4:31This building is protected by a state of the art fire detection and suppression sprinkler system.

7:52Discussion for possible action regarding a resolution finding the project proposed by the Commercial Visual Improvement Program Agreement between the City of Las Vegas Redevelopment Agency and Boer Hirsch LLC and the Fundamentum LLC doing business as White Whale, located at 11 Las Vegas Boulevard South, to be in compliance and in furtherance of the goals and objectives of the redevelopment plan and authorizing the execution of the CVIP agreement by the RDA not to exceed $25,000.

8:44Good morning, City Council members.
8:45Dina Babski, Director of Economic and Urban Development.
8:48And with me here today is the applicant, Mr.
8:51Daniel Wayne, representing the uh the property.
8:56So the address for the project is at 11 South Las Vegas Boulevard, right in the heart of the uh Fremont East Entertainment District.
9:04As we know, there's a lot of energy, a lot of uh restaurants, bars, entertainment venues uh in that area.
9:10And the property we are talking about is the former downtown cocktail room.
9:15The exterior before, uh, nothing but a bare brick wall, uh, no signage, uh obviously some sagging uh lights on the outside.
9:23Uh and so pre-uh plain, and so this project we excited is gonna take it out to a whole new level.
9:30So the VAP grant and the amount of 25,000 will have help pay for the uh new sign.
9:35Uh additionally, it will have some artistic windows wraps as well as the uh obviously the lights are going to be fixed.
9:44Um the white the developer actually is uh investing quite a large sum of money, uh 171,000, which make make them eligible for the full amount of the 25,000 dollar grant.
9:54And the work completion is estimated actually January 30th of 2026, not 25.
10:00Uh with that, I'd like uh to pass the mic over to Mr.
10:02Yang to talk about the exciting project.
10:08Uh I'd like to take a moment to thank Mayor Berkeley and everyone here for giving us a chance to speak.
10:12Um we really are happy to be a group of four locals who've missed a lot of our time to um reinvest into the community.
10:20And the idea behind White Whale was to take our experience from the strip and offer back to the locals.
10:26So would you mind stating your name for the record?
10:30My name is Jani Lung.
10:31Um I've been in Vegas for 26 years, and now representing White Whale.
10:38Um ideally, we just want to you know be able to survive a few more years, and having some money uh helps for that.

10:59Before I make my motion, can you educate us as to what the offerings will be?
11:03I remember the old um bar that used to be their uh lounge.
11:09But what what are you doing different?
11:11I guess just so to educate those of us that want to know what are you bringing with the white whales opening next year.
11:19Um our goal is to offer an elevated lounge.
11:21Uh no DJs, nothing like too loud or or rambunctious, more along more like a cozy bar that people can come in enjoying craft cocktails with fresh juices, housemate syrups, and high-end spirits.
11:34Our backspace is going to be um more of a speakeasy style with no menus, completely conversation driven experience where our bartenders are trained to engage with guests to find out what suits them best.

14:00Please note this item is related to Council Item 31, R-88-2025.
14:10City Council members Dina Babski, Director of EUD, and with me here today at the podium is Mr.
14:14Glenn Plantone representing the applicant.
14:18So the project site is 1418 South Third Street.
14:22And as you can see, uh it is right adjacent to where we're building our brand new Arts District parking garage that's gonna be coming online next year.
14:30Um also it is across the street where we're plan to build affordable housing for the artists in the near future.
14:36So this area is going to see a lot of growth.
14:38So we're excited to have uh to be able to present this project for your consideration.
14:43As I mentioned, in the area, there's a mix of different types of properties, commercial motels, restaurants, um, multifamily apartments, and of course, this specific very special project to the city, the what we all know as the Star Motel.
14:56And that motel, as Mr.
15:00Plantone just educated me, was built in 1947 and is the sixth oldest motel in the city.
15:06Being that it's the sixth oldest oldest motel in the city.
15:10Obviously, it needs a little bit of work now that Mr.
15:13Planton is going to take it through a full rehab, interior and exterior.
15:18Again, some pictures before the work is going to be done.
15:22And then these are the uh the images that Mr.
15:26Plantone and his team are envisioning are going to be the finished product.
15:30So new kitchens, new bathrooms, updated flooring, uh, you know, obviously paint and the you can imagine what type of investment it takes to do uh such an extensive rehab, almost 200,000.
15:42So with this investment, Mr.
15:43Plantone and his team are eligible for $50,000 of the um multifamily unit uh program as well as the $25,000 for the exterior improvements.
15:54Uh the work will begin as soon as possible, uh hopefully with your approval, and we'll be completed within 180 days uh following that.
16:02And this is a very excited Mr.
16:04Plantone and his uh partner, and so we're also very excited to uh to have them in uh here with us to request your approval.
16:12Plantone, would you mind telling us a little bit more?
16:14Not at all, thank you.
16:15And we bought the motel about two years ago.
16:18The former owner had kind of run it down into the ground, and when we took it over, it had about 40 percent occupancy.
16:23Uh, a lot of deadbeats.
16:25We were able to move people out and uh start renovating the first building.
16:28We actually renovated the C building, which is on another lot, which is 1414.
16:32Uh we turned that into an Airbnb, and it's doing very well.
16:35And then we started on the the B building, which is where I moved my office in to.
16:39So I've been there for about a year now, and it's worked out really well, and we're in the process of getting ready to do the A building, which is the building that we're discussing today.
16:47The rendition, some of the ones you saw are pictures that we actually did, and some are from the Fairfield property that we already got a grant for last year and renovated 24 units, which is right behind the stratosphere.
16:57So uh David and I have done a lot of small projects from five units, eight units, five units, uh 24 for the Fairfield, and 23 for the Star Motel.
17:06So we're excited about revitalizing some of these older properties and bringing them back to life, and that's what we're doing.
