TED's Car Wash (Special Use Review & Site Plan): The applicant, Ted Lopez, proposed a tunnel car wash with a 80-foot tunnel, three queuing lanes (one for members), and vacuum bays. Staff analysis found the use compatible with the auto-oriented area and in line with the existing PUD. Key issues included water usage (13 gallons per car, 80% reclamation), separation distances, noise mitigation (8-foot wall for vacuum motors), and pedestrian safety. The commission debated water dedication requirements and the 150-foot separation criterion, ultimately voting to waive it due to site design. Conditions were added for a high-contrast crosswalk and a minimum 8-foot wall around the waste and vacuum area.

Are there any members of the public that wish to speak regarding items that are not scheduled for public hearing tonight? And if so, is there anybody? No. Okay. So let's begin with our first agenda item, the South Boulder Road Area Plan update. The Commission will hear from City Staff. Good evening. Commissioner Phil Fleisler, the City's Planning and Building Department. Thank you very much for your time this evening. So we'd like to introduce the team. About a month or two ago publicly. Uh and then we have some questions at the end of this presentation to start getting your input on the process as well before we go to council in just a couple of weeks. Uh and so you might recall last year we had a conversation about area planning in general. So that comprehensive plan identifies different areas of the city that would be suitable for small area planning. So this is like a hyper-local planning effort where you can really get down into the weeds and have some fine-grained recommendations around land use policy, infrastructure, and so on. Uh and in looking at that, we got some initial input from the planning commission. We've since um identified a funding source uh and have gone through a procurement crop process to bring on this uh team. Um so Civitas is our main consultant helping uh lead this project. Um they also brought on board several subconsultants as well. They're not here this evening, but you'll need them at some point in this process. Uh one is uh CDR Associates, they're an engagement uh firm based out of Boulder.
