I am proud to announce that this month we are celebrating the Theta Sigma chapter of Kappa Alpha Psi Fraternity.

Good morning.

The Theta Sigma chapter of Kappa Alpha Psy fraternity was founded by seven outstanding students on the UNOV campus on June 5th, 1976.

This June 5th, the fraternity will be celebrating its 50th year anniversary.

The fraternity members are committed to uplifting young men through programming, mentorship, and professional initiatives.

Each member demonstrates a commitment to civic responsibility as they engage with local high school students to encourage the pursuit of higher education, career preparedness, and to promote positive lifestyle choices.

To date, the chapter has not only encouraged students to pursue higher education, but also facilitated reaching that goal through scholarships.

Through its efforts, over a hundred thousand dollars in scholarship funds has been distributed to young scholars over the last eight years across the city of Las Vegas.

Also, the fraternity has helped Southern Nevada families with their Thanksgiving drive, uh Gobble for Good, which provided two thousand families with holiday meals and its annual shop with a kappa event that has given twenty, five hundred local children an opportunity to shop for Christmas gifts over the past several years.

For all that this fraternity does for our local and national communities, I believe they are a great representation of what giving back looks like.

Whereas whereas the fraternity has helped Southern Nevada families with this Thanksgiving drive, gobble for good, providing two thousand families with holiday meals over the last eight years and with its annual shop with the Kappa event that has given twenty-five hundred local children an opportunity to shop for Christmas gifts, and now therefore, be it proclaimed that the mayor and the Las Vegas City Council declared June third, twenty twenty-six Theta Sigma chapter of Kappa Alpha Psi Day.

Congratulations.

For our final item, I want to invite Councilwoman Cara Kelly to recognize the city group.

It's wonderful to be here today.

There are few feelings more painful than wondering whether you truly belong.

And there are few feelings more powerful than discovering that you do.

Today, that is what we are recognizing.

Not a slogan, not a political phrase, not a passing moment in a public conversation.

We are recognizing the steady and deeply human work of helping people feel seen, respected, safe, and connected.

Today we are honoring the city's LGBTQIA plus employee committee.

At some point in life, every person asks some version of the same quiet question.

Is there a place for me here?

We may ask, do I belong when we start a new job, or walk into a new room, or move into a neighborhood, join a team, or simply try to show up honestly as ourselves.

And it reaches across age, background, identity, politics, profession, and life experience.

And in a city organization, that matters deeply.

When employees feel respected and supported, they're better able to bring the full measure of their talent, commitment, humanity to the people they serve.

And for more than six years, this committee has helped build that sense of belonging.

The committee's own mission statement is rooted in education, awareness, acceptance, compassion, and the belief that every individual should feel seen, heard, valued, supported, and empowered.

It's about dignity.

It's about connection, and it's about community.

So today we honor this committee not only for the work it has done, but for what it represents.

A city workplace strengthened by respect, a public service culture grounded in dignity, and a community where more people can say, yes, there is a place for me here.

Here I belong.

With gratitude and appreciation, and on behalf of the mayor and the city of Las Vegas Council, I am proud to present a proclamation, which I did not your signatures right on top.

It even makes it more beautiful.

A proclamation, which I'm not going to read, but very excitingly, it declares today, June 3, 2026, as City of Las Vegas, LGBTQIA Plus, Employee Committee Day.

And I'm going to invite up our city attorney, Jeff Jorkek, who's going to uh share with you a few words.

Thank you, Councilwoman uh Kelly and the rest of the city council.

I'm pinch hitting this morning for our great committee leader, uh Jordan Moore, who is at a fire conference in New Orleans.

Um happy Pride Month to everyone as well, and we thank the councilwoman for recognizing this month and uh the honor this morning.

Uh as councilwoman mentioned, the uh LGBTQIA plus committee is one of several affinity groups at the City of Las Vegas.

I probably won't name them all, but uh some of them are the Hispanic Heritage Group, our African American group, and our Asian American Pacific Islander, Native Hawaiian uh group amongst many.

What's interesting about all these affinity groups is they were formed organically by employees.

The employees uh in the city hall basically made these groups happen over the last six, seven years, and they exist today because of employee involvement and activity as councilwoman described.

Uh, with respect to our committee, the LGBTQ committee, over the last six years, uh, this group behind me, who uh really has made everything happen, probably way more than I have in terms of their commitment, involvement and activities and getting out there in a community.

Uh, our committee has hosted trainings, activations, tours, and supported uh various community initiatives, including the Trans Day of Visibility, hiring fairs at the Gay and Lesbian Center of Las Vegas.

We've also worked with the Gay and Lesbian Chamber of Commerce to host events right here at City Hall.

And as Councilwoman also mentioned, you know, the goal was to create an environment that makes all employees feel seen and valued, and that's definitely something that uh we believe the city is doing and is accomplishing uh through all of the affinity groups, including our own.

So again, I'd like to thank this council, uh, this city management team, and all the employees who have been supportive of our group, but I'd also like to acknowledge that the support at the City of Las Vegas has preceded uh this administration and this council.

We've had previous mayors and council people going all the way back to Jan Jones, who uh was recognized just last year by Silver State Equality, all of our city managers, um, Jorge Cervantes, Scott Adams, Betsy Fretwell made sure that the City of Las Vegas was highly rated by the human rights campaign, Doug Selby, and then Virginia Valentine, going back to the nineties.

These were people who've made sure that uh our group and the LGBTQ community has felt welcome for the at the city for thirty years.

So as we move forward, our greatest goal as a committee, uh, speaking for everyone is to continue to be obviously a positive force here at the city and in the broader city community.

Like Councilman Kelly mentioned, none of the affinity groups at the city are exclusive.

They are inclusive.

Everyone is welcome to come in, come to the meetings, and be part of the conversation.

Because the goal is to have that dialogue and to let everyone know what I think we all believe, which is the content of our character, comes down to qualities like uh respect, tolerance, uh, acceptance, and ultimately being patient with one another as we grow as a community and as an organization here at the city.

So we want to thank everybody for this award again, and especially all of our committee members, and thank you to the city council.

We lost somebody very special to Southern Nevada, and I'd like to share a little bit about him before I ask for a moment of silence.

Uh Jeff Scott Roche.

He and his wife Stacy were married on September 3rd, 1994, and then soon moved to Las Vegas, Nevada, so Jeff could begin his career in law enforcement with the Las Vegas Metropolitan Police Department.

He started his career with Metro on July 25th, 1997, and he served honorably for 25 years, retiring in 2022.

In retirement, Jeff proudly served as vice president of security and risk management for the Fremont Street experience, where he greatly enjoyed mentoring and passing on his wealth of knowledge on a daily basis to those that he worked with.

He is survived by his wife Stacy of 32 years, a son Hunter, his daughter in law Bailey and daughter Hannah, his son Cameron and his soon-to-be granddaughter Avery.

The Roche family extends wanted me to say they extend their sincerest thanks to UMC of Southern Nevada, Las Vegas Metropolitan Police Department, and behind the blue and Fremont Street experience.

He will be greatly missed.

And may I call for a moment of silence in his honor.

And this item started out with constituents who reached out and said the speed limit's too high.

We have near accidents.

Uh we started with a traffic study, and at the end of the traffic study, we were able to reduce the speed limit in two spots there by uh five miles per hour, which is definitely going to be better for our community.

So uh just wanted to give a shout out to the residents in the area that when you speak out, the city does take action and the outcomes are positive.

Uh thanks to public works for making this happen for us, and uh we appreciate everybody's effort and keep the communication up.

This is a public hearing to determine the advisability of granting a franchise for communication services, including broadband internet service, broadband interf uh infrastructure access and or telecommunication service to light source communications LLC, pursuant to the purpose, character, term, time, and conditions of the proposed franchise agreement.

This impacts all wards.

This is a public hearing, which I now declare open.

A copy of the franchise agreement was attached to that resolution, which has now been published twice in the Las Vegas Review Journal as required by the city's charter.

The franchise agreement will allow light source to install, operate, and maintain facilities to provide communications within the city of Las Vegas.

It includes the items you mentioned broadband internet service, broadband infrastructure access, andor telecommunications service.

The facilities installed under this agreement form part of a larger fiber ring being deployed throughout the greater Las Vegas area.

Expanding backbone infrastructure that will support secure high bandwidth data services for businesses and residents in the city.

This is actually a really great day and a great another great thing for the city of Las Vegas.

The initial investment of light source of more than 30 million dollars in southern Nevada helps our city and the entire region become even more connected.

To summarize the agreement, it is a one-year agreement with a possible one year extension.

This is the interim agreement as we finalize our template that we will be using going forward.

Provides light source will pay to the city 2% of its broadband gross revenues and 5% of its telecommunications gross revenues, if any.

Uh, for the record, Arcelia Barajas, Director of Neighborhood Services, and I am here with our neighborhood partners fund board chair Elizabeth Becker and our vice chair, Matt Tramp.

And they will be presenting to you on the fiscal year 2026-2027 NPF board recommendations.

But before that, I just wanted to share a brief introduction on the program.

Um, so the neighborhood partners fund has provided provided funding to neighborhood association, homeowner associations, and business associations since 1998 and is open to all wards.

Um, this program helps build community by supporting the volunteer for volunteer efforts of the associations.

The volunteers design and implement their programs where in or projects in the communities where they live.

The city encourages projects that provide physical improvements or that improve physical improvements, public safety, and as well as cultural, recreational or educational programming.

Associations can apply for up to 10,000 now for public safety, physical improvements, and in community engagement projects.

The associations match their grant requests with volunteer labor and also contribute in-kind donations and their own funding.

The match leverages the funding that the city provides to the neighborhoods.

Now I'll hand it over to our board representatives to share their recommendations for this year.

My name is Elizabeth Becker, and I am the award for neighborhood representative and also the chair of the 2026 2027 Neighborhood Partners Fund Board, commonly called NPF.

And with me is our vice chair Matt Champ, Matt Tramp.

It has been my great pleasure to serve on the NPF board for the past few years.

Neighborhood and homeowners associations come forward each year with exciting projects that we would like to share with you for this year.

And I'd like to take a moment to thank my fellow board members for their participation.

This board is comprised of six city staff members and seven neighborhood volunteers that are appointed by the mayor and council members.

The members evaluated each project and have made recommendations for city council's consideration for approval.

And firstly, I would like to thank Vice Chair Matt Tramp for his perspectives and guidance and also his long tenure on the board.

And I would also like to recognize the other NPF board members for their thoughtful deliberation in this process.

And if board members are present, would you please stand as I call your name?

And then I think the next slide lists people's names here.

All right, so Mayor Berkeley's representative Vicky Quinn.

The success of the MPF program requires extensive outreach to the hundreds of neighborhoods within the city of Las Vegas.

And that outreach requires a well-coordinated effort by neighborhood services, the council offices, and the Office of Communications.

The board would like to thank them for promoting this program through emails, social media, ward newsletters, press releases, and meetings with potential applicants.

And finally, the board would like to thank each of the associations that applied.

This year we had more applications than we had money, so we really had to have a very active discussion about how to allocate these funds.

And now I would like to invite Vice Chair Tramp to present our recommendations.

Good morning, Mayor and City Council.

For the record, I'm Matthew Tramp at 2606 South Durango Drive, Las Vegas, 89117.

I am the vice chair of the 2026-27 Neighborhood Partners Fund Board.

The board recommends awarding the neighborhood partners fund funding to 17 associations for the fiscal year 2026-27.

The projects fall within the following categories with some crossover.

Eight neighborhood improvement projects, four public safety projects, seven neighborhood engagement projects.

For Beverly Green Neighborhood Association, we awarded $4,000.

Buffalo Coalition Neighborhood Association, 4,000.

Copper Palms Homeowner Association, 6,000.

Crestwood Neighborhood Association, 6,000.

Francisco Park Neighborhood Association, 4,000.

Fremont Street Loft Homeowners Association, 5,000.

Glenn Heather Estates Neighborhood Association, 5,000.

Grant Entries, Neighborhood Association, 7,400.

Hillside Heights Neighborhood Association, 6,000.

Hillstone Estates to Association, 4500.

Hundredge Neighborhood Association, 6,000.

Mayfair Neighborhoods Association, 3,000.

Palomito Gardens Homeowner Association, 2,200.

Rainbow Family Park Neighborhood Associations, 5,000.

Rock Springs Vista 3 Homeowners Association, 6,400.

Westside Community Neighborhoods Association, 3,000, and Winchester Maintenance Corporation, 2,500.

The grant total is $80,000 with a total match of 188,000 $382.09 cents.

These enthusiastic associations applied for the neighborhood partners fund to address critical neighborhood issues, build upon their sense of community, and generate greater volunteer improvement.

We'd like to acknowledge the mayor and the city council as well as the department of neighborhood service directors for contributing to I know I probably pronounced it right, sorry, for continuing to offer community programs and opportunities to help improve the strength of our neighborhoods.

R-392026, discussion for possible action regarding a resolution, approving and authorizing the execution and delivery of transaction documents for allocation of new market tax credits from the Las Vegas Community Investment Corporation to LVCIC sub-cdE 12, LLC, for the purpose of expanding and operating the property located at 1581 North Main Street, commonly known as the Recuperative Care Center, and ratification of related actions by the City of Las Vegas, its officers and employees.

Yes, good morning, Mayor, City Council members, Dina Babski, Director of Economic and Urban Development for the City of Las Vegas.

I wanted to give a little background.

So the Las Vegas Community Investment Corporation, as you may recall, received uh over actually 100 million dollars over the last two years in the new market tax credits.

And so we've done so far two projects with the first allocation, and we're bringing forward a third project where Las Vegas Community Investment Corporation is allocating 21,800,000 in New Market Tax Credits to a project located at 1581 North Main Street.

As we all know, this is our brand new recuperative care center that is currently under construction.

Uh a building over 30,000 square feet that will provide expanded services for our most underserved and vulnerable community communities, residents.

So the deal structure that we're presenting for the New Market Tax Credits, uh, the Investor is Valley National Bank and it is the purchaser of the new market tax credits.

The total project cost to construct this building is over 21 million dollars.

Therefore, New Market Tax Credit Allocation is for the full budget of the project.

10 million from that is coming from last year's allocation, and the other 11.8 million from the uh the 40 million dollar allocation we received for year 2425.

Uh this specific uh project is located in a in the census tract of deeply distressed communities, so therefore it truly aligns with the uh with the goals of the CDFI fund as well as the LVCIC.

Uh given that it is a health care facility, it is also in alignment with our two priorities for the organization, which is health care and education.

After the uh investment of 21.8 million, the actual project funding uh that will come towards the project budget is 5.8 million dollars.

Well, um Mr.

Nauer, would you care to tell us about your project?

Yes, thank you.

Um first, Tristan is gonna orient you to the property of where Summerlin West is, and then I'll I'll let you know what the project is about.

Okay, so right here we have the 215, and this is the Summerlin Parkway, and then this is Sandstone, and this is Grand Park, and this is the hundred-acre lot that is Grand Park.

Thank you.

So we're here this morning, and very much appreciate your staff.

Uh Mike Jansen and his team are wonderful, and they recognize that master plan communities like this that started back in 1997 was our first agreement with the city, do evolve as time goes on, and um Howard Hughes is wonderful at adjusting with the times and making sure that they're doing the right thing, not only for the city of Las Vegas, but also the residents of Summerlin.

So this agreement has some changes to the public facilities and as well as the amenities within Summerlin West.

This is, as she mentioned, Summerlin West within the city of Las Vegas.

Um the highlights are there will be a there's already an existing fire station located right here off of Far Hills.

Um that's the one fire station in Summerlin West.

Summerlin will be doing a second fire station located right here on the west side of the development.

Um that is in the agreement where Howard Hughes will pay for the land, the fire station, and equipped it fully.

The specifications of that fire station are in this agreement, and that will happen within the next four years.

So that's exciting to add a fire station.

There's also language about a potential third fire station if it's warranted in this um Summerlin West area, and so there's parameters in the agreement about how we determine if that's necessary and where that will go at a later date.

So that's exciting and very important.

The safety, obviously, um, of not only Summerlin, but also the city of Las Vegas.

Also, the amenities, um, as Tristan mentioned, there's a hundred-acre grand park in this in this Summerland West area, which is very cool.

Phase one has already been developed with some ballparks out there.

Um, it goes up the mountain, sort of terraces up the mountain.

The major modification to the design standards will allow for some different uses in those parks for some lounges, coffee shops, some micro retail is is the term I believe Summerlin is using.

Um, so that major modification allows for some flexibility with the uses and just to activate that park in a different way than what you've seen, which is really cool, and again, part of Summerlin's evolution as their development moves forward.

Those are really the two main highlights in the agreement.

Again, we very much appreciate Mike Jansen and staff working on this for months with Howard Hughes' team, makes it sound simple as we stand up here, but it's a lot of work to get to this point, and your team's phenomenal.

So we very much appreciate them.

I know Matt wanted to say a few words briefly before we'd ask for your approval.

Uh, very pleased to be with you here today.

Uh, as Stephanie mentioned, uh, master plan development uh is at its best when it's in partnership uh between the developer and local government, and this is certainly representative of that uh the certainty we need to move forward with millions of dollars every week in investment, uh, but also the the willingness to partner and continue to refresh and revisit these agreements as new community needs emerge.

Adoption of this uh item today represents an additional tens of millions of dollars in public safety infrastructure over and above what our current development agreement requires.

It uh represents tens of millions of dollars in new park investment from Howard Hughes over and above what our current development agreement requires.

Uh it also represents uh a clear desire uh and willingness uh of this current leadership uh under Mike Jansen uh to find ever more efficient uh and fiscally sustainable ways to operate uh these key pillars of community while the city uh is navigating some unique fiscal constraints.

Uh so I'll I'll just uh take a brief moment to wrap up and say thank you to uh to Mike Jansen, uh to Chief Gray, Deputy Chief Stoney, uh Gillian Sager Blown, Pete Peter Lomesteen, Tim Hacker, all of those who have been involved in this conversation over the many months, and uh it also is a great reminder that we're in great hands into the future as the city just continues to demonstrate it has amazing uh bench strength and a really deep team.

Uh and we have a great deep team with us here today representing um what what's next for Summerlin West in our community.

Um one of the things that has always impressed me about the Howard Hughes Corporation is they've stayed very consistent through changes in leadership, uh, changes in, I don't even know the nuances of changes in ownership, but as it's gone through, very consistent in their commitment to excellence and how they've been developing Summerwind, how they continue to do that, as well as their commitment, a very strong commitment to their community, which is our community.

I also love how intentional they are about their work and about what they do.

And I think the um agreement that that we have come to between the city and the Howard Hughes Corporation is evidence of how things change and evolve, that we too can do so and and work together as partners to meet the needs that the city of Las Vegas has, as well as working with the Howard Hughes Company corporation, pardon me, to meet their needs and what is in part of their vision in the development.

Um so I it it it I as I have have had the chance to reflect over my career in the times that has said um stayed very consistent.

I think it speaks incredibly highly of its leadership of the the folks who who represent them and are here today, and I'm confident that they're going to be uh a very collaborative partner still as we move forward.

In 2013, the Mormon Church paid $32 million settlement in child sex abuse cases.

By the way, a lot of these churches have sexual misconduct and molestation liability insurance because there's so much sex abuse in a lot of these religious organizations.

By the way, which is also an abomination, according to the Bible.

Uh the reason why we're requesting that stop is because the current stop is several blocks away.

Uh we have spoken to a lot of uh businesses in the neighborhood that would like to add this extra bus stop so that way it'll increase the traffic and also to be able to provide the people that are visiting our city in the Fremont area access to be able to come to the museum uh and not have to worry about you know trying to find transportation to get to the arts district.

Uh so we would like to uh see how we can have this added to the agenda so we can then propose uh for the city to work with us on how we could add this bus stop uh to the downtown loop uh transit uh map.

Open the door, let the person in.

But no, the bus driver and the security guard were running off with the mouse.

Boom, he backed up the bus and pulled off.

These are a whole pages full of the disrespect and the discrimination that we the people receive from the bus to the RTC and the city.

Recently I had the opportunity to attend Chill with a cop alongside Summerlin Area Command new captain, Ransom Beza, and his officers from the Las Vegas Metropolitan Police Department, as well as residents from across Ward 2.

This was fun.

It was in inside a 7-Eleven, and if you came in and would agree to follow Metro, then you were you were able to get a drink and uh piece of food.

We spent it what was funny because there's so many cops and there were so many cop cars outside.

I suggested maybe next time they park around the corner so it doesn't look as you drive up that maybe it's being robbed.

But um it was a lovely opportunity to meet many constituents, and we had a lot of fun.

They're important, I think, for building the strong relationships between law enforcement and our community.

And I got to learn more about uh the efforts of the Summerlin Area Command.

The Veterans Memorial Summer Camp.

These are the amazing camp counselors, and I treated them to a pizza dinner and personally thank them for all the hard work they put into serving the War II families.

This uh program is again completely sold out, which speaks to the outstanding reputation these counselors and staffs have built over the years.

There were there were two counselors there who were in their sixth and seventh year being counselors, uh, and what just a delightful group of young people.

It continues to be the one of the very best summer camps anywhere in the valley.

I was at the Dream Graduation.

It was my first dream graduation.

Really an incredible program.

I was honored to both attend and speak.

And Dream stands for Discovery Direct Empower Advance and Mentor.

And this program truly changes the lives of the kids who participate by providing mentorship, guidance, positive opportunities.

I want to thank the officers and mentors and family who dedicate so much time during this.

I think it was 12-week, could be 16-week program.

Um was really a special opportunity.

And finally, I was honored to participate in it along with Nevada American Legion Post 76 and other veterans, community leaders and residents from across War II.

Uh, with a ceremonial wreath laying on the waters of Lake Sahara was a powerful reminder of the brave men and women who made the ultimate sacrifice in service to our country.

Memorial Day gave all of us an opportunity to pause, reflect, and express our gratitude for the freedoms we enjoy because of their service and sacrifice.

And I was particularly pleased that my uh natural inclination for clutziness did not have me falling into the water, which I was certain that I might do.

And before we wrap up, I also want to highlight a few important upcoming events and thank my fellow city council folks for uh helping me promote the active 55 in adult fraud can happen to you event on June 11th, as well as we are very excited.

We're beginning, you know, the the uh Vegas for Athletes Summer Games are coming, uh mostly in Ward Two, and we'll be kicking those off uh week after next.

And um, so very, very excited about that.

And then let's see, we're looking.

Last month we were pleased to attend the 90 plus banquet event, a celebration that the city has been hosting for 33 years.

This special tradition brought together over 70 senior seniors who are at least 90 years old, totaling more than 6,000 years collectively of history, stories, and love.

A big thank you to Nate Tannenbaum from 8 News Now for being a fantastic energetic MC, and thank you to Pink Box Donuts for provide providing some sweet treats.

We had a relaxing time at our recent connector yoga in the park event at Gil Creest Brothers Park.

We even had residents from Henderson traveling to join us.

Thank you to Mitch Menick, a Ward 6 yoga teacher for leading our class.

To recognize those who gave the ultimate sacrifice for our country and for our democracy, I was honored to share a few words at Bunker's Funeral and Cemeteries Annual Memorial Day service.

I also attended Sky Canyon's Patriotic Parade.

A huge congratulations to Caleb Vonk, a Ward 6 resident who received Trail Life USA's Freedom Rangeman Rank and Freedom Award.

He is the first in Nevada to have ever received this prestigious award.

He is truly an impressive young person and a wonderful leader with a service-oriented heart.

We were pleased to visit with the seniors at Silver Sky at Deer Springs as they played some heated rounds of bingo.

Last week I was pleased to hand out roses to our graduates at Arborview and Shadow Ridge High Schools.

Congratulations, class of 2026.

Just want to congratulate all of the graduates we've had citywide from pre-K promotions to middle schools to high schools and colleges and beyond.

And it's always an awesome time and season.

I was honored to participate in the Matter Academy commencement ceremony.

But what's even more amazing and outstanding is that of their over 200 graduates, 51 of them came out with already an associate's degree.

So that is so cool.

I wish I had that when I was going through school, but um back 30 years ago that didn't exist.

Uh, but I'm very proud of all of our young youth that um the future is bright, definitely.

And as you can see, um, they're gonna be amazing.

We just need to make sure they come back wherever they go to college.

They come back to Las Vegas to uh so we can benefit from their talent.

On uh May 28th, uh we were able to take a walk through um a museum that is coming to Las Vegas in the Area 15 space.

It's the Museum of Ice Cream.

So I think all of us are gonna want to go when this opens up sometime in July.

Um, it's looking amazing.

It has so many uh sweet, not just treats that you will be sampling and eating ice cream along the way, but they have amazing things for children and family to do.

So I think you're gonna have to you're gonna have to plan.

Well, it's right there on the other side.

You can just visit your neighborhood on the other side.

Well, ward three, former ward one.

But um, it was amazing to be there with city staff taking a sneak peek of what's coming, and uh it's gonna be really exciting to go there.

I can't wait till it's done.

We saw it half done, they still haven't done it all a hundred.

Um, on May 29th, I was also able to go to a Gipo Academy Senior Signing Day, and it was also inspiring to see this class of 26 basically share their post-high school plans.

And so we got to learn who was gonna go to a trade school, who was gonna go to a community college, who is going to a university, and where in the US they were gonna continue their studies.

So I just want to congratulate all of them and their families for all of the hard work in getting here.

And I had the opportunity to celebrate Odali Sayala, current leaders and training participant and future University of Washington Husky for earning the Millennium and Nevins scholarships to help her make her dreams come true up in Washington.

But I tell her to remember come back to Vegas.

Um, on May 29th, I was able to go to a networking event that was hosted by Cree Edholm, the president and executive director with the Gay and Lesbian Chamber of Commerce.

And um, it was really awesome to host it in Ward 3 with one of their members.

We met at the Office Furniture Concept Store located at 1101 South Las Vegas Boulevard.

And I told the owner Mark Slato, I was so happy he took the space um to convert it into this furniture store because it was a neighborhood Walgreens that everyone was really worried was gonna sit there vacant for a really long time.

But now he has put it back into operation.

So Mr.

Slata sources 50% of his products from U.S.

manufacturers and really tries to emphasize that it's important to buy U.S.

made.

And we all got an off afternoon caffeine boost from SIP Coffee Cafe, who's owned by Char Morgan, and she's also a proud um gay and lesbian chamber of commerce uh member.

And uh it was awesome to see small businesses huddling and getting together, supporting one another, and especially with the upcoming event that's coming uh that they're gonna host out here in the Civic Plaza.

So it was awesome.

Um just want to remind everyone the city is doing lots of cool things during the summer, free child swim lessons, register your kid today.

Um the the registration period has opened, and um hopefully until we are out of funds and ability to uh train children, we will continue to take the kiddos.

So please, please, please check it out.

Um, you do have to qualify as far as uh income and uh just call 702-229-6309.

The classes do start on June 9th, so that's right around the corner.

Also want to put another plug in for our free mobile medical clinic coming up on June 4th from 3 to 7 and July 2nd from 3 to 7.

So these are gonna be two dates where we're partnering with Turo University to help bridge medical service gaps in our community.

Stop by the East Las Vegas Community Center again, save the date for the 4th, which is already tomorrow.

Oh my gosh.

Oh dear.

June is gonna fly by and July 2nd, save the date for uh if you can't make the fourth, come to the second offerings on July 2nd for free medical care.

All right, safekee hiring fare.

Uh I know kids just left the school and we're already thinking about signing them up uh for safekeeping in the falling year, especially with the changes to the school hours.

So I know a lot more families may be in need of dropping off their kids before school starts and potentially having them watched before they get out because of the changes to um Clark County School District's school hours.

So please, we are gonna need people to lean on to help us take care of those kiddos.

So we're gonna be as uh having a safe key hiring fair June 10th and 11th, and um, this is a part-time job.

If you love to work with children, need extra income.

Please don't miss this opportunity.

Uh swing on by and uh just take a picture of this and share it widely with all of the folks you know may need additional income.

Um for ward three, we're gonna have an RDA three meeting again.

This is our second meeting regarding um this next step we want to take for East Las Vegas.

It's June 9th at 5:30 p.m.

And it's gonna be hosted at uh again East La This one is not at the East Las Vegas Community Center, it's at the East Las Vegas Library multi-purpose room on 2851 East Bonanza Road.

So I hope to see many folks come by at 5:30 on June 9th next week.

And last but not least, my last announcement is we're hosting a public safety town hall.

So there's two dates.

The English session is Wednesday, June 10th at 6 p.m.

The Spanish session is Wednesday, June 17th at 6 p.m.

And this is at the East Las Vegas Community Center.

A lot of residents always want to talk everything public safety, and we're gonna have key leaders.

Our new downtown area command captain, Ryan Wiggins will be joining us, and Chief Jason Potts from our Marshalls will also be there along with other electeds for the same areas.

So I hope you guys can join us, and that's it for me, Mayor.

I just want to express my appreciation for uh Councilwoman Kelly.

Thank you for recognizing the LGBTQIA Plus committee and its groups like that that make it possible for individuals like me to have my family.

So I appreciate that.

And uh for me to be able to reach my full potential and to be who I am, it's because of other people's acceptance in this community.

So thank you for that.

And I am announcing Story Slam paper trail.

Story Slam Paper Trail is happening this Saturday, June 6th and 7th at the Charleston Heights Art Center.

It's a night of powerful storytelling inspired by the paper scraps, letters, and documents that shape our lives.

Expect memorable stories about the moments that leave a mark on the trails we carry with us.

And I just want to point out over in the corner here is Jonah Collins.

He's the interning for me this summer.

He's gonna be helping me on some mental health initiatives, and I'm hopeful he'll be up speaking my comments next council meeting because this is not my favorite part of the agenda.

Uh throughout Memorial Day weekend, we honored the brave men and women who made the ultimate sacrifice for our freedom.

Their courage and dedication will never be forgotten.

The Freedom Field at Police Memorial Park serves as a powerful reminder of the legacy of our fallen heroes, ensuring that their sacrifices continue to be remembered and honored.

It was a breathtaking display.

A special shout out and thanks to the more than 150 volunteers who generously donated their time to help plant and later remove over 6,000 American flags throughout Police Memorial Park.

Your dedication made this meaningful tribute possible.

Next up on Thursday, May 21st, the mayor and I gathered at the Southern Nevada Law Enforcement Memorial Ceremony to honor Nevada's fallen officers.

This evening brings together law enforcement families and community members to recognize the courage and sacrifice for those who gave their lives in the line of duty.

I would also like to give a special shout out to third grade student at Mark Carey Elementary, Catalea.

Her remarks on what it means to be a police officer touched everyone in attendance.

She helped make this event extra special.

I made the remark on the picture on the left.

That's the current mayor, and she's in the future mayor.

Yes.

She's great.

Yes.

Um next up on Saturday, May 23rd.

We kicked off summer at our first movie in the park at Tregono Hills Park.

Everyone gathered to enjoy Jurassic World Rebirth.

It was truly a fantastic evening.

I'm already looking forward to our next movie in the park.

On May 20th, we were at Bunker Elementary School's fifth grade promotion ceremony with the students and uh representatives from Clark County School District.

Uh the auditorium was packed.

Uh and families were just so excited to uh celebrate their fifth graders uh who are now going to junior high.

Big deal.

Uh on the 21st, uh, we were at the uh West Las Vegas Arts Center Theater, celebrating the PK pre-K or kindergarten promotion ceremony for Rainbow Dreams Academy.

Also a packed audience.

The babies look so cute in their little caps and gowns.

And it was just a lovely wonderful celebration for the scholars to celebrate their hard work and their dedication throughout the year.

And we are just grateful to the leadership at Rainbow Dreams Academy for just putting a wonderful ceremony together for the children.

On the 21st of May, we were at Doula Community Center with Councilwoman Bruni.

The mayor came after, and we also had someone from Congresswoman Dina Titus's office celebrating Older Americans Month and the beautiful 90 plus banquet.

It was well attended.

And it was just wonderful to hang out with them for a little while and just celebrate what an honor it is to grow old.

On the 21st, we were at Helen Toland's fifth grade promotion ceremony as well, right here in Chambers.

Dr.

Malich put on and her team put on a wonderful celebration.

I was able to say a few words, the young folks and hang out with the principal of Helen Tolin School.

And by the way, Miss Tolen just made a hundred years old.

And so we had a lovely reception for them outside.

And continuing our school theme, the 22nd was the final bell at Matt Kelly Elementary School.

This is a very moving tribute.

They had a wall where people could put a handprint, and this display will be at the new school that is being built at the Matt Kelly location, which is in Ward 5.

This school has been around for many, many years, 1964.

And it's going to get a new building.

I'm sorry, held at the Shack Courts.

First, we were at Paul Mortuary, and then we moved over to Woodlawn Cemetery for our services for Memorial Day.

We were able to speak at those events and just share our appreciation for those who have made the ultimate sacrifice for our liberties.

We know that freedom is not free, and we are truly grateful and respectful for the sacrifices that they made.

He was there in town to deal with some veterans' issues and also joined us to pay his respects.

On May 26th in honor of Older Americans Month, we also did this, I believe, on the 18th.

We had two meet and greets in the neighborhood at the Adeline Klein Barlow Senior Community in the courtyard.

We brought snacks and juice and uh talked to our senior citizens and just listened and provided information for them.

Grateful for Nevada Legal Services who came out with us to also talk to seniors about the changes in some of the federal laws regarding SNAP benefits and just offer support as folks need it.

And a special shout out to Chief Gray and his staff.

They came out with us on the 26th and talked about fire safety with the seniors.

So we were well received.

We're going to be doing more of this, and I'm grateful that our City of Las Vegas departments were supporting us.

And finally, for our out and about, we yesterday was the flag raising for Juneteenth right here at City Hall.

We started off in the Now Cafe with the lovely ceremony and then moved down outside and downstairs for the flag raising.

Thank you to facility staff.

I think his name was Evan who helped us get the flag on the poll properly.

We had Girl Scouts.

Talking about the importance of Juneteenth, the history and how it influences us now and into the future.

So for our upcoming events, June the 5th, that's this week.

33G Gallery, 33G, is opening a exhibit called Sister Hood.

6 p.m.

on June 6th from 6 to 8 at 912 West Owens.

We have there is a vibe happening in Ward 5.

And 33G is a wonderful gallery run by young folks in our community, Chase McCurdy and Samantha Vitone.

Please come out and see what our young people are doing to bring hip cool arts into Ward 5.

We also have on June 6th, the Juneteenth Committee is having the Juneteenth Fashion Fusion Fashion Show at the West Las Vegas Theater.

This event is free.

It should be very exciting.

And to remind our parents that the 2026 Performing and Visual Arts Summer Camp begins June 8th.

This is a stall worth in the community.

It is 30 years we've been doing this.

And we invite the parents to please don't wait to the last minute.

Sign up before Friday so that your kids can start on Monday.

We have all kinds of community performers that will be out in the park.

We will have vendors in a marketplace and air conditioned tents.

Parking is $6 all day, but we will also have a free circular bus from the Doolittle Adult Active Adult Center for those who would like to just park and then ride over.
