- Section 10 – Council Items: Approved ordinances 1522A through 1522F (various funds, salary ordinance amendment, bond authorization, ARP interest, library appropriation, dormant funds).
- Section 11 – State Board of Accounts: Approved payroll vouchers and hand cuts.
- Section 12 – Bonds/Insurance: Approved certificates for Midwestern, Gariup, and Highway updates.
- Section 13 – Responsible Bidder Applications: Approved list of vendors.
- Section 14 – Staff Reports: Approved Treasurer's reports for April and May 2026, and Weights and Measures monthly/annual reports.
Public Comments & Testimony
- The Health Department attorney addressed comments from the prior meeting regarding the department's compliance with statutory reporting. He clarified that activity reports are provided to the Board of Health quarterly and an annual report is prepared; however, formal approval was not documented in agendas. He stated a process for documented approval has been established going forward. He emphasized the department's ongoing services (disease prevention, environmental health, maternal/child health, etc.) and highlighted recent recognition with the Indiana Department of Health Public Health Transformation Award for expanded community partnerships and mobile health clinic operations.
Discussion Items
- 7.1 – Nyhart Service Agreement: Deferred to next month after a commissioner questioned the contract period (Dec 31, 2025 to Dec 31, 2026). Motion carried 2-0.
- 7.13 – Contract with Milestone Construction for Fairgrounds Paving: The Highway Engineer explained that the low bidder for annual paving raised unit prices for fairground work, so Milestone (who bid higher overall) agreed to honor its original unit prices for fairgrounds only. Okay, yes. Good morning, and welcome to the meeting of the Board of Commissioners for Wednesday, July 15th. Please stand for the uh pledge allegiance and remain standing for a moment's out. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. One nation under God, indivisible with liberty and justice for all. Thank you. No. No singing today, unfortunately. Sorry for disappoint. Um let the record show that this uh that the two commissioners present and uh that commissioner Allen is absent uh for the July 15th, 2026 meeting. And attorney fetch will do item number two, which is additions, which I think we're we're adding what to the agenda. Okay, we're I adding uh commissioners item 2.1 is going to be uh 3.5 access control upgrades at West Wind Building. Those were uh quotes which will be opened this morning. Okay, additionally, item 2.2 uh which is going to be uh item 4. Is it gonna be approval for specification for bids? Public quotes for public quotes, yeah. 4.2? That's 4.2. Yes. That'll be item 4.2, which will be jail kitchen flooring, uh, and then item 2.3, which will be item uh 4.3 will be subgrade drainage uh at the juvenile uh center. I would recommend that a motion be made to approve the uh agenda as amended. Okay, so second, let the record show the motion carries 201 absent. Uh next is the approval of the meeting minutes uh from section three public opening of vendor responses to request for bids and quotes. Uh request permission to open items 3.1 through 3.5, commissioners. Okay. Motion to uh approve opening of bids 3.1 through 3.5. Second, let the record show the motion carries 201 absent. Uh approval of minutes uh from the prior meeting, regular meeting minutes of June 17, 2026. Motion to approve meeting minutes, second, let the record show the motion carries uh 201 absent. Section 4 approved specification for bids, uh items 4.1, 4.2, and 4.3 can be taken in omnibus form. Yeah, motion to uh day line 4.12 and three. That's would also be to approve by the I second and let the record show the motion carries 201 absent. Uh section five modification of specifications prior to public opening of bids, quotes, or other proposals. Uh 5.1 commissioners uh denum number one for the renovations of the new Hobart Assessor's Office Project on June 25, 2026. 5.2 Commissioners Addendum Number 1 for new jail video upgrade project phase one on June 25, 2026. Commissioners addendum uh number one for the new shelter for the Purdue extension on June 30, 2026, and lastly, item 5.4, Commissioners Addendum Number 1 for Lake County Fairgrounds 4 H building uh replacement uh roof replacement project. Motion to approve 5.1 on the 500 second and let's work show the motion carries 201 absent. Section six, public selection of at least three vendors from whom to seek quotes, approved specification for seeking proposals, select the vendors and uh set the return date six point one and six point two, I believe can be taken in on this form. Well, those are those not the two that we were gonna add to they are, so they're already there. Okay. So are they public bids or are they select vendors? It's open to anyone, not to the specific justice. Anyone can forward okay. So we've already taken the action. So then we can we can forego the action and or we can I apologize, Commissioner. I would just recommend that it be combined with items uh 3.6 and 3.6.
