Youth Leadership Advisory Council Meeting – November 18, 2025
The Youth Leadership Advisory Council (YLAC) of Las Vegas convened on November 18, 2025, at 3:32 PM. The meeting covered routine approvals, bylaw amendments, election of a secretary, formation of teen safety work groups, a social media policy training, and strategic planning for outreach, community issues, and engagement events. A quorum was present.
Consent Calendar
- Minutes Approval: The minutes from the October 21, 2025 meeting were approved with an amendment correcting the seating of Chair Nguyen and Vice Chair King after item 7. Motion by Member Cohen, seconded by Member Camarillo, passed unanimously.
- Report Held in Abeyance: A presentation on Roberts Rules of Order by Dr. Luann D. Holmes was postponed to the December 16, 2025 meeting via motion by Member Laster, seconded by Member Gurney, passed (one late vote issue resolved).
Discussion Items
- Bylaws Updates: Members agreed to establish subcommittees for events/community engagement and outreach/communications. The responsibilities of the secretary were also defined (maintaining electronic records, attendance, correspondence). The bylaws as amended were approved by voice vote (motion by Member Manales, seconded by Member McNallan).
- Election of Secretary: After self-nomination, Member Camarillo was elected secretary (motion by Member Laster, seconded by Member McCraney, unanimous).
- Youth as Solutions Teen Safety Work Groups: Dr. Tammy Malich reported that seven youth leaders are already engaged. Three work groups were announced: teen pedestrian safety, teen driving safety, and teen scooter/bicycle/electric vehicle safety. She noted that injuries/fatalities during school commute hours in the first 2.5 months of the school year already exceed the entire previous school year. Members expressed interest: Member McCraney in scooter/bicycle/eV safety; Members Maservy, Laster, Camarillo, and Wynne in pedestrian safety (where Member McNallan and Cohen are leaders). The group will be added to the existing work groups.
- Social Media Policy Presentation: Strategic Communications Manager Jennifer Davies and Content Strategist Nikki Bowers presented the city’s social media policy. Key points: personal accounts represent the individual, not the city; posts about city business may be public record; avoid hot‑button topics (politics, race, religion, profanity, confidential info, violence). They used interactive “real or risky” examples. Members were reminded to ask advisors before posting and to protect minors’ privacy.
- Outreach and Marketing Strategy: Members suggested launching Instagram, TikTok, Facebook, LinkedIn, and Snapchat accounts. Dr. Malich advised against direct contact with council offices; instead, staff will coordinate meetings. A “Bet on Youth” theme was proposed. Staff will set up accounts with adult administrators.
- Community Issues to Address: Ideas included youth violence, school safety, traffic safety, academic success, human trafficking (median age in Las Vegas is 13), e‑bike safety, transportation safety, AI usage, and education engagement. These will inform future work.
- Leadership and Community Engagement Events: Proposed events include food drives, school supply drives, tutoring, partnering with Scouts, sports equipment drives, and “know your resources” booths. Collaboration with the school district was emphasized.
- Topics for Future Meetings: Members requested continued discussion on committee leadership, finalizing service projects, and updates from Youth as Solutions.
