Las Vegas Planning Commission Meeting – December 10, 2025

The Las Vegas Planning Commission met on December 10, 2025, to consider a variety of land use entitlement requests, including residential subdivisions, commercial developments, mixed-use projects, and variances. Consent Calendar

• Approved the minutes of the November 18, 2025, Planning Commission meeting.

• Tom McRae (rural estates resident) opposed parking reduction and landscaping on Item 18.
• Tara Anderson (local resident) urged the commission to require conformance to form-based code on Item 25, citing precedent.
• Ron Sheeta (born-and-raised Las Vegan) spoke in opposition to Items 26 & 27, expressing a desire to preserve Cashman Field for arts and community use.

Discussion Items

Item 20 – Transitional Housing at 2033 Fremont Street

Approved a site development plan to convert a motel into 28 transitional housing units for unhoused individuals transitioning to stability. Staff recommended approval; the city engineer presented the project. Commissioner Schlottman supported, noting improved neighborhood conditions from a similar county-operated facility. The motion carried and is final.

Item 16 – Parking Facility with EV Chargers

Approved a parking facility with 14 EV charging stations and a 5-foot wrought iron fence on 4th Street. The project was held in abeyance from the previous month; the applicant addressed neighbor concerns by adding fencing. Public comment was none. Commissioner Schlottman confirmed neighbor support. The motion carried and is final.

Item 17 – Mixed-Use Development at Gas and 7th Street

Approved a six-story, 56-unit mixed-use building with ground-floor retail, reduced from 70 units, despite staff recommendation for denial due to overbuilding and scale. The applicant revised the plan after meetings with commissioners, adding trees and landscaping. Commissioners LeBo and Schlottman praised the project for meeting housing needs. The motion carried and will go to City Council on January 21, 2026.

Item 18 – Commercial Development at Kyle Canyon & Schaumber

a staff-recommended denial, the commission approved a 10,349-square-foot commercial building with a smoke-free tavern, restaurant, and retail. Parking was reduced from 133 to 83 spaces. The applicant worked with Ward 6 to ensure compatibility. Public testimony objected to parking reduction, but the commission found it acceptable given staggered uses. An additional tree with a 3-inch caliper was required. The motion carried and is final.

Item 19 – Residential Variance at 305 LaRue Court

Approved a variance for an unpermitted home addition, shed, and patio cover after the applicant agreed to remove a detached shade structure. Staff recommended denial, but Commissioner Rogan noted the additions were built by prior owners. The motion carried and is final.

Item 21 – Alcohol Permit for Senior Lounge

Approved a special use permit for a 2,400-square-foot alcohol-on-premise use with a 3,400-square-foot patio at 926 West Owens Avenue, intended as a senior lounge. Staff recommended approval. Commissioner Munford supported the project. The motion carried and will go to City Council on January 21, 2026.

Item 23 – Residential Carport Variance (Denied)

Denied a variance for an unpermitted metal carport at 86 Page Street. Staff recommended denial; the applicant explained she followed a neighbor's example. Commissioner Schlottman stated the carport did not meet code and set a negative precedent. The motion for denial carried and is final.

Item 24 – Extension of Time for Mixed-Use Development at Charleston & 4th

Approved a third extension of time for an eight-story, 501-unit mixed-use development with 20,313 square feet of commercial space. Staff recommended denial due to lack of progress, but Commissioner Schlottman supported with a warning that future extensions would not be granted unless significant progress is made. The motion carried and is final.

Item 25 – Hotel Development in the Medical District

Approved a five-story, 140-room hotel with variances from form-based code, including a zero-foot landscape buffer (mitigated by double-dense, large-canopy trees) and a Charleston Boulevard address. Staff recommended denial, but the commission found the waivers minor. Commissioners Rogan and LeBo highlighted the need for medical-stay lodging near UMC. The motion carried and is final.

Items 26 & 27 – Grant Sawyer and Cashman Residential Subdivisions

Approved two large residential subdivisions: 290 single-family lots on the Grant Sawyer site (22 acres) and 781 detached and attached homes on the Cashman site (55 acres). Staff initially read a recommendation of denial for Item 27 but later confirmed approval. The applicant (Lennar) presented plans for for-sale homes, guest parking, and future commercial space. Public testimony opposed the loss of community space, but the commission supported the housing boost. Both motions carried and will go to City Council on January 21, 2026.
