8:18Introduction of an ordinance authorizing the removal of the Yale sign on Center Street at Sycamore Street and authorizing the installation of a stop sign on Center Street at its intersection with Sycamore Street, creating a three-way stop.
8:31And that's all that I have.
8:38I don't have anything tonight.
8:41I don't have anything tonight.
8:47Did we have the properties?
8:49Did we visit with the umore stop sign?
8:54That was the last thing that I just read in the case.
8:57It's number 28 on 28.
9:01That's all I wanted to come in.
9:07I just want to thank several city employees who uh came to a town hall last night.
9:11It was very much seen by uh the residents that were there and appreciated having their expertise.
9:16Uh and so uh for Miss Wendy Robinson, Nicole Miller, Mike Castille, and Sergeant Amund uh with the police department.
9:23I just have a lot of gratitude.
9:30Oh, working on the record, yeah.
9:32Uh I got a couple things then.
9:34Uh the paperwork we I asked for the paperwork for the uh approval of the sports complex, the site.
9:41Have we received any documentation that the council can have?
9:44We received the we've received the uh confirmation that they've submitted it that the uh site we'll get that though.
9:52The other thing is uh Mr.
9:54Harvey asked me to ask about the paperwork to show contributions to Sayer Street Fund and the Enterprise Extension Funds that we uh discussed in the last meeting.
10:05It said uh that those documents would be given to the council.
10:10Do you want a status report on it or when we gonna get them?
10:13But we we've we we pulled down all the allocations that went for uh enterprise, so we still have to pull the ones for Say.
10:19So that means it goes back to when uh from the first construction too.
10:24Um we were supposed to receive a final copy of the late Charles Rebound projects.
10:34Cardone was working on it and he had spoken.
10:36I think I was the last one that he had to talk to.
10:39And he had that in order.
10:40That'll be forthcoming as well.
10:44Uh Miss Wendy, I should have emailed you, but I just wanted confirmation.
10:53Have we moved that speed bump on uh 22nd back?
10:57Remember what we we spoke about it a couple of months ago.
11:01Yeah, we put them out, but one of them we had put too far up.
11:05You remember we discussed it.
11:06The uh email just said that the uh the resident when we come when you're coming off of Fifth Avenue between 22 and 23, we put it down, but we put two of them too close, so you got a good speed when you get off of Fifth Avenue.
11:22I want to say we did that, Mr.
11:24Uh I will go back out there and check.
11:27Please do, because he he left a message on my phone.
11:29That we that they were too close together.
11:32It's it's on the right.
11:33If you turn off a Fifth Avenue onto that alley, it's right there.
11:39That's where we would like it.
11:41You know, when you turn there, we would like it to be right before that first driveway because they got a good a good space to to gain speed in that alley.
11:51I matter of fact, I'll when I get off tomorrow, I'll take you some pictures and that'll give you clarity on that.
11:55Okay, I I I think I know that, but I'm gonna check back too with our um with our traffic and comms too, because coming turning off of there and to get right to the speed.
12:06It's a good little ways from the from the turn on.
12:08So I mean put it putting one there.
12:10We just want to make sure that it's it's it's yeah, because I think the old one was there previously, and we replaced them with new ones.
12:18We just want to make sure that we're following all the guidelines as well.
12:21But I'll check as well.
12:22And I'll get you some pictures of it.
12:25Uh I got a complaint from Mr.
12:30I wasn't supposed to say his name, but a guy on Miss Paula, uh, you remember him with the blue van and had all the cars in the yard in that same area.
12:38Well, he called me back and say some of those cars, they put some more cars back there.
12:43So if we could look at it again, it's in that you you remember the one I'm talking about, had the blue van.
12:48They thought some drug activity.
12:56We have that property scheduled for hearing.
12:58We're just waiting for the hearing date.
13:01So uh, you know, irregardless, if he puts cars there or takes them away or whatever, if he's not completely compliant, it moves forward.
13:13Uh do we have any progress on the plans for the hotel between the city and that the group that we were dealing with?
13:21Talking about renewed Lake Charles?
13:23I can't remember what it was called.
13:25They they've uh they want us to update the uh the hotel study, the CBRE documents to reflect the sports complex and any type of uh changes with that.
13:35So we're talking to them uh on two fronts.
13:38One is what would be the cost of that because that's the that was a commission study that the city did.
13:42They want us to do it at our expense.
13:44And also looking at if we do that, do we need to go back out for another RFP because if the uh if the if the landscape is changed for that, do we need to do an RFP just to make sure that we're getting the best the best competitive uh project on the lakefront?
13:57So if they don't choose to pay for that, that halts everything.
14:01No, we we can we can pay for it.
14:02It probably it's probably a valid request, but if we do that, we're seeing if we have to do another RFP for uh proposals on that.
14:10Uh the other did we have a clear up?
14:15I know we went uh Mr.
14:17Stutz, we decided to go with the uh what is it called?
14:22The plat number instead of the address for the uh across the street from Gospel.
14:27Well, we did it in the ordinance last week, didn't we?
14:29We we put it under the um what's the number call?
14:33Parcel number number.
14:34So that that'll that would suffice.
14:35Last week at the meeting, correct, Ms.
14:38So we the ordinance itself was amended by y'all and it references the parcel number.
14:44Okay, so the parcel number was good enough to go forward.
14:47Yeah, and once you pull that parcel information, it actually has the uh property description.
14:56Uh I I want to bring back up.
15:01We talked about this, Mayor, maybe in your first couple of weeks.
15:06We used to have a citizens review board.
15:08Uh it I might be using the wrong name, but we had a citizens board that was um communicated with the police department.
15:18I think you might have been on the council.
15:20Miss August talked about she was a part of it.
15:23I remember that, yeah.
15:24Uh I would like for us to look at renewing that, bringing that that board back.
15:29I don't know, uh, might have to tweak some things with it or find the information that governed it before, but I think that that would kind of help our police department out as far as having a um, I guess a direct line to the community, you know, having some people speak from the community or deal with them on a regular basis.
15:48So if we could look into that, see about bringing it back.
15:53I'll I'll look at that.
15:53I I do I do recall it.
15:55I'll find out what the parameters were and give a report back and see if we need to tweak anything.
16:00And the last thing I have, I wanted to pick your brain to see do you think we need to I for my understanding we're coming up close to the moratorium put on all the houses that we were tearing down were allowed to leave slabs.
16:15We talked about it before.
16:16And I think we coming up on that time.
16:20Can we do some sort of media blitz or send some sort of notice out to all of these uh particular properties so they'll know they have a limited amount of time to crack that slab and move it?
16:32Because we're gonna run into another problem with that if we don't get out in front of it.
16:39That's already torn down.
16:40Yeah, what we did when when we first started tearing these houses down, we were allowing them to leave the slabs.
16:47But we had made up that we were gonna come back after a certain time and they would have to remove those slabs.
16:52You know, so it's a lot of properties out there still with slabs.
16:56So that would be uh I'm taking it that that means that the property on the that our first responsibility do it at their cost, and if we go and do it, we put a lien on their property.
17:06Wasn't it nine months, Mr.
17:08I I think we had gave them, I want to say a little over a year.
17:11Because we were still, but I'm I'm looking at this list today that we got, which is awesome compared to what we was doing before.
17:19So we don't want to uh defeat the purpose of tearing all the houses down, and we still got all these slabs.
17:24Uh other than that, that's all I have right now.
17:28We have a few um, we have a few, well, one person that wanted to speak at this time for the uh community to speak, Mr.
17:43State your name and address for the record, please.
17:50My name is Gary Draud Jackson.
17:53I reside at 2335 Klein Street.
17:58And what is it that you want to talk about?
18:00Okay, the issue is uh I wanted to talk about 1103 Fournette Street.
18:05No longer have a house there, but but uh that's why I'm here.
18:09Um I got instructions from Mr.
18:11Rubin about six weeks ago to request a meeting with Mr.
18:18Hester and his supervisor Doug uh Garris.
18:24And they were supposed to invite somebody from the fifth floor uh community development.
18:31Uh six weeks I uh been waiting.
18:33I haven't heard anything about a meeting or anything else.
18:36What was the meeting supposed to be in regards to?
18:39In regards to 1103 Fournette Street, they they tore the house down, and I was asking for more time because I had to do a double succession.
18:48Uh they told me on the fifth floor, somebody told me from the community to go up to the fifth floor and that and ask them, did they have a program?
18:56They said, yeah, if your house damage that bad, we would tear the house down and and put and uh build you another one.
19:05But the thing what about it is they said I couldn't get on the list at that time that I had to have the property in my name.
19:13So somebody from the fifth floor directed me to a southwest Louisiana law firm, which I paid them to do a double succession.
19:22And all this time, I'm telling them I need more time, but they tore the house down two days before I got the property in my name.
19:30Did you come up here for an extension?
19:32I've been I I've been coming up here uh, you know, I came on February the 27th of last year.
19:41And they told me in that meeting that they gave me time to tear down myself.
19:46Uh they was gonna tear down when I come back 30 days later.
19:50So I came back 30 days later and told them no, I couldn't find nobody to tear it down.
19:54But you know, they told me I was talking to the wrong person that uh Mr.
20:00Hester didn't, but that's the only one who put the sign on the house.
20:04But since then uh he told me to request a meeting about that from these different departments.
20:12Okay, so the meeting you did request the meeting, you just waiting for the meeting to happen.
20:16Oh well I can tell you this much.
20:18Bigueras has been out uh for a while.
20:20I think he's scheduled to be back tomorrow.
20:23Okay, so if it's all right with you, could you check back with Mr.
20:27And we'll have some get some status report on it, Mr.
20:34You said that uh this that you had talked about this in February of last year.
20:42No, February of last year, they called me in to uh tell me, tell me that the house had to be torn down.
20:51Had to be torn down, so they gave me 30 days.
20:54So in that 30 days, you know, I you know I didn't find anybody to tear down, so when I came back to report, no, it ain't been torn down.
21:03They put in motion to tear it down.
21:05But at the same time, I was waiting on these papers to come in.
21:09I guess the question is that was more than a year ago.
21:11Did you come back before this council the body didn't ask for more time?
21:19No, I I didn't come back before them.
21:22Uh you know, I thought the house was told down, that was it.
21:26But you know, uh I believe I didn't get have enough time after I done told them, you know.
21:35Jackson, if you don't mind, uh mayor you do.
21:38If you don't mind, can you check back with Mr.
21:41And we'll get some sort of information about where we need to go from here.
21:45If there's anything we can do.
21:46Okay, because uh if when y'all do get me a meet uh meeting, uh my sister will I'm not a business-minded person, but my sister wants to, you know, be at the meeting so she could explain everything.
21:58When the meeting is set up, you can bring whoever you want to bring.
22:03Anyone got anything else?
