I don't see anybody here for public comment, but I do have a couple things I'd like to start off with today.

I just want to welcome um a new Ward II Commissioner, uh Michael M Magedigan.

Uh he's gonna be taking over for uh Res Martin.

And uh I'd like to go ahead, Mike, if you'd like to uh introduce yourself and tell us you have a this he has this phenomenal story.

I don't even want to attempt to step on it because it's just so amazing.

You really have to hear it from him.

Okay, thank you for that introduction.

Um as he said, my name's Mike McGued again.

I've been uh resident of Las Vegas now for 20 years, been participating in corporate challenge for probably 19 of those 20 years.

Uh but the story that he brings up is four years ago, um I went into acute liver failure.

And I was in a coma for about a week and a half.

Uh during that time I went from Southern Hills Hospital here down to Loma Linda in California.

Uh became the number one recipient in the Southwest United States for a liver, was able to get that liver, obviously, before I passed.

Uh in it was about seven days that I was there on the list till I got the liver that matched.

Um then I the following year after I recovered, I started going to our pavilion center pool quite frequently to train for the transplant games.

Went to the transplant games in 2024 and took home a whole bunch of gold medals in swimming.

And now I'm starting to retrain for this year's transplant games.

So I'm very interested in the new pool that's being built there at Pavilion Center uh in particular.

That's excellent.

Uh thank you so much, Commissioner.

Just an amazing story.

And it really kind of ties into parks and recreation, which I just absolutely love.

Uh also the other thing I wanted to mention uh today is many of you know uh fellows Parks Commissioner William McCurdy Sr.

uh recently passed.

Uh he was a longtime Nevada pastor, entrepreneur, and influential community figure uh with decades of civic and political ties across the state.

Of course, we knew him best here for his work with us, which often included advocacy for the Doolittle Community Center and Pool.

So just before we start today, I'd like to ask that we observe fit 30 seconds of silence in his honor.

He served for 23 years.

If you saw that on the yeah, that's amazing on this commission right here.

Moving on to agenda item number four uh for possible action to approve the final minutes by reference to the regular meeting of March 3rd, 2026.

Item number five is the report by the Department of Public Safety regarding a review of arrests, citations, and calls for service at the city facilities and parks all wards.

Hi Lieutenant, good to see you again.

Thank you.

Sir, welcome to the committee.

But it's going to be most of February's numbers.

It appears for the number one park with most activity is Justice Levitt for Ward 3.

And the number one charged crime is going to be remaining park after hours.

That's the that's total throughout all sectors, not necessarily just Levitt, but not just Justice Levitt Park.

For ward one year to date, um it remains remain in park after hours, and at the number one property is going to be Rainbow Family Park.

Total arrests and citations year to date is going to be 53, which is increase in six per of six percent due to increase in park presence in the park.

For ward two, um, it's gonna be mostly focused on more traffic right now, but it's gonna be stop sign position method of stop, basically running a stop sign, and the top location is going to be Kellogg's air, year to date with 19 um citations or arrests.

Year to date for the whole ward's gonna be 31, and it's gonna be an increase of 93 percent uh mostly due to increased traffic patrols conducted outside Kellogg's air and angel park for ward three again, it's gonna be remain in park after hours, and Justice Levitt Park is gonna be the um top for that ward with uh year-to-date total for the entire ward, 138 arrests or citations, which uh is actually decreased 21% due to decrease in park violations for ward four.

It's gonna be again remain in park after hours.

Um that one's gonna be the number one property is gonna be Cliff Shadows Park with four total arrests and citations uh year to date's gonna be 11.

Um, and that seems to be remained level, pretty steady for ward four.

Ward five is gonna be remain in park after hours with 21, and Lorenzi Park is gonna be the uh the number one property for that ward.

Total arrest and citations year to date is gonna be 88, which is down 5.4% due to a decrease in lodging issues throughout the ward.

And finally, ward six.

Um this is again gonna be remaining park after hours, and then it's gonna be Floyd Lamb Park for the uh most activity.

Uh 10 arrest recitations year to date, and that seems to remain pretty level as well.

For upcoming uh CLP events um for April is gonna be Bill Breyer Family Park for our DPS physical fitness preparation course, and then April 18th, uh out at Ward 4 of police memorial park for pets in the park.

That's probably gonna be fun, especially if you're a pet lover.

Uh good afternoon, all.

Uh, I do have a question regarding uh people speeding and then inside the park.

Yeah, so if my memory serves me correctly, should be 10 miles an hour in all city parks um unless otherwise posted.

Um is there a specific park you're uh concerned about uh children memorial park.

Children's memorial park.

Okay, um what I could do is I could uh we have a lieutenant's meeting tomorrow and I can uh ask for an increase in patrols of of uh children's memorial park to address that issue.

Is there a certain time of day or certain day of the week that you notice to be more concerning than others?

Okay, but it's called the limit uh it's the posted, right?

The spin limit?

You know, I don't know if it's posted at I don't know if it's posted at that property, but it should be 10 miles an hour if it's not posted.

Report by Steve Glimp, Parks and Grounds Maintenance Manager regarding parks maintenance updates, all wards.

Good afternoon, Steve Glimp, manager of parks and grounds maintenance.

Um I've just got a quick update for you on some projects we've been working on in each board.

Uh ward one with the Anson Park Reservation uh renovation, and we got um new playground and surfacing put in.

Um the torn shade there in the picture is getting replaced as we speak.

So um and ward two at Wallapai Trailhead.

Um we just installed new bike racks, and then um an upcoming project Kellogg's air should be done this week.

Uh National Fitness Court Exercise Pod.

And then um ward three, we just revamped all of the irrigation in the healing garden.

Um it was kind of long overdue when the healing garden was built, it was built with kind of homeowner grade drip irrigation, and this is you know commercial grade stuff, so this should take us on you know at least another 25-30 years.

So then in uh upcoming project, we're gonna be painting the restroom and concession stand at JC Levitt.

Um ward four, we replaced a playground shade at Buckskin Park.

Um ward five, we replaced all the perimeter fencing at Heritage Park right there off Las Vegas Boulevard.

It had um rusted out and there was a few gaps in it, and we're having issues with the unhoused coming into the park after hours.

So that's all done.

And then ward six, uh the amphitheater at Centennial Hills got a brand new uh paint job.

So we did that with our internal staff.

Uh stell nil is an upcoming project.

We'll we'll be replacing the soft surface on the playground.

At Floyd Lamp Park, um, we're currently doing a project with the VA in the garden area and the raised gardener beds.

We just started that project.

Um, but I noticed that uh where the compost is, that's all fallen down now, and there's some issues out there with maintenance.

I didn't know if there was anything on schedule for that area.

I know we did a uh cleanup, a group cleanup with Get Outdoors last year, but is there anything scheduled to clean up that area in the near future?

Nothing on the immediate schedule, but I can talk to the staff out there and have have them pay some attention to it.

Uh agenda item number seven is report by Lisa Tover, recreation manager regarding recreation and center updates awards good afternoon.

My name is Lisa Tovar, recreation manager.

We need to update that slide.

I have a couple updates for you guys.

Um April 1st, we started a new program at Doolittle Active Adult Center.

We applied for and were was awarded a grant worth 12,500 from the Raiders Foundation.

We're using the funds to provide 500 one-month passes to the fitness center there, and then also we're gonna be providing 18 free lunches throughout like the next six months for 50 seniors each lunch.

That'll be a healthy meal for them.

The first lunch was today, and then the fitness passes started April 1st.

So we we're excited to be able to provide that free for the seniors there.

And then at Becker Tech, we have a new program that started last month called Kidcaster Studio.

So the room has been set up, I believe, as you guys know, as a podcast studio again.

And we have a full session for our first session and a wait list for um kids to learn how to do podcasts with children's attention spans.

They're trying some short form, so they're they're starting with a sports session, sports broadcasting.

They're gonna do some of our youth leagues interview players.

It should be a lot of fun.

Um we're working with Ward 5 to also do a civic um civic centered one with the different projects and activities going on in Ward 5.

So that will be coming up in the future.

And then the homeschool classes for Steam and P have also been doing well.

April and the both of the April sessions actually picked up an additional participant.

So we are seeing some more uh life at Becker.

We're excited with the progress.

And then sports, um, our spring pickleball league for adults.

We have 25 pickleball leagues with over 400 players this spring.

Softball, we have 24 teams across three leagues, and basketball, they're expecting 18 teams across three leagues.

Our youth sports has so much I couldn't even get pictures on the screen.

Our uh spring Vegas Born Soccer League has 68 teams with 7775 players, which is our largest season to date.

Our sports unit um created a girls division.

This is our first time offering a girls division.

We have eight teams with 85 participants, which is a great turnout.

And then we also have an East Side Schools division for soccer, which has 10 elementary school teams with 140 players.

Our silver and black flag football league has 48 teams with 485 players, which is the largest season to date for that sport, and then for baseball and softball, we have 22 teams, 295 players across our T ball coach pitch and kid pitch um leagues, and those are that's our largest season to date for that as well.

We have a spring indoor hockey league with 18 teams and 175 players.

We have a kickball league with 55 players, which is part of the playground sports series.

The sports unit has been trying for kids that aren't into traditional um sports, and then our pickleball league for youth is is full with 155 players, and then lastly, we also have a competitive basketball team uh league running this spring.

21 teams across four divisions, that's for grades two through eight.

So we're very proud of our sports unit.

I'd like to introduce Litanya Lomax.

She is the coordinator at Doolittle Community Center.

We call it Big Do Little, and she's gonna provide an update um for everybody on our summer programming plans, what we've been working on for summer camp and our seasonal pools.

Hello, thank you.

Um weekly enrollment for summer camp for 2026 is about 550 spots in kids' camp and 143 in teen camp, teen camp is middle school, kids' campus elementary school age.

Um FAF revamped this year to include 75%.

Yay.

Um last year, 50% was the highest.

Um, we did that because we would like to service more participants in the low-income areas.

Um CIT program recently revamped this year to be more engaging and informative for the participants.

Uh, we did include a training with HR this year, so we're excited for that.

Um, City of Las Vegas will be offering specialty camps, um, junior lifeguard camp, vet specialty camps, and Becker Tech camps.

Uh lots of field trips planned to local vendors, including Velocity, Cowabunga, Top Gough, Spy Ninjas, and Dave and Busters, just to name a few.

There's also some escape rooms.

Um, week of the 4th of July, we'll host a Hawaiian shaved ice at our camps to celebrate parks and month, uh, parks and rec month.

I'm sorry, um, and all camps will have a party to celebrate America's 250th anniversary.

And then of course, we're also uh gearing up for our seasonal pools.

So we have a couple of hiring fairs coming up.

If you know any young lifeguards that would like to work for us for the summer, here's our dates.

We have one at pavilion and one at um Munipool.

Or sorry, two at pavilion and one at Munipool.

And then we've set our summer pool hours.

You can see um here our plan.

I know pavilion pool, the new outdoor pools mentioned earlier.

We do not have finalized hours for that yet.

We're working with the health district on our lifeguard plan to determine how many lifeguards we need to have up and how far we can stretch our budget to see what our final hours will be for that location.

Uh I actually have a question, which is uh are there is there gonna be any lifeguard training or are you looking for lifeguards who are already certified?

How would they go about doing that?

What's the best way?

Um that the city markets it and then also is there a way that the commissioners can help push it out to our communities and through our channels.

Yes, absolutely.

So we have our information on the city's website, which then takes to you to our um registration software that will show all the leagues um the the details, the requirements, and you can register there.

We do work with the ward offices, but we're happy to get the flyers for our leagues out to this group as well, and we can start doing that because that would be wonderful.

Great Commissioner Vocus, Commissioner Volk, it's um ward one.

I just want to compliment the city and rising to the occasion on pickleball.

Wow, five years, and it's just exploded.

150 kids.

That's absolutely amazing.

I remember when we were just going out in the parking lot and asking people to play.

I heard last time it was a real a great success, so I'm looking forward to that.

We also have on April 18th, speaking of pickleball, Sky Canyon Pickleball Social in partnership with the City of Las Vegas Ward 6.

It's at Sky Canyon Park, and it's uh have an intro to pickleball at 7 30, a novice tournament, as well as an intermediate tournament.

And you can also find that information um with either the Southern Nevada Pickleball League or City of Las Vegas.

And it's full and it's full.

That's a that's not a bad thing.

Um, this is a little bit of an early notification, but just to get it on folks' calendars in advance.

Uh Mountain Ridge Little League has been awarded the um district four little league all star tournament this year.

So the eight uh teams from across Little League District 4 will be coming to our fields.

Uh opening uh ceremonies will be on July 8th, and then the tournament itself will run from July 9th through the 18th.

Uh already having some discussions with park staff to make sure that the fields are ship shaped and ready to go for that tournament.

But uh mark your calendars, it's always a good time.

And uh obviously the winner of those tournaments, that's the 60-foot field tournament, by the way.

The the larger fields will be at another location.

Uh but especially in the the uh 12s division, the winner of that tournament goes on to region uh and then eventually on to the little league world series.

So very exciting opportunity for our kids, and we're excited to be able to show off our parks to the uh other leagues across district four.

Chairman, uh I wanted to thank you and uh the city parks department for allowing a student uh to participate in today's meeting today.

This is Sebastian Rios.

He is uh well, he's actually majoring a couple things.

Uh criminal justice and political science at UNLB.

Um I sit on the board at the College of Liberal Arts, and one of the things that they allow us to do, I'm an alumni as well, is give back to the community and get back to the students by mentoring them and offering internships.

And Sebastian Rios um is uh actually esteemed student.

He just received a scholarship through the College of Liberal Arts uh for his efforts as a student, and he also received the mentee of the year award.

Uh so I wanted to uh thank you guys for allowing him to be here today and participate and kind of see how government works.

So thank you.

Actually, you know, commissioner Taylor, I added that on my my punch list to thank you for bringing an intern today so that he could see what this is all about.

Uh I do have a couple items um wearing a couple different hats.

on Saturday, April 25th on Vitram at the Veterans Memorial Community Center.

Um I also recently had an opportunity to discuss some park issues with Councilman Kerry Kelly on Access City Council on CTLV TV, and we talked about parks.

And we talked about parks.

Uh we talked about C click fix and we um tried to get the ambassadors program in there, but sometimes it just doesn't flow the way you want it to.

And also the upcoming uh VA games, uh, that's the Vegas for Athletes Games, where area youth will compete in one of 15 different games, including baseball, by the way.

Uh and pickleball.

Um starting with the opening ceremonies at 7 30 a.m.

on June 22nd, so you can look that up if you'd like.

Uh the opening ceremonies will be held at Kellogg's air for anybody who wants to get up early and see some of the athletes.

Uh during that those games, I think this is really unique.

Um, participants will receive a few free heart screening by Vegas for athletes so they would be better prepared to compete during the summer, especially here in the hot months.

Very nice.

I also had my joined.

I also had a second meeting with Arts uh Commissioner Craig Gladdy so that he could update me and on his efforts to bring more art to Ward 2 parks and recreation centers, and I'll report more on that.

Uh proposed plans for Veterans Memorial Community Center in the months ahead as that comes to fruition and we see what that looks like.

And then lastly, um but not least, I'd just like to remind you if you end up going out and using the Parks Ambassador app before the next meeting.

You know, just make a little side note to go ahead and tell us how you like the app, uh, the ease of use and if you thought everything was worthwhile next time you come here.
