Well, good afternoon, everyone. Welcome to the city council meeting. Today is Monday, July twentieth, two thousand twenty six. It's approximately one PM. I'm Mayor Eric Enriquez. Before we start, I want to mention that we have the ASL, American Sign Language up in front of needed. Pledge allegiance to the United States of America and to the Republic for which is one is undergoing individuals with liberty and justice for all the so next we'll on the agenda we'll have presentations and proclamations and presentations. So whereas the Real Grand Theater opened on July 29th, 1926, providing the small but growing Las Cruces community with an entertainment venue for movies, plays, and other spectacles with new fangled air conditioning, and whereas ongoing operations at the Rio Gran Theater supported the renewal of the downtown commercial corridor and neighboring businesses by boosting foot traffic on the main street. Whereas the Real Grand Theater provides a setting for local filmmakers and artists to connect socially and professionally, sharing their work with one another and the wider community, encouraging the development of technical skills in Las Cruces and retaining valuable workers to support the Mesilla Valley movie industry. And whereas a hundred years after it was first constructed, the Rio Grand Theater continues to serve the city and community with affordable arts, access, and entertainment, fostering connections between generations by offering a variety of programs. Now, therefore, we, the mayor and city council of Las Cruces, New Mexico, do hereby proclaim the hundredth anniversary of the Rio Gran Theater on July 29th, 2026 as the Rio Gran Theater Day, and extend its gratitude to the volunteers and staff of the Rio Gran Theater and the city's economic development department who work to keep the theater operating and call upon all citizens to celebrate, promote, and support this irreplaceable historic building. Congratulations. And then we'll get off. My name is Topher Leininger. I'm the current venue manager of the Rear Grand Theater. Before you today, representing the historic rear grand theater, I've got two of my technicians as well as economic development and our historic department as well, who all help maintain the building as best as possible. I want to express our deepest gratitude to the city of Las Cruces for officially recognizing the city turning or not the city, the theater turning 100. On July 29th, 1929, the theater opened its doors as just a movie house. And over the years, the community has kept it standing, running, and presenting the arts to the community. This Centennial celebration is not just a reflection of the past, but a hope for the future and a testament to what we can continue to do. Thank you, Mayor and Council, for this wonderful recognition, and we hope to continue to serve our community. Next we have the Fourth of July presentation by Parks and Recreation. I believe it's Robert Nunes. Mayor, city counselors, uh city manager, city staff, leadership, uh Robert Nunes, Deputy Director for Parks and Recreation. I'd like to give a recap of our Fourth of July celebration. Once again, the City of Las Cruces provided a wonderful celebration of our community for our community and in observance of America's 250th. I'd initially like to recognize Miss Lisa Keller and Mr. Ryan Steinmanz for their amazing organization, communication, planning, and logistics to make this entire weekend a success. Again, we promote community pride and civic engagement, supporting residents, businesses, and community organizations, and we're providing a safe community opportunities and events for residents of all ages. On Friday, July 3rd, our electric light parade, stars, stripes, and city lights, along with the electric 5K and one mile fun run sponsored by Los Cruces Running Club. Through Placer AI, we had 24,600 in attendance throughout the 1.5 mile uh parade route. On Saturday, July 4th, our 4th of July concert and community picnic at Pat and Lucisborough Community Park on New Mexico State University campus with live music, food, food truck corral, kids zone, and fireworks, with an estimated attendance at 14,800 to enjoy that event. Again, Star Stripes and City Lights. Grand Marshal was Master Sergeant Melissa Gonzalez. Honorary Marshals were Richard and Jessica Orlando. And leading the parade once again was our Marine Corps League, El Perro Diablo Detachment No. 478. So big shout out to that group. Best overall float this year was Hernandez Heating, Cooling, and Plumbing. In the commercial division, El Paso Electric and Vado Speedway also placed. In the non-commercial, we had Fancy Emily and Welcome Home Veterans, along with Todd Garrison for Sheriff. We saw I we believe an increase in attendance due to due to the 250th, and it takes great pride to see our community come out, enjoy this event, the activities that go along with it, and the number of organizations, both public and private, that put in floats, a number of car clubs, organizations, businesses throughout our city that were able to provide something for everyone to enjoy. We had quality of life, transit, visit Las Cruces, utilities, of course, Los Cruces Police Department and Las Cruces Fire Department. For the Fourth of July concert and picnic, we had our headliner 49 Winchester out of Virginia, a local triple jack band that opened up for them, 11 food vendors and a beer garden, kid zone for families, and fireworks. Family and friends began arriving at the Pat and Lucisborough community park on NMSU's campus beginning at 4 o'clock. Music kicked off at 6. The crowd responded enthusiastically to both local band Triple Jack and Headliner 49 Winchester. Members of 49 Winchester shared how much they enjoyed their visit to Las Cruces and especially the hospitality they received from the community. The 11 vendors in Beer Garden described the evening as busy and enjoyed providing their offerings to the community. The Kid Zone was well received by families, and plans are already in the works to expand the area and activities for next year.
