The Las Vegas Redevelopment Agency met on July 15, 2026, at 9:00 AM (scheduled after the RDA meeting adjournment). The meeting included approval of past minutes, two funding agreements for community projects, and a deferral of a redevelopment plan report.

- RA-19-2026 (C VIP Agreement – Bridge Counseling Associates): Dean Babski, Director of Economic and Urban Development, presented a resolution approving a Commercial Visual Improvement Program (C VIP) grant not to exceed $50,000 for Bridge Counseling Associates at 415 South 6th Street. The funds will reimburse half the cost (estimated under $40,000) of constructing a new ADA-compliant ramp to replace a non-conforming existing ramp. David Roback, CEO of Bridge Counseling, stated the organization serves nearly 4,000 clients annually, has treated over 20,000 clients in the last 10 years with no suicides, and noted that 80% of clients are on Medicaid. Councilmember Rooney recused herself due to her board membership with Bridge Counseling. The item was approved unanimously.
- RA-20-2026 (Professional Services Contract – Corporation for Supportive Housing): Dean Babski and Brooke Page (Managing Director, CSH) presented a $200,000 professional services contract with the Corporation for Supportive Housing to provide capacity-building consulting and technical assistance to faith-based and other non-traditional organizations, particularly in the Historic West Side. The one-year contract (through June 2027) will include six in-person training sessions and individualized coaching on affordable housing development. The initiative builds on the city's first Faith-Based Summit and recent EDA grant work. Councilmembers expressed strong support, noting the large amount of vacant land owned by faith-based organizations in the area. The item was approved unanimously.
- RA-20-2026 (Deferral of Redevelopment Plan Report – Area 3): Dean Babski requested and received approval to defer presentation of the Planning Commission's report on the redevelopment plan for Area 3 to the subsequent City Council meeting (Agenda Item 26/41).

The redevelopment agency meeting of July 15th, 2026 is called to order. This meeting has been properly noticed and posted in compliance with the open meeting law. These proceedings are being video recorded and can be viewed live on City of Las Vegas TV on Cox Cable Channel 2. You can also watch the meeting live online and access other city content by visiting Las Vegas Nevada.gov. The proceedings will be rebroadcast on City of Las Vegas TV the Wednesday of the meeting at 8 p.m. and also on Friday at 4 A.M., Saturday at 7 p.m., Sunday at 7 A.M. and the following Monday at 5 p.m. This building is protected by a state-of-the-art fire detection and suppression sprinkler system. If alarms should activate during today's meeting, please evacuate using the exits at the back of the chambers out to the mezzanine, proceed out the double doors to the terrace and down the back staircase. For anyone that has difficulty with stairs, please check with a marshal or fire official for assistance. For public comment related to the items on the agenda, citizen participation and public hearing items, we have available a speaker card which you can complete and submit to the city clerk. A self-validation machine is located in the foyer between council chambers and the security desk you walk through to enter these chambers. You must have your ticket with you to use the machine. If you do not have your tickets, see security personnel when exiting for a validation coupon. We will now move to agenda item number three. Public comment during this board part of the agenda must be limited to matters on the agenda for action. The amount of time any single speaker is allowed may be limited. Please say which agenda item you will be speaking about. All comments made will be cross-referenced to those specific items. If anyone submitted a speaker card or who wishes to speak under this portion of the agenda, please come to the podium, state your name for the record. This is your opportunity to address the agency members, but members are not able to respond or engage in dialogue. You may also address agency members at the end of the meeting during citizens' participation regarding matters within the jurisdiction of the redevelopment agency. Although you are not prohibited from speaking during both public comment periods, we kindly ask that your comments are not uh repetitive. We will set the time at one minute. Discussion for possible action regarding a resolution finding the project proposed by the Commercial Visual Improvement Program Agreement between the City of Las Vegas Redevelopment Agency and Bridge Counseling Associates Inc., located at 415 South Street uh South 6th Street to be in compliance with and in furtherance of the goals and objectives of the redevelopment plan and authorizing the execution of a C VIP agreement by the RDA not to exceed $50,000 from the RDA Special Revenue Fund redevelopment area number one, ward three, Miss Diaz.
