area and how we we did this work, it costs a lot of money, but there was no guarantee that these trees are gonna live in these bio cells.

23:14

Is that still the case?

Board of Public Works Meeting Summary - September 21, 2026

The City of La Crosse Board of Public Works met on Monday, September 21, 2026, beginning at 10:05 AM (the meeting minutes record a 10:00 AM start time; the transcript indicates the call to order occurred at 10:05 AM). All five members were present: Matt Gallager, Andrea Trane, Tamra Dickinson, Erin Goggin, and Mayor Shaundel Washington-Spivey. The board considered four agenda items, approved two unanimously and two with one dissenting vote each.

Consent Calendar

  • Approval of Minutes (September 14, 2026): Motion by Dickinson, second by Trane, carried unanimously.
  • Construction Contract Change Orders (26-0971): Motion by Gallager, second by Dickinson, carried 5-0.

Discussion Items

  • No Parking Zone on the 400 block of 12th Street North (26-0996): Staff (Jacks) explained that the no-parking restriction was previously discussed during street design and the vacation of the Badger West property. The street was built narrower intentionally, similar to Hagar Street. Mayor Washington-Spivey expressed concern that removing parking could push college students into adjacent residential areas, calling it a "never ending battle." Despite her concerns, she voted in favor. Councilmember Goggin voted against. Motion by Dickinson, second by Gallager, carried 4-1.
  • Policy Proposal on Public Sidewalks near Tree Cells (26-0999): Staff presented a policy to allow narrowing sidewalks from the standard six feet to a minimum of four feet (or three feet in limited cases) immediately around tree cell openings, to give trees the best chance of survival. Questions were raised by the Mayor about tree survival rates and costs, and by Councilmember Goggin about coordination with Forestry and the appropriateness of tree cells in downtown. Staff clarified the policy only addresses sidewalk width flexibility and does not authorize tree placement—that decision remains with the Council. Councilmember Goggin initially requested more time to study, but a motion to approve was made by Gallager, seconded by Dickinson, and carried 4-1 with Goggin voting no.

Key Outcomes

  • 26-0971 (Change Orders): Approved 5-0.
  • 26-0996 (No Parking Zone): Approved 4-1 (Goggin opposed).
  • 26-0999 (Sidewalk Policy): Approved 4-1 (Goggin opposed).
  • The meeting adjourned at 10:17 AM (per minutes; transcript ends with adjournment without timestamp).

Note: The minutes record the meeting start at 10:00 AM, but the transcript states the call to order occurred at 10:05 AM due to technical adjustments with a new system.
