Uh the first person I'd like to welcome is Commissioner uh Jesse Sleezer.

He's representing Ward 4.

He's uh a baseball coach and he's he's uh the president of Mountain Ridge Little League.

And he has some other experiences too.

Um my name is Jesse Sleezer, new commissioner for uh Ward 4.

Um wanna thank Councilwoman Allen Polansky uh for this opportunity and uh full city council for their approval at the November meeting.

Um my wife two sons and I reside in Ward 6, but um for all intents and purposes I like to think that I live in Ward 4.

Um I am the current president of uh Mountain Ridge Little League and our fields at Mountain Ridge Park are located in Ward 4.

Um I am down there more than you can possibly imagine.

Um with over a 1,400 registrants annually between our spring and fall seasons.

Uh Mountain Ridge is actually one of the largest little leagues in the entire state of Nevada.

Um I believe we are by far the largest little league to utilize city fields uh for play.

Um as a baseball dad, I spend uh multiple days almost every week on baseball fields, not just city fields, but uh county fields, Henderson fields, uh North Las Vegas fields.

Uh if it's a park and it contains a baseball diamond in the valley, I have probably been there at some point.

Um I I obviously bring a special interest in baseball to the commission, uh, but just a general fan of parks in general.

Um, in addition to Mountain Ridge, um my family and I have a few other favorites, uh Floyd Lamb, which is very close to our house.

Um Centennial Hill is not too far from where my boys go to school, and of course, uh Barkin Basin, where we often bring our dog Holly.

Um so those are just some of the places that we uh regularly frequent.

On a professional note, I've worked for uh federal, state, and local government entities uh in the past in my career.

Um I've always appreciated local government, uh municipal government, especially uh for the work they do.

Uh tends to be where the work gets done, it's the government that's closest to the people.

Um so we just appreciate this opportunity to help in some small way uh the parks and uh recreation uh department with that mission, and again, thank Councilwoman Alan Polanski for this opportunity and looking forward to uh getting to know all the commissioners here.

Uh we're almost kindred spirits since my daughter played softball for many years until she moved on to Augustana College in Illinois.

Uh we also have uh representing ward six, we have Nathan Taylor today.

Uh he has a lot of experience in city government over the years, and I'd like to he was just uh he was actually appointed back on uh December 3rd, but I'd like him to introduce himself.

Um my name is Nathan Taylor.

I was uh appointed by uh councilwoman Nancy Bruni uh in ward six.

Uh just I'll be brief, a couple things about me.

I was born and raised in Las Vegas.

Um I too spent a lot of time at Thule Springs Park and Centennial Hills, that's uh the area I live in.

Uh so I have a kind of soft spot in my heart for those two parks, and uh Floyd Lamb was uh where I learned to fish.

My grandfather took me out there, so kind of a special place for a lot of people.

Um I went to UNLV, graduated with a political science degree.

Um I put that to work the last 20 years.

I've been helping small business owners with regulatory uh gaming uh matters and zoning matters um in the city and all of all over southern Nevada, and then I also uh sit on the board at UNLV's Liberal Arts College, and so we help with uh mentoring students and uh with that said I'm excited to be on the board.

Uh, this is something that we do every year, so this is an opportunity to uh just so you know that um my understanding is is that both myself and uh vice chair Niger would be honored to continue to move on.

But if there are if somebody would like to open discussion for something different, or if somebody would like to make a different nomination, uh please go ahead.

But otherwise, we will need a nomination for chair and vice chair.

Wanted to um just talk a little bit about that the procedure that comes up so that we have some clarity.

We will um request nominations for the chair first and then handle vice chair immediately following.

The process is um discussion of possible names if there is any prolonged discussion, and then somebody once the discussion has finished for one of those two positions, uh somebody will make an make a motion and then you will move in to a vote on that nomination.

If that nomination is successful and that person has accepted, um, then we would move on to the other position.

If not, we would go back to a new nomination and move forward.

Yeah, the clarification because we've been uh a little loose in in the in the years before.

Uh moving on to agenda item number seven, a report by Steve Clamp, Parks and Grounds Maintenance Manager regarding park maintenance updates, all wards.

Hey everybody, Steve Glimp, uh manager of parks and grounds maintenance.

Um I just have a little update on you for you guys on what we've been doing the past couple months.

Um in ward one at Gary Dexter Park, we um added uh fence topper to the little league field.

Um the next project for ward one is uh basketball, uh Bob Baskin pickleball conversion, tennis resurfacing.

It's just about done.

Um we're just waiting to get it some uh some fencing up.

And ward two, Angel Park trail signage replaced, and then the next project will be Walla Pie Canyon Trail ADA updates to the pavilions, trails, and parking lot ward three um at Rafael Rivera, Las Vegas Lights did a service project that came out um brushed and sanitize the field.

Um the next project will be at Boulder Plaza.

We're gonna seal coat the pavers there.

Um ward four at Wayne Bunker and also Barkin Basin, the the trail around um both basins.

We had crack sealed and patched.

Um there was a 5k race, and we had to have it get it done before that.

And then the next project will hopefully be the police memorial playground.

Um in ward five, Ethel Pearson.

We installed the Gaga pit um with the help of some local Eagle Scouts.

And the next project, which sort of wrapped up today was the Lorenzi pickleball courts.

Um the courts are done.

We couldn't put down the the surfacing yet because of the temperatures at night, so they're open for play right now, um, but we will have to close them likely in in March when the temperatures come up a little bit to finish the surfacing.

And then Floyd Lamb Park, the Haybarn Special Event Restroom.

And the next project out there will be a group effort with Team Rubicon.

Kind of a they'll be doing training for their staff with like kind of disaster relief stuff combined with clearing brush from Area 5.

And then so there's a picture of the Lorenzi pickleball courts with councilwoman.

Right now they're just asphalt, but they're striped and they're playable.

Like I said, in March, we'll we'll shut them down for a day or two to resurface them.

And that's all I have.

I want to thank you because you know they were people were jumping the gun there and playing, and those posts in the way were kind of a hazard, but that's been cleaned up.

And I had fun this morning playing pickleball with Chandra at Lorenzi.

My my general comment is all these things that we've been doing, Cragen Park, which is beautiful what's been done there.

Um, and now we have Lorenzi.

All these milestones.

Do we toot our horn?

Do we let the general public know what we're doing?

This is not necessarily a question for you, but in general, um, is there a way that we can get the word out that we are actually making a difference?

Meaning the parks and recreation, meaning the city, and even if it's a documentary that we do or something of all the projects that we complete, uh, I think we should toot our horn a little bit more.

Um, and that's just a general recommendation.

I I can respond to that for the record, Pat O'Maray, deputy director.

Um, we work very closely with our communications team.

Um, in fact, before I even got back to my office after the ribbon cutting, they had a post out um, you know, talking about how we just opened the the pickleball courts and things like that.

Ashley has been working very hard on an annual report that you will all see later this spring.

Um, it is going to print soon.

Um and and we talk about a lot of the um milestones that we were able to um to accomplish uh in that over the last two years um that we've been kind of in the in the team that we have now.

Uh and so we're we're working toward that.

There's certainly room to grow on that.

Um we certainly appreciate all of your guys' efforts in sharing this with the community on the things that we do.

Um but we we we do we do some uh press releases go out, you know.

Um it'll it'll hit the uh city's social medias and those kinds of things as well.

Um we're very fortunate to have a very talented team in communications that help us out with that.

Chair just wanted to express our appreciation to Mr.

Glimp, and I believe also Ms.

Tovar as this uh spans both their organizations, but we were able to complete a walk down of our facilities actually yesterday morning uh at Mountain Ridge Park in advance of our spring season with folks from both um uh parks and maintenance uh and then also the uh municipal sports unit.

And just want to let you know how much we appreciate that opportunity every year.

It's a great opportunity for us to be able to communicate face to face on what some of our needs are.

Um, you have an exceptional team up there.

Um, you know, uh some of the folks, Mike, especially Mike Beckwith, who's been up there for years.

Um, we know how hard they work on those fields and how uh how passionately they feel about them, but it it really is a nice opportunity for us to be able to make some recommendations for things that could be improved.

Anything can be improved year over year, and let you know the things that are really appreciative or important for us.

So just we appreciate uh your staff taking the time to do that, and um think it's an important thing that you do with all leagues if you can.

Uh moving to agenda item number eight report by Lisa Tover, recreation manager regarding recreation and center updates awards.

Hi, happy new year.

In honor of 2026, I thought I would share with you an update on the recreation division.

Um the strategic plan for the department was launched um in 2025.

So, what we were able to accomplish uh last year and what our goals are for this year.

So there was three priorities.

Um it's okay.

There are three priorities.

The first one was to uh train and empower staff.

So for recreation, um, this fall we offered a programmer's training, which was really well received on how to um create uh recreational type programs, how to know what your community's interested, how to evaluate them, supplies, budgets, all of that type of thing.

And then we partnered with communications to offer a social media training.

Um to your point.

We do want to become more active on social media, so our staff were trained on how they can take pictures and videos that would be worthy of our communications department using on the city's social media channels.

And then for 2026 coming up soon, we have a budget training so staff can get more comfortable with our budget reports and forms training.

We have a lot of new staff coming on, so how to fill out our uh citizens' incident reports, things like that, injury reports, and then facility rentals training is one of our set next priority is standardizing um practices, and one of those is facility rentals.

So we've got a training plan for that.

So moving into priority two standardizing practices practices in 2025, we created um onboarding checklists for each of our full-time positions within recreation, so they've got multiple pages when they have a new employee to go through and make sure that they have the training that they need so they can be successful in their position, and then we'll be working on standardizing our facility rentals across the division and then developing some program evaluation and development tools so that we can memorialize and track, which will help us with CAPRA as well, determining when we should be creating new programs, when we should be sunsetting them based on community need.

And then the last one was um delivering highest quality services possible.

Um, and one of the sub-goals for that was communicating the services that we're offering.

So I believe I mentioned in a previous meeting that uh communications was doing a Facebook ad campaign that was targeted to the residents right around um each community center.

They had great success with that.

Um, it ran for about 30 days, and each center's webs web page on the city's web site increased between 56 percent and 1300 percent.

So there was a lot of interest um brought to our website from that, and a lot of new email subscribers um added to our our um department newsletter.

And then for 2026, we're gonna be working on establishing benchmarks for facility useless utilization.

So, step one is determining how are we deciding if our facilities are fully booked, creating a bench benchmark and baseline, and then from there trying to increase the number of programming, how our spaces are utilized so that we have lots of people coming through our facilities.

And then across the whole department.

So I'll be working with the Cultural Affairs Division is creating a committee to have some standard special event um practices and procedures that the whole department follows and adheres to.

And then one of the biggest goals for me is we would like to establish e-newsletters for each community center.

So we have lists from like 9,000 up to 30,000 subscribers ready to go when they sign up, let's say at um Veterans Community Center, they can opt in.

So we've got these lists ready to go for people just for that community center, so then we can get out really targeted information that they would be interested in and what's happening um right in their community.

So we're gonna be getting trained by communications on how to roll those out, and then our department will be um actually creating them, getting them approved by marketing, and then monthly they'll be sent out.

I do have a quick question, Mr.

Um, the facilities rental training that you guys are considering putting together.

Is that simply for community centers and facilities in the traditional sense, or is it for field allocations and permits as well?

So right now we're looking to standardize insider community centers, and a lot of our practices we are stealing from the municipal sports unit because they have a really excellent handbook um and guidelines that they follow and cancellation policies that we're modeling a lot of the language after and just changing it to fit for a community center.

I'm really excited, uh, Manager Tofer, just to hear that you that you're going to be allowed to do some of your own communication work alongside the communication department.

I think that's really strong.

I think it's actually probably one of the best practices too with Capra to have that.

Uh some because some parks in recreation communities actually have their own dedicated communication staff, and and we don't have that here in Nevada, but it's nice that that's kind of going that way.

Yeah.

So excellent.

Um I'm just gonna say you guys do an excellent job too, so we could sour some praise on your department because I don't want to have you leave empty handed.

Agenda item number nine, which is the review by staff of the parks and recreation advisory commission bylaws for and the parks recreation facilities and other facilities, property naming policy procedures, all wards.

So this is a big item.

All right, good to see you all again.

Uh, for the record, Patomera, deputy director of parks, recreation, and cultural affairs.

Um as I do the first meeting of every year, we're gonna review some of the bylaws um and a few things uh within them.

You get you have all a copy in your um commissioner's binder uh that you that it will be in there all the time uh for your reference.

These were most recently updated almost 10 years ago.

Um, so not much has changed in that period of time.

But um wanted to run through a few things.

Essentially, uh, and then this is obviously in brief, we're not gonna read every line or anything like that.

Uh, we wanted to talk to you guys a little bit about the four primary items within the bylaws.

Your duties um as as the commission, what membership entails, the officers of the commission, and then the meetings.

So, duties.

Um you make recommendations.

Your primary duty is to make recommendations for the naming of parks and facilities within the parks recreation and cultural affairs inventory.

Um, this is uh uh one of the things that uh generally will that you will vote on more often than anything else, really.

Um, and then it will leave this commission as a recommendation uh to the city council.

We'll talk a little bit about that in the second portion of this discussion.

Also, you represent the citizens of the city and advocate for the programs and services to us, the department.

Um that's your primary, that's one of your primary roles here.

You are their citizen representation telling us what you need, what you want from this department.

And then the other side of that is you then we would like you, obviously, to go out and share what the operations look like, what the changes coming forward are, what the new parks might be, those kinds of things back out to the community, uh, so that you are kind of the conduit through which we we have some really good dialogue with our community.

So let's talk a little bit about membership.

Uh this board is made up of 15 members, uh, two from every excuse me, this board, I think is this uh commission is made up of 15 members, two members from each council ward, uh, and then three members that are mayoral appointments.

Um each member is provided a three-year term, and there are very specific uh ways that you could exit uh first of all, you could end on the end of your term.

Uh or and we hope we never get to this, we haven't certainly in my time frame uh or in recent memory.

You know, something could happen that goes bad.

Uh you could be removed for neglective duty or misconduct, those kinds of things.

We don't expect that from any of you.

Um, we know those of you who we have been able to start forging relationships with, we see you all as upstanding citizens, and so we don't expect to to check off that bullet point at all in any of these.

However, if uh your attendance at meetings falls below a 50% within 12 months uh for excused or 75% for unexcused, um, that would be an opportunity for uh the the chair and the director to request removal from the board.

And then of course the the council or uh or mayor who uh has uh authority over your assignment uh may request that um that you be removed.

Now that doesn't mean that you're doing anything wrong, it just might mean that they're ready to make a change.

Oftentimes those ones happen when a new member will come in, they want their own people.

So those would be some of the reasons again, but many of them we don't we don't deal with because we always get great people on this board.

Uh deputy director, could I just offer a clarification to uh just so you all know, like in the past when we've had any commissioners who are chronically absent and they're not on the phone, uh we will reach out to them to remind them about their responsibilities.

So you it's nothing to necessarily worry about.

And then as a reminder, another way to say, just uh in terms of the council members, is that um the way it's structured with the city now, we basically serve at the at the pleasure of the city council member who's there, and they just sometimes if there's a new election or they come in, they just might want to put their own people in.

So just so you're aware of that.

So I always think it's important, like if there is somebody elected who's new, um, always reach out to them and be introduced so that they can see that you bring value.

Yeah, thank you very much for that.

Then we do have uh three officers uh of this commission.

Um first of all, election of those officers happen at the first meeting of the year, which was today.

Uh, then we have a chairperson who over who presides over the meeting, calls any special meetings, um, reviews and approves uh the agenda for the meetings.

This person is a voting member, that's why you see Chair Becker actually voting on things uh because that's appropriate.

We do have a co-chair uh of the commission, and in the absence of the chairperson, the co-chairperson serves in that capacity.

Uh additionally, that person is also a voting member of the commission.

And then we there is the secretary of the uh commission.

In general, that is um that is set as the director of the department, but as our department has changed and grown and and morphed, um, it's actually become my assignment to uh to be here as the deputy director, and so as the designee of Maggie, our director, um I serve in that capacity.

I am not a voting member, so you won't see me talk during voting times.

So I believe this is our last bullet point for this uh for this section meetings.

Um we are required to meet no less than quarterly and no for more frequently than monthly.

Um and so um in right now we have a we have a monthly schedule in place, but we do go dark for a little while, and when we go dark, we make sure that it's still at least quarterly that we do meet.

Um in the bylaws, we are supposed to meet on the first Tuesday of the month that we are going to be meeting, and it is to be at a four o'clock meeting time.

Um special called meetings can be done at the request of the chairperson at the request of the commission by a majority vote of an agendized item requesting the special meeting.

Um it can be done at the direct or the director's designees uh determination that a special need uh special meeting is necessary, or if uh the commission in a majority of individual requests sends the request for a special uh meeting.

So those are um we actually had one more we had one more section.

I guess I was a little too late getting it in.

Um those are the um main bullet points of the um the bylaws.

If you look in here, it does say that our meeting is supposed to be in the clerk's conference room.

That's not where we are.

Um, you know, those kinds of things.

There are a few things that we may be able to clean up administratively.

Um I always mention that there is a process for making adjustments to bylaws.

So please review these.

If you feel that adjustments should be made, you are welcome to send a message to the chair to Ashley and myself.

Please limit it to that group.

Um let us know what the change you would like to make is and what the justification behind it is, and then we can start having those conversations and going through the official process for uh making adjustments to the bylaws, should that be the will of the of the group.

Some of these things, you know, we we will want to probably adjust a few things that we can do administratively.

Um and so if there are certain things that come up, please bring those forward maybe in the next three or four weeks um prior to our February and March meetings, so we can start having those conversations if we decide to move that direction.

Um in my uh you know, two years plus, uh, we haven't decided to do that, and maybe we keep on that cycle or not.

Um I will bring up um, as I mentioned, the the bylaws do say we are supposed to meet in the clerk's conference room, those kinds of things.

We actually did receive a message from the clerk's office last week, I believe.

It was while I was out for for the holidays.

Um, but we did receive a message that this will be our uh permanent meeting location um moving forward.

So um, so all of you know this the public meeting room here in Civic Center bullying A will be our will be our new home.

Um we were hoping for that, or at least I was hoping for that.

Um so I'm pretty happy myself that that's where we're gonna be.

Um any questions over bylaws, real quick before I move on.

Uh just uh I'd like to throw in uh one more thing, Deputy Director uh Mrs.

Chairbecker.

Um also just so you all know, especially because we have a couple new commissioners.

Uh anybody is allowed to request an agenda item, and they can send that to either myself or Ashley or uh deputy director, and um we'll see what we can do to frame that to make sure that it's the best agenda item it can be, just so you know.

The other portion of this agenda item is the uh facility naming uh policy and procedure.

Now, as those of you who are continuing from last year are aware, we did just handle this in November and make a few recommendations to provide you a little bit of uh update on that.

That has not been finalized.

Um it is up on the seventh floor with our city manager.

We do have a new city uh deputy city manager who oversees our our department as well as a few others.

Um, and she has been reviewing that.

Um we expect it to continue moving forward, but um it's right now on her desk uh for review.

Um, I should it's actually for ward four um on January 14th.

Um from 11 to 12 at the Thunderbird Family Port Complex, it'll be the official groundbreaking for the Nevada State Bedford Memorial, um, which is an amazing maybe an opportunity for more of the community key of what was formerly at the Nevada State uh building downtown.

It's 18 bronze statues dick picking different errors of our military, um, and it's an amazing thing to see, and now uh super excited that more of our community, especially our youth will be able to witness uh this amazing memorial.

Um November, um in November, we have uh a park cleaning in Lawrence Park, and I was waiting for the team to Gaza, and I got there, and I saw a lot of people gathering together, but I found out that was homeless uh lineup and to be uh fitted, I think.

So I noticed a lot of uh people bringing food and serving them, and I don't have no clue if they can do that in a park.

And uh I talked to uh the deputy sure if he was assigned that area, and he said that if they are only 75, they can do that.

If more than 75 people, they have to have a permission, something like that.

So I think I don't want to mention the name of a person.

That's the pastor.

I'm sure he send you a letter.

I think he sent you a letter, and he said uh he have to have that permission as soon as possible.

And he called me at home actually, and um uh I know I don't have no idea they can do that in a park.

Sure, so that for a little bit of clarification the 75 is where um we actually require uh uh permit within the park for um some sort of official gathering.

Um so that's probably where you're you're getting that number from the uh police officer.

Yes.

Um I'm not aware of receiving uh letter from a pastor um for for those purposes, but um that is something that we do see uh often on in the parks.

Um and you know, we work with our neighborhood services uh department to ensure that we're trying to provide appropriate services to those who are unhoused and um you know on hard times and things like that.

So that really is the official way we try and um provide services, uh and that's actually what my recommendation would be is to um you know when you're seeing um you know the unhoused or or those kinds of things is actually work with us to to get a hold of our neighborhood services group and they're able to to help and actually provide some uh pretty substantial services to those who are um you know having those kinds of challenges.

Okay, and uh I want to add something to it.

And uh they do uh this people they do respect the park, and I saw them cleaning up uh that area very well, and uh they were recommending if it's okay, uh they can gather and uh clean the park one day if you can give them a chance.

So uh that can happen.

Well, we're certainly willing to have those conversations, um, you know, and and find the the appropriate ways for people to gather and um you know enjoy and utilize the parks.

So I would just if you have further conversations with them, um I'll I'll provide you with my contact information at the end of the meeting, and uh you can pass along my business card to them.

It's actually under construction right now, and we're also getting a new police substation.

So it's uh it's in our uh Providence, Sky Canyon area, so we're really excited about it.

Um, other than hearing the earth movers uh from my house every day, but we're excited to get a new park in the ward, and uh that area of town, as all of you know, has been in need of a police substation for a very long time, so we're excited to that that's coming.

So um on Son Park, we got the notice to proceed um to start June 2nd, but the contractor wanted to start July 7th.

It's estimated to be a 250-day project, so that puts it into March of 2027.

Rancho Oogies a year, yeah.

I think I think we're looking at like third quarter this year.

Um, and then uh Rancho Oakie is approximately a 12-month process.

Uh and I'm hoping that Commissioner Russ Martin and my schedules aligned so that we can join her.

Councilwoman Kelly also introduced me to uh the newly appointed uh Ward II Arts Commission member, uh Craig Gladdy, who is very interested in exploring art installations in Ward II parks.

I'm hoping that we'll be able to consider uh the field and use of those parks before any art install installations that would complement that.

Uh hopefully it would kind of like tie into the programming or whatever is happening at those parks.

Uh last but not least, I want to mention that uh ward two will have a breakfast buzz on Saturday, January 31st from 9 to 10 a.m.

at Veterans Memorial Center.
