The Recommending Committee of the City of Las Vegas met on May 4, 2026, to consider several items including zoning amendments for multifamily housing, updates to the definition of attainable housing, and annual renewals of special improvement districts. Consent Calendar
- Approval of Minutes: The minutes of the April 13, 2026 Recommending Committee meeting were approved by reference.
- Special Improvement District No. 1485 (Alta Drive Landscape Maintenance) FY2027: An ordinance to renew the district covering 37 properties along Alta Drive between Rancho Drive and west of Lacey Lane (Ward 1). The annual assessment of $118,050 is paid entirely by property owners for landscape maintenance, utilities, and plant attrition from July 1, 2026 to June 30, 2027. Approved unanimously.
- Special Improvement District No. 1516 (Fremont Street Maintenance District) FY2027: An ordinance to renew the district covering 32 parcels bounded by Las Vegas Boulevard, Ogden Avenue, Carson Avenue, and 8th Street (Ward 3). The district covers landscape maintenance, street cleaning, utilities, and promotional events. Due to sufficient reserves, no assessment was levied for the period July 1, 2026 to June 30, 2027. Approved unanimously.

- Bill 2026-16 – Multifamily and Mixed-Use Development in Commercial Zones: Staff presented an ordinance to amend Title 19 of the Las Vegas Municipal Code to conditionally permit multifamily and mixed-use development in commercial zones (POO, CDC, C1, C2, CPB, CPE) as required by Assembly Bill 241 (2025). The definition of mixed-use was updated to allow horizontal blending of uses. A committee member asked for clarification; staff explained that the city already had similar provisions and this amendment aligns local code with state law. The item was approved unanimously.
- Bill 2026-17 – Attainable Housing Definitions and Incentives: Staff presented an ordinance to replace the term “affordable housing” with “attainable housing” throughout LVMC 19.17 and 19.18, update tier descriptions per Assembly Bill 540 (2025), and revise criteria for bonuses and incentives. The ordinance also clarifies procedural aspects of fee reimbursement. No questions were raised. The item was approved unanimously.

Good morning. This is the recommending committee for May 4th, 2026. We officially called the order, and we am assuming we're in compliance with the open meeting law. Yes, we are. Thank you very much. Item number three is public comment. Comment during this portion of the agenda must be limited to matters on the agenda for action. If you wish to be heard, please come forward now. Hearing and seeing none, we'll close the public comment period. Item number four is for possible action to approve the final minutes by reference of the April 13th, 2026 recommending committee meeting. I entertain a motion. And post. And those are passed. Moving on to we're actually gonna go out of order if that's okay. We're gonna trail items five and six and move on to item number seven, which is bill number twenty twenty-six-16. For possible action authorizes multifamily and mixed use development that includes a residential component as a conditional use on property zone for commercial use in accordance with state law proposed by Seth D. Floyd, executive director of community development. And I will turn it over to Mr. Lewinstein. Thank you, Chairman Peter Lundstein for the record. Uh in 2025, the Nevada legislated adopt AB Assembly Bill 241, which requires local governments to adopt an ordinance authorizing multifamily housing development or mixed use development that includes a residential component on property zone for commercial use. As such, Title 1912.010's land use table will be amended to conditionally permit mixed use development in the POO CDC one C2 and CPB zones, as well as permit multifamily residential within the CPE zoning district as a conditional use. The definition of mixed use has also been updated to allow for horizontal blending of uses across the site to provide more flexibility for developers to create mixed use projects that deviate from the traditional ground floor commercial upper floor residential model of mixed use development. The City of Las Vegas 2050 master plan defines mixed use in a similar way without restricting development to vertical integration. Staff therefore recommends uh requests your recommendation of approval. Thank you. Thank you very much. This is a public hearing for anybody who would like to comment. Hearing and seeing none, I'll close the public comment period. Are any questions up here? I would say this this puts us in line with what the state uh expects. Um, and I wish I understood what you said, but I I don't. Sure thing. Yes, it puts us in line with the the assembly bill that was passed in the past legislative cycle. Um we already do have provisions that allow for mixed use and residential and commercial zoning districts. So this just tightens it up just so slightly. We've already been in conformance with it. Thank you very much. I appreciate it. And Mr. Chairman said the floor for the record. It might help also to have a a a little history of how this bill got there. So the the idea was that in an effort to open up more land for residential development. Uh the request from the sponsor of the bill was originally to uh have all jurisdictions allow as a matter of right residential in all commercial zones. As uh Peter just mentioned, we already had a version of that. This is just to line up our code with the language from the bill. So the idea is allowing residential in more places. Perfect, thank you.
