- Resolution No. 2025-41 – Second Amendment to Water Acquisition Costs Funding Agreement (phase two): Extends construction start to December 2027 and completion to December 31, 2029; allows income averaging for units (average 60% AMI, range 30%-80% AMI) instead of all units at or below 60% AMI. Alex Gano (Boulder County Housing Authority attorney) explained that the schedule extension aligns with CHAFA funding cycles, and income averaging allows for more deeply affordable units (30% AMI) subsidized by higher-AMI units (up to 80% AMI). Councilor Fridland asked about potential unintended consequences; staff and the applicant affirmed no impact on funding or affordability commitments. Both resolutions passed unanimously.

All right, we'll begin tonight's meeting with public comment. This is an opportunity for members of the public to speak for five minutes and address the council. If you'd like to speak to the council tonight, you may grab a speaker form to that you can access through the glass doors in the back. White form there that you can fill out with your info. And then you can also call in as well if you're interested. I'm not seeing any forms in front of me tonight. Okay, that's a that's a first. Um are there any members in person that would like to speak at this time? No. Okay. Uh seeing none. And also seeing uh no callers online as well. So I guess we have no public comment tonight.
