0:14

Uh any questions, comments on the minutes as presented.

0:17

Seeing none, all in favor of the motion, aye or thumbs up.

0:21

All opposed, same sign.

0:23

Motion carries.

0:24

Thank you.

0:25

We'll get into our agenda this evening.

0:27

First item is 26-1002, the monthly update from project manager on River Point District for September.

0:33

Uh welcome Jason Gilman to the podium.

0:35

Uh Jason, floor is yours.

0:38

Thank you, Mr.

0:39

Chairman.

0:39

Good evening, redevelopment authority.

0:42

I appreciate the time.

0:44

Uh I've got a fairly short report.

0:46

Um there's been a lot of administrative types of things going on, just getting ready for uh spring construction.

0:54

Um I have been working with each and every one of the developers just to get updates on where they're at and hopefully overcome any issues that they have.

1:02

Uh it seems the timing issues are mostly related to either geotechnical stuff, you know, which is what's underground and the investigation they have to do, and sometimes running into concrete, or the TIFF process, you know, which is all started with an application, and there's a process behind that to get the development agreement done.

1:21

So those are uh just two things that are um uh that affect schedules.

1:28

I've also been working with um uh uh Rai Key development just on their lot 11 updates and uh and staying in touch with uh unwind development who is here tonight on their progress on lots one and two and the the plans.

1:44

Uh I did give a uh uh prospective commercial tenant uh a tour the other day.

1:50

Uh they're interested in this a substantial space in the development.

1:55

Still working on the renter equity thing.

1:58

Um it seems like the bottleneck is this accounting piece, you know, which the financial management firms see this as a completely different animal than like a 401k program.

2:08

So my next step is to uh kind of uh stop meeting with the big employers and go right to the big accounting firm.

2:18

So I'll probably talk to Baker Tilley and Ernst and Young and Whipley and others and see what it would take to put this together.

2:24

And as you know, I've got you know a grant from the Lacrosse Community Foundation to help get that done.

2:30

Uh and I also have some other interests.

2:33

I met with the idea fund people, I've met with uh Marine Credit Union just the other day uh and a few others that have interest in the program.

2:41

So I'm still pressing ahead.

2:42

It's just I've got to overcome these issues.

2:46

Um we uh also have uh I've been working on just the uh option updates.

2:52

Uh we'll have uh the one for unwind on lots one and two.

2:56

They had a six-month option, which is customary for the first option, and then uh 12 months to get them over the finish line to get construction started.

3:05

Uh I think next month we have uh another one.

3:09

Uh might be might be lot 11 Rike, um, but we'll have another option extension next month.

3:17

Um also still kind of trying to get a meeting together on the XL Energy Overhead Power Lines.

3:23

I've I've got a strategy put together and um I'm coordinating that with Matt Gallagher and Jeremy Tomes in engineering.

3:31

I had a meeting with the regional representative of WIDA on their programs.

3:35

Um that followed one that I reported on last month with WEDC.

3:42

Uh we're also starting to distribute that um video that we showed last month.

3:47

Um hopefully you all got the link and watched it on your own computer.

3:51

It's um Sheree in the mayor's office is uh helping me distribute that.

3:56

It's on the website now.

3:58

She also took snippets out of it that are maybe more user-friendly for social media, and I've um we want to try to get some attention of the good work lacrosse is doing with that video, and I think it I think it will.

4:13

I think it'll get get good uh good response from people.

4:18

Uh sort of a side note, I attended a Urban Land Institute uh technical advisory panel in in the Fox Cities uh on the closed UW Fox Cities campus in Manasha, and uh the the side value of that is I I met with uh people from Colliers.

4:37

I met with another representative from the Alexander Company who I've been trying to get interested in lacrosse.

4:43

I actually went down to their offices in Madison to meet with them.

4:47

And uh it just uh they were all very interested in River Point District.

4:51

In fact, the the way that you have it structured and the success we're having is actually the model that they'd like to use.

5:00

The Urban Land Institute would like to see used on the UW campus in Manasha.

5:03

So I think that's a really testament to the way the RDA operates in lacrosse and uh a pretty good validation of what you're you're doing.

5:13

Um I also did in the PM report, I updated that Gantt chart.

5:18

So the the schedule uh should be accurate now after talking to a lot of the developers.

5:26

And then yesterday I I uh I golfed, which I I'm not a I'm not a great golfer, but I keep up, you know.

5:33

But it was the uh lacrosse builders exchange.

Summary of Proceedings

Redevelopment Authority Meeting - September 24, 2026

The Redevelopment Authority (RDA) of La Crosse, Wisconsin, met on Thursday, September 24, 2026, at 4:00 PM in the Council Chambers. The meeting included updates on the River Point District, approvals of option extensions for Unwind Property Management, acceptance of $600,000 in city funding for urban renewal and public market predevelopment, approval of a certified survey map for Cowboy Jack's, and discussion of a TIF term sheet and a commercial lease in closed session. The meeting adjourned at 4:48 PM.

Consent Calendar

  • Approval of Minutes (August 2026): Motion by Przytarski, seconded by Sigman, carried by voice vote.

Public Comments & Testimony

  • Damian Meza, representing Soccermunda, spoke on item 26-1015 (commercial lease at 65 Kraft St). He expressed appreciation for the RDA's work and provided updates on remodeling plans for ADA accessibility and HVAC units at both 65 and 67 Kraft Street. He noted that architectural plans had been submitted but not yet provided to city inspections, pending lease agreement.

Discussion Items

  • Monthly Update from Project Manager on River Point District (Item 26-1002): Project Manager Jason Gilman reported on administrative progress for spring 2027 construction, including geotechnical issues, TIF application processes, and coordination with developers (RaiKey on Lot 11, Unwind on Lots 1 and 2). He mentioned a prospective commercial tenant tour, ongoing work on a renter equity program with a focus on accounting hurdles, and meetings with Baker Tilly, Ernst & Young, Wipfli, the Idea Fund, and Marine Credit Union. He also noted a meeting with WIDA and distribution of a promotional video. Gilman attended a ULI technical advisory panel in the Fox Cities, where the River Point District model was cited as a desired model. He updated the Gantt chart and raised concerns about diesel fuel potentially affecting supply chains in 2027. He also mentioned a new WEDC housing and business tax credit program under review.
  • First Extension to Option to Purchase Agreement for Lot 1 – Unwind Property Management (Item 26-0997): Staff explained the standard 12-month extension (following a six-month initial option). Unwind plans to start townhouse construction on Lot 1 in spring 2027, delayed from fall 2026 due to the TIF application process. Motion to approve by Janssen, seconded by Przytarski, carried by voice vote.
  • First Extension to Option to Purchase Agreement for Lot 2 – Unwind Property Management (Item 26-0998): Similar extension for Lot 2, with phase two construction expected in fall 2027. Motion by Janssen, seconded by Przytarski, carried by voice vote.
  • Resolution Accepting Funding from City of La Crosse for Urban Renewal Activities (Item 26-0988): Andrea (staff) presented a resolution accepting $600,000 transferred from TID 11 to the RDA for urban renewal projects, including predevelopment work for a public market. She reviewed previous studies (feasibility, site location, business plan from 2017-2019) and noted that the funds could be redirected to other urban renewal projects if the public market does not proceed. A memorandum of understanding between the city and RDA governs use of funds. A proposal for a Project for Public Spaces review of the studies is anticipated next month. Motion by Janssen, seconded by Sigman, carried by voice vote.
  • Monthly Financial Update (Item 26-0946): Andrea reported that the September financials were attached with no specific items to highlight.
  • Approval of Certified Survey Map for Cowboy Jack's (Item 26-1001): Andrea explained that the CSM would create a separate parcel from city park property adjacent to Lot 11, to be later conveyed to the RDA and combined with the Cowboy Jack's parcel. The submittal was approved contingent on staff working out details with city engineering. Motion by Ostrem, seconded by Przytarski, carried by voice vote.
  • Term Sheet for TIF Assistance to Capital Investment Partners for Cowboy Jack's (Item 26-1000): Staff noted that the Economic Development Commission (ECDC) unanimously approved the term sheet the previous evening. The RDA's role is specifically to agree to the land sale price, which is consistent with other River Point District sales. The item went into closed session for negotiation strategy. After closed session, a motion to approve was made by Ostrem, seconded by Przytarski, and carried by voice vote with Janssen voting against.
  • Commercial Lease Agreement for 65 Kraft St (Item 26-1015): Public comment was heard from Damian Meza. The item went into closed session for negotiation strategy. After closed session, a motion to approve was made by Janssen, seconded by Sigman, and carried by voice vote.

Key Outcomes

  • Option Extensions Approved: Unwind Property Management received 12-month extensions on option agreements for both Lot 1 and Lot 2 at River Point District.
  • Funding Accepted: The RDA accepted $600,000 from the City for urban renewal activities, including public market predevelopment work, and approved the corresponding MOU.
  • Certified Survey Map Approved: Submittal of the CSM for Cowboy Jack's was approved contingent on staff coordination.
  • TIF Term Sheet Approved: The term sheet for TIF assistance to Capital Investment Partners for Cowboy Jack's was approved (voice vote, with Janssen dissenting).
  • Commercial Lease Approved: The commercial lease agreement for 65 Kraft St was approved (voice vote).
  • Next Steps: Staff will bring a proposal for a public market predevelopment study in October 2026; the land sale price for River Point District parcels will be reviewed in January 2027; Cowboy Jack's parcel conveyance to the RDA is expected to go to the city council in November 2026.

Note: Items 26-1000 and 26-1015 were discussed in closed session pursuant to Wis. Stat. 19.85(1)(e) for negotiation strategies, then voted on in open session.
