On June 4th from 7 30 to 9 30 at Portnoy Gallery, renowned sculptor Michael Blair Davies is doing an exhibit of called Creaction.

It's a show of selected artworks, slow motion arts.

It's like going into out of space and things that move and go different directions.

It's absolutely livening up my gallery.

So that will be on June 4th from 7 30 to 9 30.

And there'll be food and drinks, etc.

I would like to invite everyone to the opening reception next week on May 27th at the Chamber Gallery.

For the opening reception for Six Ways of Seeing, our newest Nevada Arts Council newest traveling initiative exhibition, the Sixth Way of Seeing showcase our fiscal year FY25 Visual Arts Fellows.

And it will kick off our conference intersections that will happen May 27th to May 29th.

I would also like to invite everyone to uh our gallery opening for an exhibition at 33 Gallery called Sisterhood.

Um it's a moment of liberation and communion.

Um it's open and free to all.

The show will be up from June 5th to July 31st by appointment only.

I wanted to invite everyone to our live arts dance performance on Saturday, May 23rd and Sunday, May 24th.

And that is at the West Las Vegas Theater.

Our second event is on Thursday, May 28th.

Saya at Cultura is a um a dance performance by the Philippine Heritage Dance Society.

Now we will move on to item number six, a report by cultural affairs staff regarding a monthly summary of current initiatives all wards.

Uh, our team put together recent project updates and highlights on current projects and exhibitions to share with you.

I'd like to uh mention that our next meeting is on June 18th, and then we will be dark on July and August, followed by our annual meeting in September.

Also, I would like to really thank Eric Roberts for volunteering his time and energy as the Ward 6 Arts Commissioner.

We really appreciate your dedication to supporting the arts community and your impact will be felt for years to come.

We are really grateful for your volunteering service.

We left you a little bag on your chair, and we hope to stay in touch.

So thank you for your service.

We would also like to officially welcome the newest arts commissioner, Brianna Anderson.

So help please help me welcome the newest arts commissioner.

Brianna is the chief operating officer at MAD Gallery in the heart of the Arts District, a gallery spotlighting local talent in Las Vegas.

She works to create a platform where local artists can be seen, supported and celebrated beyond the traditional gallery model with a focus on community, culture, and accessibility.

The gallery wants to build and spotlight creative voices shaping the city's evolving scene.

So please let me uh let us all give her a round of applause for being part of the Arts Commission.

This is Parker Recky Johns for the record.

Our AMP Gateway and Arts District Public Art Project is coming along.

Five out of our ten artists have completed their cabinets, and you can see that above.

Andrea Pavlov's Chala Escobar and Nathaniel Benjamin, pictured from left to right.

Our remaining artists will be painting through the month of May and into June, and the project is expected to be completed on time and within budget.

Additionally, Sasha Rezin has completed his portion of the AMP Ward 4 Cheyenne Av project.

Please see some of his finished photos or drive down Cheyenne to check them out.

We're currently working on we're currently working with another artist on the remaining four cabinets in the project and hope to have contracts going through the summer.

We are also continuing to work with the artist that was selected for the Arts District Garage Mural Project.

We're very close to executing that contract, and hopefully we'll have the designs to share with you at our next meeting in June.

This is a juried exhibition with a chance to be selected for purchase to be part of the city's permanent art collection.

If you have any artists that you think would be a great uh contribution, have great contributions to the city's permanent art collection.

I please um would ask for you to share this call to them.

The call closes in July.

Artist Lee Lanier is making great progress off site, fabricating the panels to go along uh with this mosaic mural.

And yes, he has currently finished his first milestone working towards the second.

And Harmonic Ascension by Cliff Garden Studio was successfully dedicated on May 7th.

Um, I just wanted to highlight that this project has represented many, many years of collaboration.

Um, I'd like to thank all of the departments that were involved public works, purchasing and contracts, building and safety.

Um, it really took a team over almost almost five years from the beginning to the end.

So it's really great to see this project fully installed, and we just have one item left, the final building inspection to be approved, and then the project is complete.

Yeah.

Our team conducts routine condition assessments and inventory reports on items in the public art collection.

We always uh welcome members of the public to report any concerns related to conservation, maintenance, or vandalism by contacting us.

Um I'll highlight a few of the maintenance projects we've been working on.

Um in the past few months, we've worked with RLA Conservation on routine cleaning of radial symmetry.

Uh, we also worked with them uh to work on um the living black pillars uh by Chase McCarty at the Historic West Side Legacy Park.

Um, and then we continue to work on graffiti abatement uh with our vendor Omero Hidalgo, um, focusing mostly on the arts district, um, a lot of our AMP cabinets.

So he's been hard at work on that.

Also, uh, we are working with artist Jesse Smeagle to restore Snowball in Vegas, the beloved cat sculpture in the arts district.

So Snowball has been uh deinstalled and is currently um in Jesse's studio.

Um he's undergoing some minor repairs, and we'll get a fresh coat of paint and a thorough uh anti-graffiti coating.

Snowball is scheduled to be reinstalled at his home location at the corner of First Street and Gas Avenue in early to mid-June.

And we've also worked with uh maintenance vendor Eric Polowski to complete slate repair and routine cleaning on the Southern Nevada Law Enforcement Memorial by Adolfo Gonzalez.

I am pleased to announce that artist Luis Farillarico has signed his contract for the Wallapai Canyon Trailhead Environmental Sculpture Project.

As you can see, his design will be inspired by the Ponderosa Pinecone and will be situated at the northern portion of the trailhead.

Our project kickoff meeting is scheduled for next month.

Featuring 14 artists, and it will be on display through July 30th.

Um we are pleased to announce that uh an interactive map of our public art collection is now available on the city website.

Um big thanks to our staff member Kimberly Polito and the city's IT department uh for their work on this project and Laura Machado.

So we're really happy to have that.

Um we also invite you to check out Six Ways of Seeing uh on display now at the City Hall Chamber Gallery, and that will be on display through June 18th, and then uh we will have a reception next Wednesday from 5 to 7 p.m.

Black Vegas is a beautiful exhibition that will be on display through August 20th.

However, if people apply that are out of state, they do have to cover the cost of transporting the artwork to Las Vegas if it's accepted into the exhibition, and then also provide return shipping if it's not purchased.

We'll now move on to item number eight discussion regarding the development of fiscal year 2027 percent for the arts project list all wards.

This is Laura Machado for the record.

I wanted to bring this item to the arts commission so that we could start a conversation now or prior to the annual meeting in September.

So every year we start to build out new projects for the next fiscal year, and that happens typically we start in April and then we finalize everything and we bring it to the Arts Commission in September.

So I'm hoping that if we start at this meeting thinking about what the Arts Commission believes an initiative that would be really important to the community, we could have that conversation.

So the question really that I was hoping to pose to you today so that you could have a conversation or be thinking about it in the next few weeks or months.

Is are there any specific community needs or civic goals that you feel public art could make a real difference?

So when you're in your neighborhoods thinking about the areas that you represent, if it's a specific ward, or if you're appointed by the mayor or the public art and gallery uh program.

Um if you have anything that comes to mind and you want to talk about it now, that would be great.

Um I guess I'll open that up to you and then I'll finish up if there's after the discussion.

This is Commissioner Chirk.

Um, just uh it's always top of mind about exhibition spaces.

Um are there non-conventional spaces that we could utilize within um properties owned by the city that could transform into temporary or yeah, temporary exhibition spaces.

Um just a thought, like community centers, senior centers, rec centers, um, anywhere we can hang art.

I would love to include that and give a pathway to kind of expand the art in public places exhibition that you already have, so we can purchase more art and support more artists.

And of course, um, through NAC, we grant our hanging system.

So if if that is a consideration for cost.

Yeah.

Is this Commissioner Portnoy?

And excuse the cough.

I'm trying to fight through this, but I would love to get involved somehow with all of the sports franchises which are coming into town.

We're slowly becoming not only an entertainment city, but a sports city.

If somehow through context that we all have, we can get to the bill fully, we can get to the mark uh Davis, we can get to the um athletics, we can get to the ACEs, we can get to the soccer franchise, which is coming into town.

Now we have women's hockey, we just got a franchise.

They all have stadiums and arenas they play it, they all have concourses, blank slate walls.

Wouldn't it be neat if we can somehow partner with them and have a traveling art exhibit within all of the sports stadiums in this city?

I think it would be huge.

Uh this is Commissioner Roberts.

Um, one thought I think of successful areas of art, one being, I think a lot of what's been done on the west side artistically has been so successful.

Um I think the art district very successful, obviously, is kind of the nexus.

And I wonder if there's opportunity to find nexus in each ward, artistic nexus in each ward throughout the city, whether that is telling the story of place through art or history or just character.

I mean, I love the Hualapai Trails.

That is so Summerland, so much part of that neighborhood, that type of art there.

Um, but I wonder if something that could be codified through future years that could it's gonna take years to build things up, so to get it down uh in a system might be helpful.

This is Commissioner Cliven.

Commissioner Clevin, um Commissioner Roberts as the ward six representative.

I wonder if you are already thinking of maybe a location in your area.

Yeah, to me when I when I think up there, Thule Springs always looms so large um in that that corner of town, um and there's so much development happening.

I know for a time I tried to see if we could do anything about developers chipping in for more art in in those communities.

Um I'm still um keen on that idea, and I'll just push from a different angle at this point.

But um, I think we can do so much uh with what is already there and just the city being the place that ties it together, kind of that the ability to bring it all to uh to a celebrated point.

Hi, this is Commissioner Vitone.

Um as we talk about the development that's happening all over Las Vegas, but specifically in Ward 5, um we have a lot of conversations in the community and with councilwoman um when we consider the idea of preservation of history, and so that's not really a solid thought really, but it is a consideration.

I think we have to maintain moving forward, being a city that's um used to um demolishing and kind of just repairing and um coming which which sorry let me backtrack.

Also very excited for the future and the potential that it has um for the city, but also with that in mind, making sure that we're honoring the past in that way, and so that's the first thing that comes to mind.

I really appreciate this feedback.

I'm gonna um make notes and then see where I can find a connection between the projects that we've already identified and the comments that you've made.

So um when we're working in different areas, uh like Commissioner Vitone just mentioned, I know we have a project coming up in ward five, um, and it would be great to have a connection with historic preservation and the percent for the arts fund.

So I think there could be a a a partnership there.

So I'll probably reach out to you about that, and so that we can like more fully develop these projects, and then um I'll have to continue to think about the sports and identifying areas and specific wards where we can work with developers.

That's probably a conversation that we would have to have with planning.

Um then the exhibition space.

I know that we've identified um an additional space in one of our community centers through uh Commissioner Galati.

Um, but I'll keep that in mind.

If I'll I'll say this, if you guys think uh go back and you know, are thinking about your areas, and if something else pops to mind, if you could reach out to me and we can talk about how to develop the project in order to present it in the September meeting, we can fully form, we can do scoping, we can do budget together and identify any issues or you know, pluses or or minuses of the project idea, so that this commission feels more engaged in the process rather than us just having a list of projects that you uh approve.

So if you go home, think about it, feel free to reach out to me and we can build those together.

Um so that's really um what this agenda item was to address, and hopefully you can think about it and reach out to me, and we would love to work um with the commission to make sure that we're addressing each area.

Um, and if there are no questions, I think that's the end of the this item.

Madam Chairman, just a quick comment.

One of the things that I I think is so important about public art is let's try to get it where the most people are.

You know, we we in in the different wards, you know, there are centers and hubs of activity, and then there's lots of other places as well.

If we could focus on these places where the most amount of public are, I think we'll be a lot more successful at that getting more advocates for the arts.

Commissioner Anderson, I do have a question.

The months that we are dark are is anybody communicating and still talking or meeting.

Um so we don't have a specific meeting set for July and August.

And the Arts Commission, there is a so if there is a quorum, it's actually the arts commission is not allowed to meet as a group unless it's properly agendized.

And I think the city attorney can uh maybe provide more information on that.

Um, but um I believe the arts commissioners can meet in groups of two, one or two people.

Um, but yeah, no, in July and August.

Uh, but if you're thinking about projects, we are continuing to work so we will be here.

Yeah.

This is com oh Commissioner Chi.

Um I know that this team is working with a lot of projects.

I just think maybe there's just more people needs to know about it.

So from a marketing communications to the community, like I heard Laura on M KMPR interview with an artist while I was driving home.

And you know, that really gave a lot of awareness to everybody during drive time from work that all the stuff that you guys are working on.

So for me, I just think it's more maybe marketing communications right now, like the emails are going out, but sometimes those emails can be really long.

You have to really scroll through everything to find out about dates of events and exhibitions and stuff.

So, you know, how I was just wondering how that interview came about because I thought it was excellent, and you were you were fantastic, Laura.

Um that was uh a request for uh KMPR reached out and looking for in more information about public art happening in the valley, and and they've noticed that there's been an increase in public art.

So that that was great.

And I think that our communications team has really taken an active role thanks to Commissioner Cliffin to promote the work that we're doing, and they suggested actually reached out to us about promoting our new public art map.

I think that would be a really great way for people to see, oh oh, this is all of the work that is currently and we we need to continue to build that map, and we're still making uh adjustments to it.

So when you go on there, we're we're updating some photographs, but I think that's a really great way to tell the story of what we've done, something we're already doing, and then promote promote that.

Commissioner Vitone, I have it's a comment, but also more so a question.

Um, when we consider our stakeholders and community that we are trying to appeal to and make sure that they know what's happening, is there any way that we're interacting, surveying, asking questions?

How do we promote these meetings so that people who are involved in the community can show up and ask the questions and tell us what they need.

Um yeah, question and comment.

The last time we we did uh a major survey, it was through the public art master plan, and we had community meetings, we had surveys, and we met with uh arts commissioners, but I think it's a great uh comment, and I know that specific council people hold town halls, town meetings, and it would be great.

I know in the past we talked about having an arts commissioner at those meetings as a representative for this body.

Um I think that would be a great idea, and and we can definitely share that.

Um, and I believe I think that um Jennifer, you probably would know better.

Each council person has a monthly community meeting.

Is that right?

Uh Commissioner Cliffin, and it's not always, and in some cases, some of our council people will have a meeting and then it ends up having to be canceled or rescheduled.

So it's not all of them are on a really regular basis, but their liaisons are available and obviously so are the council person.

So if you have any kind of idea, you I'm sure that they would love to hear from the arts commissioner if you wanted to host some sort of town hall meeting to get feedback from the community in person.

I know we we love surveys, we love the internet, but that doesn't always reach everybody in our community, and it doesn't give them an opportunity to speak up, so a mixture of both is good, and I I like the idea of you know continuing to survey and and serving also to know what people want, but serving to also know if people know about our programs and what we're doing.

So thanks for both of those comments.

I just have one more question for um Commissioner Roberts.

Um, when you talked about the um uh nexus uh of a neighborhood that is artistic, um, is and and we talked about um involving planning and developers.

Um I I guess I I'm totally not familiar with this topic, and I was just wondering if there is anything that we can do within the purview of the commission to encourage an organic like development of an artistic nexus because I I live in Ward Six, you know, it's I I understand what the neighborhood is like, um, and I understand the difficulty of involving developers and planning.

So what what are the other ways that we encourage that growth in in a neighborhood?

Yeah, you know, as I I've I've thought about it, it's almost as if identifying it, providing the opportunity that we've got a plan for the whole city.

This is what we would like to see in these different communities.

Um the outskirts are a little bit tougher because the history there is often sagebrush and things we don't want to talk about from you know the last 50 years.

But um if you I think if you provide the opportunity for developers as they come in and say if you are looking for an opportunity to provide art, you can you can offer them some abatement or some variance in exchange for art on their site, either less parking or open space that is converted, perhaps smaller, something that plays to their desires to save money.

But if we have a plan, so ward six is Thule Springs, but Ward Six is also where Paiute land, First Nation land, meets the city of Las Vegas, and it would be wonderful to see something that pays tribute to that in a more artistic modern way uh rather than the historical way that it has been done in this valley.

Um that art could tell a much stronger story there.

And if if you can define it, I think you can you can provide an opportunity that a developer may pick that up and say, we want that as part of our community within here.

Let me run with it.

What can the city do for me to help defray or offset those costs?

But it's it's just doing that that first thinking.

I think our master plan is fantastic, um, and and gets a long way down that road, but it's just it's it's a city document, it's a government document, and so it can't do all the work for the developer to get them there.

We just need to provide the opportunities of we know what matters to you, which is dollars and cents and um making a pencil at the end of the day.

So, what can the city do?

There's levers there that developers are always looking for from the city that could get help.

It is interesting.

And this is my small question.

I'm also in Ward 6, so but I was not appointed.

Is it is there a way that we could is it okay to collaborate, although okay.

I just wanted to make sure.

So I will work with Danny and hopefully we can still contact you to try to get things moving because I would love to see more art in Sky Canyon.

You know, one of the things that we could probably take the lead on is some more collaboration across departments.

I'm wondering, you know, if you had a meeting with the chairman of the planning commission, a meeting with the chairman of the parks and rec commission and and yourself, you could start to have some dialogue around the agencies or the departments working together more so.

And um, and maybe I mean I'm not sure what we would learn, but I know we'll learn something about that uh while we're doing that.

And and um I I know years and years and years ago when I was on the uh Las Vegas Planning Commission, we had a big issue on Decatur Boulevard where North Las Vegas met Las Vegas.

And I spent a lot of time meeting with the chair chairwoman at the uh Marilyn Kirkpatrick was the chairwoman of the planning commission back then, and we spent a lot of time working about making sure that our development standards um were the same on both sides of that street.

And now that ours changed a little later and theirs changed a little further, but on Decatur, they became the same.

So we would eliminate some of the soft sawtooth streets, etc.

etc.

So I think if you take some initiative, perhaps, and you know, if you want, I'm happy to go with you to do this, but but to have some conversations with these other groups.

We talk a little bit about what we do versus what they do versus what and how we might collaborate because a planning commissioner making uh a suggestion to a developer is a whole lot different than us making a suggestion to a developer.

So um I I think there's some maybe some potential there.

That sounds great.

Maybe everyone come with our ideas uh during this next meeting, and that way we will have a nice agenda to propose to the planning commissioner as well as the other individuals that we can meet with.

Is that work for everyone?

Oh, yeah.

I think we all are sensitive to the fact that the arts district is now the bar and restaurant district, and uh artists have been pushed further and further away.

Now there are galleries, but there's not a lot of studio space, not a lot of affordable housing space.

Um and I know that the city um in the past has tried to make some initiatives through either our art space or other types of programs.

I'm wondering if if you maybe we could have a conversation with economic development or um something, somebody else, and maybe maybe um Laura, you might help guide that discussion.

But um what could we do as arts commission to help get artists back in the arts arts district?

This is Laura Matter.

I'll add that to the item list.

Um I don't know if we are we at the agenda item where we're asking for.

Oh, yeah, okay.

So I have two.

Um I have an agenda item, new projects for FY27 that we'll have on the arts commission meeting agenda.

And um, I'll connect with EUD about um maybe providing some information on their current.

I know they have an initiative that's happening right now for housing in an arts district adjacent.

Um, but maybe that would be a good space to have a conversation.

Um we will also just to let you know, have an agenda item to discuss uh a policy related to AI and the next agenda.

So if you can start thinking about that as well.

Any additional comments.

Um, this is Commissioner Roberts, and I this is probably not the agenda time for it, but I just want to put on the record um how much I've appreciated not just my association with everyone, because I know more about art now than I ever thought I would.

Um, and you are all more artistic than I think uh I am.

I'm just an architect, I do buildings and sticks and bricks, but it's been such a pleasure to work with you.

And I two things on the agenda today harmonic ascension and that map.

Two things that we have discussed for much of my time here that are just such big wins.

So on my headstone will be there is a Las Vegas art map, and harmonic ascension is beautiful and it is done.

Um, I just want to encourage you.

I know it feels like art is not heard.

I know it feels like sometimes art is secondary in our community, but art is the light that is out there.

Art is the difference.

Continue doing the work you do, continually asking the questions.

Um, and it makes a difference.

It's not immediately all the time, but little by little that constant pressure that you apply through your lives through the um the staff and the excellent work that they do, it makes Las Vegas the place to live and the community that we want it to be.

So thank you so much for allowing me to be here and um call me any time.

We definitely will.

I just want to say thank you so much, Commissioner Roberts, for your four years here.

Um I have been really fortunate to work with you the whole time and your perspective and the feedback you've given on all the projects and all of your conversation and your discussion items have been really meaningful, and I think it drives a lot of the reason why we're doing the work we're doing now because over those four years we've developed this because you've been a part of it.

So thanks for your time and your volunteerism.
