The Las Vegas City Parks and Recreation Commission met on September 2, 2025, at the new Civic Center building. The meeting included updates from the Department of Public Safety, Parks and Grounds Maintenance, and Recreation, as well as commissioner reports. The commission approved the minutes from the June 3, 2025 meeting.

- Approved the final minutes of the regular meeting of June 3, 2025 by reference. Motion by Commissioner Vogitz, seconded, approved unanimously.
Public Comments & Testimony
- Patomara, Deputy Director of Parks, Recreation and Cultural Affairs, welcomed the commission to the new Civic Center building and announced a ribbon-cutting ceremony on September 4, 2025 at 8:30 a.m. for the building and Goodman Plaza.
Discussion Items
- Items 5 & 8: Public Safety Reports – Lieutenant Cheryl Manning and Assistant Chief Rob Strauby presented the Department of Public Safety report for August 2025. Total calls for service: 847; total arrests/citations: 324. Ward breakdowns were provided. Strauby also gave an overview of DPS, including the marshal division, specialty units (motors, POP, conditions, dignitary, CIS, civic), technology (flock cameras, automatic CAD), and the Copra Curve model for proactive patrol. Commissioner Wall asked about year-over-year comparison; Commissioner Vogatz asked about procedures for heat-related emergencies (911 recommended); Commissioner Keller requested upcoming community policing events; Vice Chair Niger asked about the use of trailer cameras for protest monitoring (Strauby explained it as a force multiplier). Commissioner Jones applauded DPS presence in the community.
- Item 6: Parks Maintenance Update – Steve Glimp, Parks and Grounds Maintenance Manager, reported on completed and upcoming projects by ward, including new bullpens at Rainbow Family Park, sign replacement at Bruce Trent Park, bocce ball shades at JC Levitt, new playground at Sky Ridge Park, and new playground at Children's Memorial Park. Commissioner Burgos raised concerns about benches at Floyd Lamb being overgrown and requested a cleanup at the garden beds; Glimp agreed to address both. Commissioner Vogatz asked about the status of Cragen Park (school already using synthetic fields, natural turf pending cooler weather, full opening expected spring 2026). Vice Chair Niger asked about shade structures on playgrounds (Glimp said less than 5% lack shade, new ones use hard-top shades).
- Item 7: Recreation Center Updates – Lisa Tovar, Recreation Manager, reported that summer camp concluded with 1,590 youth participants. After-school programs began September 2. Fall sports leagues are seeing record numbers: 392 players in flag football (largest fall season), 180 in indoor hockey (largest), 749 in soccer (largest), and 500+ in pickleball (31 leagues, up from 21). Upcoming events include Grandparents Day, Fall Cop Power Wheels, picnic and health fair, National Night Out, and Summerland Nights. Commissioner Jones requested expansion of indoor hockey to Ward 5; Tovar said she would note it. Commissioner Burgos thanked staff for the women's veteran retreat "Beyond the Boots."
- Item 9: Commissioner Reports – Commissioner Burgos (Ward 6) announced two events: September 13th 9/11 Remembrance Day and Service Day Bash at Floyd Lamb Park, and September 19th Critters of the Night at Floyd Lamb Park. Chair Becker thanked Vice Chair Niger for chairing the meeting and reported he will return in October.

I think given the new location, I wanted to jump in toward the beginning of the agenda today and um participate during public comment for my uh welcoming remarks. Uh for the record, Patomara, Deputy Director of Parks Recreation and Cultural Affairs. Um, it's my privilege today to welcome you to uh this beautiful new Civic Center building. Um the new home of our administrative team for parks recreation and cultural affairs as well as other departments. We have human resources down on the first floor where you entered and then IT above us, bringing a lot of not quite all of, but a lot of the city's staff together in a more cohesive unit. So it's been a dream for a lot of people for a lot of years, and it's it's great to see it coming to fruition. Um I wanted to mention to you uh that this Thursday, September 4th at 8 30 in the morning. Um we will be doing our ribbon cutting uh for the building and for our Goodman Plaza outside, which you uh may have seen on your way into the building. Um I encourage you to uh be taking a look from um some of our uh higher vantage points here on the second floor to see the beautiful space that we have for some of our special events and is part of our city hall campus. Um and then uh finally I did want to also uh welcome and introduce all of you to uh Miss Rebecca Holden.
