Las Vegas Historic Preservation Commission Special Meeting - April 29, 2026

Time: Called to order at approximately 7:00 PM. Quorum present (Chair Laramie, Vice Chair Levine, Commissioners Stodle, Cosgrove, Palacios, Moody, Perdue, Grimmer, Harper, Cebrant, Gillespie; Hotchkiss and Serfus excused). The meeting included reports, discussions, and votes on preservation projects, awards, and training.

Consent Calendar

• Approval of minutes from the regular meeting of March 25, 2026. Motion to approve as written passed unanimously (Chair voted in favor; Commissioner Levine absent during vote).

Discussion Items

Floyd Lamb Park at Tule Springs – Informational Signs Update (Item 7)

• Staff (Diane Siebrant) reported that all history signs need replacement due to sun damage; some are unreadable. New signs will incorporate updated history from the CATS Environmental report and include UV filtering. Wayfinding signs are Parks & Rec responsibility. No firm cost estimates yet. Potential funding from Centennial Commission or city capital budget. HPC role limited to content accuracy. Commissioners requested a comprehensive review of all 32 signs for accuracy, additional historic elements from the new report, and ADA accessibility (text, font, size). No action taken.

Huntridge Theater – Status Report by Jay Dapper (Dapper Companies) (Item 5)

• Mr. Dapper announced a major shift: he plans to sell the theater to a newly formed 501(c)(3) nonprofit (Huntridge Conservancy) to operate as a community arts venue. The nonprofit will raise at least 50% of the acquisition cost. Two appraisals received: one land-only (~$5M), one with buildings (~$7M); a third appraisal is pending. The city’s role is undefined but may involve RDA or other funds. A feasibility study by AMS (funded by Cultural Affairs) will assess need, user needs, and operational framework. Goal: complete acquisition by end of 2026. Dapper will retain adjacent retail parcels for for-profit development. Commissioner concerns included funding, long-term operational sustainability, and covenants from prior agreements. No vote; informational update.

Mob Museum Expansion Update (Item 6)

• President Jonathan Alman presented revised plans for the expansion, now on the east side instead of west due to $5–6M utility relocation costs. Changes based on December 2025 commission feedback: hyphen height reduced 13 ft, addition parapet reduced 7 ft; greater setback from Stewart Ave; fewer window penetrations (only two altered first-floor windows on previously altered corner). Historic front steps remain main entrance; a minimal ramp added for accessibility. Materials (masonry, metal screens, low-iron glass) match historic finishes. One-story addition with small mezzanine. Night lighting will highlight historic facade. Commissioners praised the design as more respectful. Will return for Certificate of Appropriateness in near future.

Historic Preservation Month Awards – Voting Results (Item 8)

• Winners announced (to be awarded at May 27, 2026 meeting/luncheon): Junior League of Las Vegas (Dorothy Wright Bricks & Mortar), Eddie Escobido Jr. (Business Legacy), Jeffrey Carlson (Historical Media), Claire White (Preservation Education), Guy Rocha (Career Achievement). No submissions for Advocacy or Colleen Beck award. Letters are being sent.

Funding for Old Mormon Fort National Register Nomination Revisions (Item 9)

• $5,010 to CATS Environmental Consultants for required revisions (archaeology) per SHPO. Motion to approve passed unanimously.

Training Camp Discussion – National Alliance of Preservation Commissions (APC) & SHPO State Camp (Item 10)

• Staff reported that SHPO is holding a state camp (Sept 24-25) in Carson City with online option. Some topics overlap with HPC’s requested local camp. Commission discussed whether to proceed with expensive local in-person camp or rely on state camp. No decision; staff will poll commissioners on interest in attending state camp (reimbursement available) before deciding on local camp. Informational only.
