• Building Codes and Historic Preservation (26-0067-HPC 1): Michael Cunningham, Deputy Community Development Director and Building Official, presented Chapter 12 of the Existing Building Code, which provides leniencies for buildings on a federal, state, or local historic registry. Key provisions allow repairs with like materials, flexibility on egress, fire-rated assemblies, natural light, structural repairs, relocation, and accessibility. Commissioner Levine asked if the code applies district-wide to historic neighborhoods; staff confirmed it applies to any building on a registry and could be extended to conservation districts pending commission direction. Commissioner Grimmer raised concerns about restricted access to the full code text online due to paywalls. Staff will provide a one-pager with links on the website.
• NAPC Training Program (26-0068-HPC 1): Dr. Crant introduced the National Alliance of Preservation Commission’s training options, listing recommended topics (e.g., legal bases, meeting procedures, design review) and specialty topics (e.g., conservation districts, sustainability). Pricing for virtual training is $5,500 for six topics/three trainers; in-person is $9,000 (with travel and honorarium included). Commissioners debated virtual vs. in-person benefits, open meeting law implications, and budget availability. Staff will send a questionnaire to determine preferred topics and format, then bring an action item to a future meeting (April or May 2026).
