I would now like to move to agenda item number five, which is a report by the Department of Public Safety regarding a review of arrest citations and calls for service at City Park facilities and parks all wards.

Yeah.

Don't mind me, folks.

Uh this is probably like my second hearing that I've done.

Uh Lieutenant Burdett is not here today, so I'll be filling in for him.

Uh Lieutenant Sarkees Chapoin's seat of Las Vegas Deputy Marshal.

I oversee downtown Fremont along with Ward 5.

So I'm here to kind of give you an overview of the parks and rec report for the I guess it's year to date, or if it's just monthly.

So we'll just kind of go.

Is it a monthly report?

Yeah, some guessing.

Okay, perfect.

All right.

So we'll kind of start with the first one.

Uh, if you guys have any questions throughout this process, just please feel free to chime in.

Uh as you guys can tell based on this report here, our year to date resident citations city parks kind of went down by nine percent.

Uh that's mostly being because for a while we've been focusing on Justice Levitt Park, as you guys know, that has been a park of I guess you know, uh high demand for law enforcement based on some of the situations we're dealing with.

Uh and that usually when we put a lot of focus in that hot park or the hot spot we call it, uh our citations go up because we're putting a lot of resources enforcement in that area.

Uh if you look at on the top right over there, it says most of our violations are remaining park after hours, and that's mostly during park closure hours.

That's where we're kind of focusing on our graveyard units go out there and handle a lot of that enforcement.

Second to that is unlawful presence.

You guys know the city has uh multiple children's only parks.

And those those are the ones that if you don't have a child under the age of 12 accompanied up by an adult, then you can't be in there.

And then moving on, misuse of parking netties, lodging along with some of the speeding violations and that speeding violation as we go further more.

It's gonna be mostly at Kellogg's Area Parks where we see a lot of the speeding issues down there.

Uh with that being said, February 2026, uh ward one year to date.

If you guys do you guys want me to go through every single one of these, or how do you guys want me to do it?

Absolutely, okay.

So ward one year to date, we're looking at our top three parks, Rotary Park, Rainbow Family Park, and Gary Dexter Park.

Uh with those Rotary Park is next to uh the school down there as well.

And I believe that is a children's only park.

So that's why if you see unlawful parents, children's park, our citations are up by 17 in that area.

Uh a lot of folks, especially because there's a school down there, another park, and the fire station is right around the corner as well.

Along with Rainbow Family Park, uh, as you know, mostly ward one is not much of an issue that we see down there.

It's not one of our hot spots.

Uh but year to date arrest and citations, uh about 86, and it's been an increase of 7.5%.

You guys will probably see an increase in every single one of these wards because we have a lot of training units that came out from the academy.

So, with that being said, when we have a training unit, they're gonna put a lot more work on there, get those guys out there to really understand the job and what we do.

So we'll see an increase in some of these areas.

Uh ward two year to date.

We're looking at uh I talked about the speeding violations.

That's probably gonna be where Killages Air Park is about 28 arrests and citations, Angel Park and All American.

Um All American Park, mostly it's the football games that we deal with, a lot of sometimes assault and batteries on referees, you know, and when parents get too involved in in these games, right?

You know, it's like how do you how do you stop the parents when the kids are just out there playing, right?

Most of the problems is the parents that we deal with.

And putting a little more enforcement in there, yeah, kind of curves that issue.

Moving on to ward three, that is probably one of our hot spots, as you guys can tell, just based on the year to date.

We've had uh 79 arrests and citations at Justice Levitt Park.

Once again, you know, I know councilwoman uh Diaz is working really hard with the constituents out there to really focus on that park and how we could make it better.

Uh probably talking about a little bit of cameras and stuff like that down there, real life where we can see it, and then you know, when we're seeing crime happening live rather than an officer go down there every couple hours, it's gonna be effective.

Uh moving on to Gary Reese Freedom Park along with Rafael Rivera.

And once again, those are remaining park after hours, main uh 46 citations, arrests, unlawful presence, uh, along with lodging without consent.

And the lodging is, you know, when you're taking up temporary residence in a city park after a while, uh, you know, we'll give them a few warnings.

And I always say it's this is not your storage, right?

You can't just bring all of your belongings down here and treat it like it's a storage unit.

Because to us that says that you're taking up temporary residence in our city park.

Uh we'll move on from that ward four.

Uh very limited activity over there, right?

Uh, you can tell Durango Hills Park, five rest and citations, Cliff Shadows Park.

Some people don't even know where Cliff Shadows Park is, right?

It's it's way up there in the northwest.

If you haven't been there, it's beautiful.

And with that, same thing, uh, misuse of Park Nettes, Romanian Park, and year today kind of stayed the same in that area.

And if you and you guys are familiar with uh ward four, ward six, you know, they're pretty large areas to cover, and a lot of times we don't have enough officers to cover those areas.

So enforcement is probably gonna be a little less than what's happening mostly in the ward threes, ward five, and ward one areas.

Uh ward five is a special place in my heart.

That's my ward.

Uh good thing that we don't have the downtown uh stuff in here as well.

This is just parks.

But with that being said, Lorenzi Park is a um park that we've actually put a lot of emphasis on, and and if you guys get a chance to go out there and talk to constituents and even some parkours, you can tell that crime has gone down in that area and it's been cleaned up.

And that's due to the effort of our officers out there, just you know, doing what they're supposed to be doing, right?

Being proactive.

Um and ward six, year to date uh same thing.

It's you know, Floyd Land Park, it's most of our, you know, I don't say problem area, but that's where we get a lot of our calls, and most of those calls are gonna be juveniles and their dirt bikes and driving that area is where we get a lot of those calls down there, right?

And in all reality, we're not gonna chase down juveniles and dirt bikes, you know.

Uh there's some things that we just won't do, and that's one of them because we don't want to put them in a harm's way as well.

If we could catch them afterwards uh in their driveway pulling in, then we'll have a conversation with them and their parents, and then hopefully that you know solves it.

But most of our issues over there is gonna be regarding that.

Um, and let's move on.

Coming up, we got some uh COP events.

And the numbers have definitely went down from uh from the rest and individuals sleeping in the park.

And the good thing about it that they're they're doing a great job of keeping the park up, keeping it clean.

But I like that you guys are keeping it safe too.

You know, we're just here to face us, but those guys on the ground do a great job.

Um, there's what I think is a private enterprise there, big league dreams that is co-located within Freedom Park.

So are calls to service at Big League Dreams populated in the numbers that are reported for Freedom Park, or are those counted separately because that's a private entity.

Do you know?

Yeah, no, we respond to those calls as well.

So if there's issues in free at the big league dreams, we'll definitely respond to those.

And the biggest thing is just getting the word out to these uh community members, right?

I think that's the the biggest push.

I actually uh had a public comment submitted that I'll be reading uh that's about Lorenzi Park and and Ward uh five, about the excellent job being done, and I would definitely include public public safety in that.

Uh actually this is an observation, and I'd like your feedback on it because uh as I sit here month after month, I see uh an increase of citations by seven percent acres, whatever the number is, right?

But in uh in your share today, you had said something about an increased presence doing a lot of cleanup.

So you've kind of put me at ease, and perhaps maybe that's my should be my thinking going forward when I see that increase.

It's because of the work that you're doing, rather than oh my gosh, crime is rampant.

Um so I want to thank you for that, and uh thank you and your colleagues for all the wonderful work that you're doing.

So thank you.

Um, like I said, I'll push that on.

And and listen, our job is to be proactive, right?

We can't be reactive all the time.

So the more proactive we are, then we eliminate a lot of the additional crimes that could possibly happen.

Uh now I'd like to move to agenda item number six, which is a report by Steve Clint Parks and Grounds Maintenance Manager regarding park maintenance updates, all wards.

Good afternoon, Steve Lemp, manager of parks and grounds maintenance.

Um, I just got a usual kind of update on what we've been doing out in the parks in terms of uh projects.

Um ward one put up some we repaired the playground shades at Gary Dexter, and we'll be moving on to Rainbow Family Park, um, replacing outfield fence and damaged posts out there on the ball fields.

Um at KZ Park, we just installed uh national fitness campaign exercise pod.

It's kind of like their half-size exercise court that they donated to donated to us.

Um we just had to come in and like kind of prep the area, pour the the slab, and then um they came and helped us install it.

Did that in ward two and also in ward three at East Las Vegas Family Park, um, same kind of thing tucked in the just uh southeast corner of the soccer field there.

Um then moving on in ward three, we'll be working on the soccer net replacement at Raphael Rivera.

Um ward four uh field slats 12 at Majestic, and then Police Memorial Flag Day.

Um Planting with Council and Volunteers that just involves us going out and putting a bunch of little American flags out in the park.

Um ward five, Ethel Pearson gate, and column replacement.

That's alongside with a lot of the fence repair and paintings that were kind of like trying to freshen up Ethel Pearson, kind of a new more updated look.

Um, and then Bertha Johnson will be doing um pour in place install on the playground, so the soft surface playground and uh swing installation.

Then out at Ward 6, um Travis Rich, our uh facilities project manager put together a volunteer project to build um garden beds um that we'll be using at our community centers and hopefully some of our parks.

Um Stelle Neal coming up, we'll be doing a new swing set on the playground and new rubber surfacing.

Uh question for you those NFC pods.

You said that you guys just laid the slab or the pad and and these things were donated, they installed them and then they'd become city property.

Is that was that what you said?

Yeah, the the National Fitness Campaign gave us two as kind of like a try these out, those things.

National fitness campaign.

Um so we we came in, demoed the area, prepped it, you know, compacted the soil, put down poured the slab and did all that, and then um they donated the fitness pod itself and came out and helped us install it.

I think that's awesome.

Uh is that the first of its kind kind of thing?

We've done that before.

Um we have a f we I think we have five or six.

Uh so uh for the record, Patomara Deputy Director.

Uh we in the fall entered into an arrangement with National Fitness Courts for them to help us grow out our master plan for these amenities.

We have four police memorial, Wufter, Gerheim, and Bob Brer.

Um are sorry, Bill Brer, are the um are the four locations where we did have them before.

These were the 32 by 32 full-size original units that they that they had in their inventory.

Um in the last couple of years, they've been doing some design and some research.

We're actually very uh excited about working with them because they have a lot of metrics about the different trails that we have and how much they're used and and that kind of thing.

This smaller footprint that was uh can you actually go back to that so we can see it while we're talking?

This smaller footprint that we had uh installed in both KZ and East Las Vegas Family Park is about 16 by 16.

So about half of the amenities or so, uh, but just as much um just as much ability to actually work out as you know, um like we we want to be uh out in the community.

We want to provide these resources for our community.

Uh this is a basically a free gym in the in the uh in the park for our community, and so we're really excited about that.

These pods are being utilized in some sort of installation that is associated with a trail.

And so with KZ, you have a loop trail that goes around all of the sports fields.

You have the bonanza trail that kind of comes through the southern end, heads off to Angel Park and Bruce Trent one direction and down to Billbriar the other direction.

There's lots of things that you can do from that location.

So you're getting your cardio through the trail infrastructure, the walking path infrastructure that we have, and then doing this for you know a little bit more intensity, that kind of thing.

Um we are working with them for a phased approach on allowing on bringing these in to other parks across the city.

As you know, we have 86 parks.

It's only going to grow this next year.

We have a handful that are coming online.

Um right now we have six of these amenities.

We'd like to get them out into maybe 30 different locations, something like that.

Uh our first tranche of uh installs will be to make sure that every ward has two of these amenities somewhere.

Uh and so that's what we're focusing on in this first round is getting these done.

Now, this footprint that's on the screen right now, this 16 by 16, these are the first two installed in the nation of this size.

So we're pretty excited about them.

Um, I I drove through KZ the other day.

Um, we're we're getting ready to do a project right next to it where we're kind of relandscaping that area as part of our uh you know, turf removal uh requirements.

Uh but even then I saw somebody, even though it was taped off with caution tape, I saw somebody out there working on this thing.

So it was pretty great.

I think that is great thinking and great work, and thank you very much.

Uh just a question about those um exercise pods.

Are there instructions on how to use each of the activities?

There's a QR code up there, and you can just kind of click on that, and it gives you it gives you workout plans and all that.

That's great.

As a tracking app and those kinds of things to try and help keep you motivated and all that.

You can uh as I understand it, you can link socially with your friends and kind of see how each other work out and all that kind of stuff too.

So that's really cool.

When you guys plan on, you say you got them going to some more parks.

So do you have a schedule on where would where wouldn't we end?

So the next two that we uh have in the works are actually being designed through uh two renovation projects that we have going on.

Um you may recall in previous discussions.

I gave you some updates on uh some renovation projects that are in design.

Uh Wildwood Park uh in Ward 5 is one of those parks where we are converting some asphalt area into one of these spaces.

Uh we're also doing things like uh refurbishing the basketball court that's there.

Um we will likely come in after the fact uh with our trades crew and replace the play structure in the next year or two.

Uh and then we're also replacing, I think it was a tennis court with a skate park area.

So there's some renovations going on there and and in the design because we knew this was a route we would like to take for uh free fitness opportunities to our community.

We did actually request that they build that into the design.

The other one that we have in motion right now is the Here's Park renovation, also in Word 5.

And so that one, I believe may be getting one of the pods.

The wildwood will get the traditional 32 by 32 uh full size uh court.

How do you go about choosing which park that receives these?

It's really about the other amenities that we can couple with it.

So we're looking at doing with here's park, we're looking at doing a walking path around what will be um a turf space that we can put sports on that people can come out and you know do their soccer practices or flag football practices and so on.

Excuse me.

So because we have that walking path in the design, we felt that the pod would work well.

Um we also you know, we're we're working on several different things with here.

Um including, you know, uh reworking some of the parking and and that type of thing.

And so we're we're limited on size.

So the two actually go really well hand in hand with using the smaller footprint.

Uh Commissioner Cornwell, did do you guys plan to put shade over them at any point?

Uh, and I'm glad you asked that question.

So as I mentioned, uh so our first fitness court was installed in February of 2020.

Right.

So good time to start putting an outdoor fitness space because it's like we're it's like a prophetic kind of a thing, right?

Um because that's all you could do is be outside.

Uh and when that happened, there was not a shade option.

Um in those five years or so, almost six six years.

Uh the company has kind of gone back to the drawing board.

In fact, the footers we poured for the brand new two include footers for a shade amenity that they have designed specifically for this fitness court.

Um, they're finalizing the design on the pods now, but because the the fitness court itself has been around a lot longer, they've been able to get that one going.

And that one actually has been installed in several locations.

So yes, that is the plan is to uh as we're growing out, also try and come back and do some retrofitting.

There may be a little bit of touch up that's going on, but as I understand it, the vast majority of the construction and the renovation is complete.

There's been a lot of questions on that park.

And because of the unique history of that park, I think it would be appropriate for the city to toot its horn on that and uh recommend some type of uh documentary or something to let the public know that the park is open.

We appreciate that.

Um I got a preview of a video that's coming out that will actually be talking about some of the paths and and trails that go through KZ.

Um they have some drone footage, they have some footage from their bikes and they're they're talking their way through it and and talking about the parks the and the trails that go along through that area.

Um that's just one that's just one item in the in the rollout of many to come that uh we'll be putting out in cooperation with our communications department.

Uh if you go on to the city's YouTube page now, they'll actually you can actually see the majority of our community centers with a drone flight through.

So you can see the amenities, you can see where certain um, you know, the ballroom at East Las Vegas or the gym at Veterans Memorial, those kinds of things.

Um they're available for for the community to actually watch, and more of that type of content will be rolling out soon.

Oh, we'll move on to agenda item number seven, a report by Lisa Tover, recreation manager regarding recreation and center updates all words.

Good afternoon.

My name's Lisa Tover.

I'm the recreation manager.

I wanted to share an upcoming event we have on Thursday, May 21st.

It's our 90 and up banquet.

So City of Las Vegas residents who are 90 and up plus their guests can come to a luncheon that we have every year.

It's a really great event this year.

I'll be at Doula.

It's really cool to see all of our 90 and up seniors that that are with us, um, how long they've been married, some have been 50, 60 years, how long they lived in Las Vegas.

So that's a really special event that the staff have been putting together.

And then I wanted to share an update with you.

Um two years ago, we updated our fitness membership program.

What you're seeing on the screen isn't even all of the options prior to 2024 that you could get for our fitness passes.

You can see it's very complex.

Everything was a la carte.

So if I wanted to use the fitness room at Doula and also play pickleball or table tennis, or all three, I'm paying 50 plus a month.

Um, and I couldn't go to any other centers.

I can only use it at Doula.

So in 2024, we switched to like a universal fitness membership model.

It was a one price.

I got you access to uh most of our fitness classes, the fitness centers, uh pickleball, all of our fitness amenities essentially, and you could use it at any location.

So it really streamlined it and increased access to fitness for the community.

So it's been two years that we've had the new passes, and we've had really good results.

So we've not only sold more memberships the last two years, we've had more scans, so more visits of people actually using the fitness amenities and actually an increase in revenue as well.

So that's been really successful with streamlining that program, uh, making it more affordable for most people who are using our fitness centers, and we've actually seen an increase in revenue.

And that's everything I have.

Yes, so I was elected as is it future president president elect.

So um it's that's a three-year term.

It's president elect current.

What is it?

President and then past president are the terms.

Um we have a new member at large, Jordan Duncan, who's in our adaptive recreation unit, and then Pat O'Mara is vice president.

Yeah, is stepping in and filling in a vice president role.

So his is a one-year term.

We're working on a can contract um with the AC Symphony Hotel in Ward 5 downtown.

So we're looking forward to bringing uh parks and rec professionals from all over the state to downtown Las Vegas.

Uh that's gonna be held by the city of Las Vegas at the Pavilion Center Pool to hire our lease swimming pool staff for the summer pool season.

Um definitely want to check that out.

And then coming up on May 25th, it'll be a memorial day ceremony that starts promptly at 9 30 a.m.

Uh at Lake Sahara South Park, uh 3300 Lake South Drive.

Um, that's in part with uh ward two councilwoman Kara Kelly and Nevada Post 76 Spirit of Freedom Legionnaires.

Invite everybody to attend that event on Memorial Day.

Uh Patomara, Deputy Director.

Um I'm speaking here because we didn't get this onto the agenda in time.

Uh as many of you know, we have our uh CAPRA visit coming up soon for our accreditation.

Um we had hoped to certainly give you a more in-depth review or or update uh next month.

Um as our review uh as our visit will have just happened.

Um but there are a few things that are coming up that I wanted to make you aware of.

Uh first, we we originally had been planning on the week prior to Memorial Day.

We've run into some scheduling conflicts, so we will be having our visit on Tuesday and Wednesday just after Memorial Day.

So I believe that that is the 26th and 7th.

Um we would like to um I know not all of you will will be able to uh attend, but in order for um the the visitors to meet you, there will be an invitation to come and join us for breakfast on one of those two mornings.

We're still working out our full schedule, um, but we will be sending you an invitation um for that.

Uh if you're available, we would love to have you.

Um certainly no business we'll be taking taken care of for the board or anything like that.

Um, but it would be an opportunity for you to meet the visitors and for them to um meet with you and just talk to you guys a little bit about your roles on this board, those types of things.

Um so Ashley and Rebecca will uh make sure that all of you get that invitation once we get that fully dialed in.

Um we are certainly working very hard to make sure that the questions that they're answer that they're asking are answered in a timely fashion.

And uh we had a meeting with them yesterday uh and started talking about travel planning, so that's that's positive.

Um anyway, so I just wanted to provide that little update, and we will certainly um try and put something on the June agenda to give you uh an update on how we did.

Um we won't know for sure, but we'll at least be able to debrief you on the visit next time.

Um I'm just gonna read it as it came to me, and this is to all the board members and other people involved.

Uh hello, my name is John Arthur uh Perrazzo.

I live across from Lorenzi Park on West Washington Avenue.

Uh Chair Becker, Commissioner Gerbery, thank you for your service.

My wife and I want to extend our appreciation for the speed.

Limit feedback signs in front of Lorenzi Park along the east and westbound Washington Avenue.

Uh the street is much more peaceful and there are less drag races.

The exhibit uh exhibitions of power.

I have previously considered suggesting squiggly lines along the uh asphalt to encourage safer driving.

But these dynamic speed mirror signs are much clearer and would likely be more effective.

It seems to me that um just a friendly nudge we needed for um to co uh to cooperate for our best one in all.

As some of you know, I launched a Facebook page of Florenzi Park before the last remodel.

And just so everybody knows that's uh that was actually a citizen fan page uh that he had created uh for the city.

And at that particular time, I called that out as one of the best practices if we had citizens that wanted to do something like that on their own.

Um but unfortunately, due to technical difficulties, he was unable to log into his Facebook for the last three years.

Uh but he he wanted us to all he's he said all of us should know that this page has three and a half thousand followers uh with 48 following directly and 90 percent recommendation rate out of 315 reviews.

He also recently purchased some plies from Lowe's, a lamp socket, conduit fitting, and a pole chain switch to help with some home maintenance.

Thank you for letting me share.

And that's really to credit of how the city can work with citizens and the commission together to not only get things done but kind of like have the kind of uh quality of life that we're all looking for.

So hopefully that inspires you all.

So I know they're gonna be happy and uh when they see the slide, it make a huge difference for them.

And I just want to say also thank you for the uh park and recreation at City of Las Vegas for making the excuse me.

I have a flu uh for making a difference for that area.

That's why I wanted to say thank you.
