So the address for the project is at 11 South Las Vegas Boulevard, right in the heart of the uh Fremont East Entertainment District.

As we know, there's a lot of energy, a lot of uh restaurants, bars, entertainment venues uh in that area.

And the property we are talking about is the former downtown cocktail room.

The exterior before, uh, nothing but a bare brick wall, uh, no signage, uh obviously some sagging uh lights on the outside.

Uh and so pre-uh plain, and so this project we excited is gonna take it out to a whole new level.

So the VAP grant and the amount of 25,000 will have help pay for the uh new sign.

Uh additionally, it will have some artistic windows wraps as well as the uh obviously the lights are going to be fixed.

Um the white the developer actually is uh investing quite a large sum of money, uh 171,000, which make make them eligible for the full amount of the 25,000 dollar grant.

And the work completion is estimated actually January 30th of 2026, not 25.

Um we really are happy to be a group of four locals who've missed a lot of our time to um reinvest into the community.

And the idea behind White Whale was to take our experience from the strip and offer back to the locals.

Um our goal is to offer an elevated lounge.

Uh no DJs, nothing like too loud or or rambunctious, more along more like a cozy bar that people can come in enjoying craft cocktails with fresh juices, housemate syrups, and high-end spirits.

Our backspace is going to be um more of a speakeasy style with no menus, completely conversation driven experience where our bartenders are trained to engage with guests to find out what suits them best.

So the project site is 1418 South Third Street.

And as you can see, uh it is right adjacent to where we're building our brand new Arts District parking garage that's gonna be coming online next year.

Um also it is across the street where we're plan to build affordable housing for the artists in the near future.

So this area is going to see a lot of growth.

So we're excited to have uh to be able to present this project for your consideration.

As I mentioned, in the area, there's a mix of different types of properties, commercial motels, restaurants, um, multifamily apartments, and of course, this specific very special project to the city, the what we all know as the Star Motel.

And that motel, as Mr.

Plantone just educated me, was built in 1947 and is the sixth oldest motel in the city.

Being that it's the sixth oldest oldest motel in the city.

Obviously, it needs a little bit of work now that Mr.

Planton is going to take it through a full rehab, interior and exterior.

Again, some pictures before the work is going to be done.

And then these are the uh the images that Mr.

Plantone and his team are envisioning are going to be the finished product.

So new kitchens, new bathrooms, updated flooring, uh, you know, obviously paint and the you can imagine what type of investment it takes to do uh such an extensive rehab, almost 200,000.

So with this investment, Mr.

Plantone and his team are eligible for $50,000 of the um multifamily unit uh program as well as the $25,000 for the exterior improvements.

Uh the work will begin as soon as possible, uh hopefully with your approval, and we'll be completed within 180 days uh following that.

And this is a very excited Mr.

Plantone and his uh partner, and so we're also very excited to uh to have them in uh here with us to request your approval.

And we bought the motel about two years ago.

The former owner had kind of run it down into the ground, and when we took it over, it had about 40 percent occupancy.

Uh, a lot of deadbeats.

We were able to move people out and uh start renovating the first building.

We actually renovated the C building, which is on another lot, which is 1414.

Uh we turned that into an Airbnb, and it's doing very well.

And then we started on the the B building, which is where I moved my office in to.

So I've been there for about a year now, and it's worked out really well, and we're in the process of getting ready to do the A building, which is the building that we're discussing today.

The rendition, some of the ones you saw are pictures that we actually did, and some are from the Fairfield property that we already got a grant for last year and renovated 24 units, which is right behind the stratosphere.

So uh David and I have done a lot of small projects from five units, eight units, five units, uh 24 for the Fairfield, and 23 for the Star Motel.

So we're excited about revitalizing some of these older properties and bringing them back to life, and that's what we're doing.
