The redevelopment agency meeting of March 18th, 2026 is called to order.

This meeting has been properly noticed and posted in compliance with the open meeting law.

These proceedings are being video recorded and can be viewed live on City of Las Vegas TV on Cox Cable Channel 2.

The proceedings will be rebroadcast on City of Las Vegas TV, the Wednesday of the meeting at 8 p.m.

And also on Friday at 4 a.m., Saturday at 7 p.m., Sunday at 7 a.m.

and the following Monday at 5 p.m.

This building is protected by a state-of-the-art fire detection and suppression sprinkler system.

If alarms should activate during today's meeting, please evacuate using the exits at the back of the chambers out to the mezzanine, proceed out the double doors to the terrace and down the back staircase.

For anyone that has difficulty with stairs, please check with a marshal or fire official for assistance.

Once outside, assemble on the northeast corner across the street from City Hall at Lewis and First Street.

Employees wearing safety vests or our city marshals will inform you when it is safe to re-enter the building.

Cards are available in the clerk's office or at the rear of the chambers.

If you do not submit a card, it does not prevent you from speaking under public comment, citizens' participation, or specified public hearing items.

If there is anyone present today that has a need for hearing impaired equipment, please see the city clerk's staff.

And please note if you parked in the parking garage across the street, a self-validation machine is located in the foyer between council chambers and the security desk you walk through to enter these chambers.

If anyone submitted a speaker card or who wishes to speak under this portion of the agenda, please come to the podium and state your name for the record.

You may also address the agency members at the end of the meeting during citizens' participation regarding matters within the jurisdiction of the redevelopment agency.

Yes, good morning, Mayor, City Council members, Dean Babski with EUD.

And I'd like to welcome our guest, the applicant today, Mr.

James Maynos, the owner of the new establishment.

Welcome.

Aloha, thanks for having me this morning.

I appreciate you guys, Tom, and thanks for the consideration on this project.

It's uh really important.

Thank you for your efforts.

All right.

Well, let me talk a little bit about the project.

So the uh project side is at 1309 South Commerce Street.

Uh it is a very much of a growing area in the RS district, right across is the new residential by Cedar Street, the Miles.

So uh the new residents in that uh new housing uh project are going to literally take advantage of the new establishment uh of Mr.

Mayno's right across the street.

We also have uh a couple of uh restaurants that are adjacent to the subject site.

Uh miss it is me Barrio's Kitchen and Saravesa Taproom.

The neighborhood itself, obviously we all know is very uh much uh consists of restaurants uh and I was just speaking with Mr.

Maynowes.

We are seeing so much um activity now coming down commerce.

So uh this is definitely something that's gonna continue to uh grow and new businesses will continue to move in.

But I'd also like to mention that this uh project is only two blocks away from our new R Street uh Arts District Garage because we all know you know parking uh could be limited in certain areas, so we're excited to be able to provide parking for future customers of uh this new establishment.

So the exterior before uh this is a vacant building, has been vacant for two years now.

Uh the windows have some weather damage, and as we can see the pavement right in front of it uh is also not in the best condition.

And so with the grant, uh our applicant will be able to um upgrade the entry with roll-up garage doors, the installation of patio um and awnings, paint and finishes, and just you know, things to get the building looking like what you see in front of you.

Um, exterior after, and I let Mr.

Mayne's talk about it uh a little bit when he uh talks about his presentation.

Uh so I'm gonna skip to the next slide that's going to talk about what the investment is.

So Mr.

Maynards and his team are investing 1.25 million dollars in project overall that's exterior and interior.

Almost 150,000 of that is for the um exterior, which makes uh the project eligible for the full $50,000 of the investment by the RDA.

And I'm excited to say that this is our first grant at the higher level uh up until now we've been doing 25,000.

So uh, you know, we're excited that the RDA is able to uh bring some additional investment to our to this project and all the future projects.

And expected completion date is late um second quarter of 2026, actually right in time for the new residents uh when they're gonna be moving in into the Miles.

With that, I'd like to give the word over to Mr.

Maynos, and he has quite a history in the RS district as I've just learned.

So please tell us more.

Uh, should I please state and spell my name and do this?

Uh so it's James Manis, J A M E S, last name Manus, M A N O S.

Everybody just calls me Manos.

So um uh the business is called Wonder Fine Liquids.

It's at 1309 South Commerce Street, Las Vegas, Nevada, uh 89102.

Uh, if you're familiar with the area, it's the old Nightmare Toys Building, which has been uh not in business for for quite some time.

So I I do have a uh a history in the arts district.

I'm passionate about it.

Um I'm a co-founder and was the uh owner and operator of Abel Baker Brewing for a while.

So I I brought that business to South Main Street um in 2019 and was part of the revitalization of that portion of Main Street in that area in the arts district.

Uh been passionate about the area for a long time.

I have lots of connections in the business community there, both from vendors, business owners, building owners, people who come down there to do retail and business.

So I'm excited to be back in the area.

I actually spent an extensive amount of time looking for the right area to come back into in the right building to be a part of.

Um I really want to do for commerce what I think I helped do for Main Street, which was uh make it family friendly, make it walkable, make it an area of the city where both tourists and locals can come and really get some enjoyment from it and get the experience that you can get in other cities here in Las Vegas.

Show our community, show our support for the community, use as many local products as possible and employ as many local people as possible.

So one of the things that I'm doing within this space is concentrating on craft.

So I really want to make as much possible here in Las Vegas.

So rather than seek outside vendors to bring things in for the bar and restaurant, I'm gonna make about 80% of it in house.

We're gonna produce some of our own stuff for the beverages.

We're gonna produce a lot of our own uh uh syrups and stuff for the for the food and for the drinks.

And um, we're gonna be a all ages venue up front, which is something unusual in the area.

I know there's been a proliferation of bars that open a little bit later and focus on 21 and over, being across from the residential area and wanting to make commerce really walkable and family friendly in a in a uh a complete environment.

I wanted to open up the storefront so that it's viewable, make it very friendly and airy and open and welcoming, and allow everyone to come.

So in the front, even though we are a bar and restaurant, it will be all ages.

We're gonna be open for lunch, which is another thing that people in that area are not doing right now.

I know there's been some challenges from parking and and different things in the area, so we're gonna work with you guys to try to defeat that and do the best we can to bring a lunch crowd down there.

Um I'm committed to it.

I think it's important.

I'm also committed to staying open late at night.

I want um uh a safe and healthy place for people to eat and finish their evening as opposed to just being able to drink and then go home.

So we're gonna stay open a little bit later and offer food late at night for people in the area as well.

I think that's something that's that's lacking.

Uh, I'm a late night guy.

I'm a nightclub bartender and an old uh club guy, so going to bed at 11 p.m.

is not my thing.

So we're gonna do it late and uh keep it fun and interesting, but try to get people home safe.

So uh that's the goal.

Um I'm also love uh fun and interaction.

So I'm hoping that this is gonna be a really entertaining and fun place for a lot of people of a lot of different ages.

Um that's kind of what I'm known for is liquid storytelling and creating a story behind the things that I do.

Um, this is gonna have that same thing, ties to Nevada history, ties to the environment, ties to the community, and I'm excited to do that.

I know that time and time again, we do hear from even the business owners that are down there that they would like to see more food offerings alongside with alcohol offerings.

So we love that you're pairing both and you're trying to bring a family-friendly spot because some of the parents want need to bring their children, especially like at a time like right now where um it's spring break and you can't necessarily leave them at home alone when they're not at school.

So uh looking forward to coming back.

I saw the you invited me to take a tour early on of what it looked like very rough.

I can't wait to see how you transform that space and uh bring it to the community.

I know a lot of times people work in the dark and it doesn't get appreciated.

So um, we'll bring it out of the dark into the light.

She was super communicative, super health uh helpful.

Um, you know, me doing applications and stuff is not my skill set.

Like I joke all the time, I'm a little more PT Barnum.

I love the performance part of it.

So to have somebody help me through the guidelines is exactly what this is supposed to do, and she did a wonderful job.
