The Lakewood Planning Commission met on Thursday, August 6, 2026, at 6:00 PM (meeting called to order and adjourned by 6:35 PM). Commissioners present: Ms. Gole, Mr. LePoint, Mr. Miller, Mr. Sanderson. Commissioner Reese was absent; a motion to approve his absence passed unanimously. The commission approved the minutes from the July 2, 2026 meeting with one abstention (Commissioner Gole, who was absent for that meeting). Two substantive items were considered: a lot consolidation application for The View East development and a presentation on the city's Public Art Master Plan.

Lot Consolidation (Docket 082326) – The View East at 13815 Detroit Avenue
- Applicant Matt Montcalvo (5720 Independence Road, Brecksville) presented a request to consolidate parcels for the east portion of the previously approved mixed-use development. Initially, four parcels were to be consolidated, but the southwest parcel (parcel 315-01-069, zoned R1H residential) cannot be included due to split-zoning issues. The applicant and city staff agreed to remove that parcel from the consolidation and instead use it for accessory parking, as allowed under the existing September 2025 mixed-use overlay approval. City Planner Matt Boss recommended approval conditioned on: (1) revising the plat to remove the R1H parcel, (2) subsequent review of the revised plat by the city engineering department, and (3) affirming that use of the removed parcel for accessory parking is approved and implied by the prior mixed-use overlay. No public comments were offered. The commission approved the motion unanimously.

Public Art Master Plan (Docket 082426)
- Senior Planner Amanda Kramer presented a public art master plan developed over the past year with a grant from Cuyahoga County Planning Department. The plan was informed by a steering committee, community survey (approximately 800 responses), and student engagements at Lakewood High School and St. Edward High School. Key goals included establishing a strategic direction for public art, diversifying art types (murals, sculptures, illuminated art, temporary installations), ensuring equitable distribution, creating a maintenance plan, and developing sustainable funding strategies. The city currently allocates $50,000 annually in capital funds for public art. Commissioners suggested exploring percent-for-art programs for new development, illuminated/light art (especially during dark winter months), temporary art processes, and engaging private property owners and local businesses. Kramer noted ongoing efforts to improve the interactive GIS art map and to leverage partnerships for additional funding. The commission voted to receive and file the plan.

Mr. Miller. Here. Mr. Sanderson. And Mr. Mr. Chair, Mr. Reese uh notified us via email that he was not able to attend tonight. I would like to make a motion to approve his absence. There's a first. Go ahead and uh first item on the agenda is review and approval of the meeting minutes from Thursday, July 2nd, 2026. Uh assuming everybody has had a chance to review and look through those relatively short agenda. Um is there any feedback or comments? Just that I'll be abstaining since I wasn't here. All right. There'll be one abstention. Um like to make a motion for approval of the minutes from the third July 2nd meeting. Second? All right, there's a first and second. I'll signify by saying aye. Aye, aye. The commission is comprised of five members charged with evaluating proposals as required by Lakewood zoning code and community vision. The charter of the city establish the authority of the commission and its members are volunteer Lakewood residents appointed to five-year terms by the mayor or city council. Tonight, the commission shall hear from each applicant on their respective docket item. The commission may also take public comment for each item. And public comment shall only address that specific docket item being considered. For both applicants and members of the public making comment when you're called to the podium, we just ask you to please sign the OS sheet that's up there, and then clearly state your name and address to the microphone for the record prior to addressing the commission.
