13:20Fondale and I, and we got it approved about a school zone right there on West LaGrange about the daycare.
13:27And I noticed nothing has happened.
13:29And I'm not complaining.
13:30I just didn't know what to tell them when to expect those improvements or changes to take place.
13:36So if somebody could just let me know that.

14:17They're gonna be in town, I think it's December the 15th, and he was looking to maybe meet with you and some other representatives from the city or your representative.

14:29You should have received the email.
14:31If you haven't received it, it should become uh the inspector for property standards, myself and Mr.
14:40Young had uh asked some time ago that we allow a spot to hire another inspector.
14:46Can anyone tell me what is the progress on that?
14:50That individuals is hired.
14:52They were uh just had their first week last week, so um working out very well, fine gentlemen, and we also had a transfer uh to that department from public works.
15:02So that's so they are gonna be inspectors.
15:06Um so how many that makes?
15:09That would be three three and the sick.
15:12Th three in a two uh uh part-time.
15:15One part time's out sick, but had some issues, so uh we're gonna have a total of five.
15:20And I'd like to request that when you get them straight, could the council uh meet with them?

15:30Uh we're very lucky to have them, so we're we're excited that they're on board.

16:09Then we got a uh a call about a bobcat last week.

16:13The bobcat's still out there somewhere.
16:15Uh cats, cats are becoming rampant in O Park.
16:19I mean, they they mate, and I don't know if it's the season, uh the lovey dovey season or what, but they mate, you know, and we call and residents have told me they call animal control and animal control tell them we can't do nothing about that.
16:32Well, what is animal control for?
16:34Maybe we need to get animal control to come here and make a presentation to see if they're justified for those.
16:39Yeah, that would be good.
16:40Then we'd have something to pass on to the residents.
16:43But I think we need to put some emphasis on that bobcat because it's going to we have uh oh y'all got it.
16:48We got a trapper out on the bobcat.
16:50Yeah, Bobcat is very, very specialized uh animal control.
16:54Yeah, we they got they uh well they said it.
16:59So uh we found that uh things like bobcats, alligators that that they that our normal animal control doesn't deal with those things.
17:08So they have to get they have to hire outsiders to come in and do that.
17:11I went all the way to the state.
17:12The state don't be aware of them.
17:14They give you they showed me how to set a trap, though.
17:18I wouldn't I wouldn't want to set a trap up.
17:20I'm gonna go out there and set it.
17:21I'd say that's a whole different trust me.
17:24I I I live by the river.
17:25I I see what they can do.
17:26I'm not I I respect them as long as they respect me.

18:03And most of the time, I think we I don't know if it's an old army, we got too many steps before Adam Control can step in.
18:11First, you got to have a picture or the video of the of the animal almost attacking you.
18:17Well, we don't want to wait till that's the animal almost can attack you before they can do anything.
18:23I think we need to reduce the the steps before somebody can animal control can actually take the dog or have them cited to come to a hearing.
18:34I I'll call Allen Control about uh a pit bull in Broadmore.
18:40And they told him that if he didn't have a picture of it, he said, Well how I'm gonna take a picture of I'm running.
18:46So they but they did tell him if you just have a picture of him loose, period, that they could do something, but I think the city needs to know uh the steps they have to take before Allen Control can do something, so we can get some verification, it may help.
19:01And and I think if they're asking the city to uh renew a contract with them, they need to come in and be accountable for what type of services they're gonna provide and how they're gonna provide those services because you're right, especially with cats.
19:11I mean, if you don't get control of that, that that takes control of your neighborhood pretty quickly.
19:15But they had one on Facebook at a pit bull that was in the village.
19:20Been knocking on doors.
19:23The other thing I have is, and and this this may be a uh a hefty task, but I met with Miss Emily, I think it was last year.
19:32She and I went over some things and she made me aware of some contracts that we have with the parish.
19:41They've been around for a while.
19:42We may not even know they exist because until you deal with something that they have.
19:47So I'm I'm asking if we could, I don't know who would be in charge of it, but we could trace those contracts down.
19:54Any contract that we have with the parish over 10 years.
20:00I I'd like to have the council, uh the administration and and the legal department revisit those to make sure that when we go and join efforts with the parish that we are doing, we're in a better favorite position because 50 years ago it was different.
20:12You know, and we may have some contracts that still linging around for years.
20:15So I'd like to see if we can get a hold to some of those contracts, if not all of them, and we could revisit them, make them more favorable to the city, or at least equal to the city.
20:25Uh with that being said, that's all I have.
20:28That's just as to the us in the parish.
20:30Yeah, you know, like when we do streets or something, it's contracts that govern how we we're gonna do things, who put what?
20:37I'd like to revisit those and see, you know, can we rewrite them?
20:41Can we make them more favorable?
20:42Can are they favorable to us?
20:44I don't want to cheat the parish, but I don't want to cheat the city either.
20:49So that being said, we'll move on to the next portion where the community is allowed to speak on various issues.

21:11I live at 858 Kirby Street here in Lake Charles and have done so for the past now 24 years.
21:20Uh a couple of weeks ago, one of my neighbors, Tammy Edwards, came here to speak to you.
21:26Uh I'm here to say that she's not speaking alone.
21:30I represent uh the whole, another group of neighbors, you know, that support her effort.
21:36The city did begin actually yesterday putting down the uh equipment that would be a part of the traffic study.
21:44I'm presuming it counts cars going back and forth as they've installed it on the road.
21:50You know, that uh Ms.
21:52Edwards asked to look at things like traffic light, um, you know, stop signs.
21:58And some of that could be difficult because if you know Kirby Street from Louisiana Avenue to Kirkman, you've got two lanes that are heading west.
22:11And then from Ryan Street to Kirkman, you got two lanes heading east.
22:16So it's a three lanes of traffic, but it's arranged differently.
22:21The last time the gentleman was here to talk about the walkability study, uh, you know, he actually had pictures of Kirby Street and criticized the way that it is laid out.
22:33So my encouragement is that if we do any study or as we do a study, um, that we incorporate that gentleman's remarks that he made at the last his last visit to Lake Charles, which was, I guess, sometimes in July, Mr.
22:50I know you were at, or maybe before you were at that meeting at the it was, I think it was in June.
22:55That's Jeff Speck, right?
22:57And so so that we're not just getting our own information, but we do have the data that he uh looked at.
23:05I I would think from my standpoint, you know, that it's gonna be difficult with the lanes going the way they are to put a stop sign at, you know, at any corner to look across all of those lanes, it may be speed bumps or something like that.
23:19But my main point is a to thank the city for jumping on that pretty quick, because she was just here a couple of weeks ago, and that study has begun.
23:28And then the second thing is to incorporate that study into any work that we're doing.
23:35As I said, that we are uh certainly the neighbors uh are very appreciative of what is being done.
23:42Having lived there 24 years, I've seen that neighborhood really increase the number of young people that have moved into the area, but then with young people you also have people running into the streets.
23:53So it thank you very much for what is being done.
23:56We look forward to what's gonna continue.

24:00If you got a four-way street and the let's say the east-west street is has stop signs, that doesn't automatically make the north-south street get full eligible for a stop sign as well, right?
