- UNLV at Civic Plaza Update: Dina Babski, Kate Corgan, and Constance Brooks-Johnson presented a vision for a 16,000 sq. ft. space on the third floor of Civic Plaza. Proposed features include a Rebel One Stop (admissions, financial aid, career services), makerspace, computer lab, and programs in cybersecurity, small business, and arts. The lease is expected to go to the NCI board in September and to council in October 2026, with a potential opening in fall 2027 or January 2028.
- Appeal of Special Use Permit Denial (Item 40): Hiraya Holistic Recovery sought to operate a community residence for veterans in recovery at 2612 W. Oakey Blvd. The site is within 100 feet of another community residence, violating the 660-foot separation requirement. Staff and Planning Commission recommended denial. The council voted to deny the appeal (motion by Councilman Knutson).
- Child Care Group Home (Item 41): Shannon Davis (Minion Ranch Childcare) sought a special use permit to care for up to 12 children at 5617 Grand Guinness Court. The property is owned by CARE Access NV1, a social impact fund. Neighbors raised concerns about noise, parking, and property impacts. Staff recommended denial, but Planning Commission recommended approval. The council approved the request with additional conditions: hours of operation limited to 6 a.m. to 7 p.m., a public hearing before the Planning Commission at 6 and 12 months, and quarterly meetings with CARE Access, state licensing, and the Ward 6 office.
- Variance for Carport and Sheds (Item 42): Roy Medina requested approval for a carport encroaching into the front yard setback (11 ft. where 20 ft. required) and two sheds that needed painting for aesthetic compatibility. The council approved with a condition to paint the sheds within 90 days.
- Billboard Height and Relocation (Item 48): A request to increase a billboard from 40 ft. to 50 ft. and convert to LED at 1701 S. Decatur Blvd. was approved after Councilman Knutson noted the commercial area and his support.

The proceedings will be rebroadcast on the City of Las Vegas TV, the Wednesday of the meeting at 8 p.m. And also on Friday at 4 a.m., Saturday at 7 p.m., Sunday at 7 a.m. and the following Monday at 5 p.m. This building is protected by a state of the art fire detection and suppression sprinkler system. And we are going out of order from the posted agenda, but I do have some really exceptional students. I want to make sure that they get highlighted and they get their love, and there's a family that has to take off a quarter to 10. So we want to make sure that they are part of the ceremonial. So thank you for your flexibility. And today the city of Las Vegas is geeking out on technology, as you will see from RDA. We had that AI presentation, which I was like, wow, um, never seen that before. And it was really cool to get to see the aspirations that we have for the city in something that we can follow easily and not just have to hear. And then we're gonna do uh this awesome group of students.
