Item 5: Feed the Block Event Series Partnership (RA-82026)
Dina Babski, Director of Economic and Urban Development, presented a partnership with CB Events LLC for the "Feed the Block" block party series. The agency will provide $200,000 from the RDA Special Fund (Area 1, Ward 3) for promotion and media content to enhance downtown's perception. The events are free and open to the public; the most recent event on April 2, 2026 drew 20,000 attendees. Ryan Doherty of CB Events noted plans to expand to 30,000 attendees and hold events every five weeks, targeting out-of-market visitors. Board members expressed strong support, with Councilwoman Diaz making the motion to approve. Vote: Approved unanimously.
Item 6: Commercial Visual Improvement Program – Shang Artisan Noodle (RA-9-2026)
The agency considered a CVIP agreement with Good Hood LLC and Shang Downtown LLC for improvements at 211 S. Las Vegas Blvd. The owner, Sam Huang, will invest approximately $600,000 (exterior cost $45,000), with the RDA contributing $22,550 (half of exterior costs). The restaurant, Shang Artisan Noodle, will be the fourth location in the region and is expected to open in the third quarter of 2026. Council members praised the investment. Vote: Approved unanimously.
Item 7: Land Acquisition for Medical District (RA-10-2026)
The agency authorized the purchase of nearly five acres of land (1619 W. Charleston Blvd., 1515 W. Charleston Blvd., 1620 Ellis Ave., and 1608 Ellis Ave.) from the Nevada Department of Transportation for $8,360,000. The site will be used for a future medical district development in partnership with a higher education institution. Mayor Pro Tem Knutson highlighted the importance of this parcel. Vote: Approved unanimously.
Item 8: Owner Participation Agreement – Hogs and Heifers (RA-11-2026)
The agency approved an OPA with Alley Cat LLC Partnership for the development of a Hogs and Heifers bar and event space at 307-319 S. Main Street. The RDA will contribute $95,000 toward exterior improvements; the total owner investment exceeds $3 million. Representatives Michelle Dell and Michelle Sandler described plans for a 10,000 sq ft building with a 14,000 sq ft outdoor gathering space, targeting an opening date of October 15, 2026. Board members commended the project's community focus. Vote: Approved unanimously.
Items 9-11: Cashman Field Redevelopment with Lennar (RA-12,13,14-2026)
Three related agreements were presented together for the redevelopment of the Cashman Field and Grant Sawyer sites into workforce housing:
- Item 9 (RA-12): Owner Participation Agreement for tax increment financing (TIF) reimbursement of up to $26,920,417 plus interest for public improvements. The RDA will pay a lump sum of $10,207,000 after demolition and first permit, with additional reimbursements from property taxes through 2046.
- Item 10 (RA-13): Consent to purchase 2.64 acres at 850 Las Vegas Blvd. North from Lennar for $1,899,244 (same per‑square‑foot price Lennar paid) to ensure a commercial component on the boulevard.
- Item 11 (RA-14): Real Property Operating Agreement for the Las Vegas Lights soccer stadium (Cashman Field) for the remainder of the 2026 season. Lennar will contribute $500,000 toward operating costs. The agreements are contingent on obtaining required insurance by April 21, 2026. Councilwoman Summers Armstrong, representing Ward 5, praised the affordable homeownership opportunity and noted the importance of down payment assistance programs. Robert Johnson and Dave Kanoyer of Lennar expressed appreciation for the city's partnership. All three items were voted on separately and approved. Votes: Items 9, 10, and 11 each approved unanimously.

Good morning. The redevelopment agency meeting of April 15th, 2026 is called to order. Please note that Mayor Berkeley is excused from this meeting. She is fortunate enough to be one of the mayors selected for the Bloomberg Harvard City Leadership Initiative. Mayors from around the globe are chosen to take part in this prestigious program. It's designed to offer insights and expertise to help our city be even better at providing positive results for our residents. With that, this meeting has been properly noticed and posted in compliance with the open meeting law. These proceedings are being video recorded and can be viewed live on City of Las Vegas TV on Cox Cable Channel 2. The proceedings will be rebroadcast on City of Las Vegas TV the Wednesday of the meeting at 8 p.m. and also on Friday at 4 a.m. Saturday at 7 p.m. Sunday at 7 a.m. and the following Monday at 5 p.m. This building is protected by state-of-the-art fire protection, fire detection and suppression sprinkler system. Please note if you parked in the parking garage across the street, a self-validation machine is located in the foyer between council chambers and the security desks you walk through to enter these chambers.
