8:25

Good morning, Mayor.

8:26

Good morning, City Council members.

8:27

Dean Abski for the record.

8:28

And with me here today is Mr.

8:29

David Roback, the CEO for uh Bridge Counseling.

8:33

For your consideration today is the C VIP grant uh for the project located at 415 South Sixth Street here in downtown.

8:42

Uh bridge, oh too fast.

8:44

Uh bridge counseling actually is the oldest nonprofit uh in the city established in 1971.

8:50

They provide family and individual counseling and a very well-known uh member of this community.

8:56

They purchased this building back in 2024.

9:00

So uh the this particular VIP grant is going to help them to pay for the ADA compliant uh ramp that's going to be um on street.

9:08

Currently, their ramp is actually it's legal, but it's non-conforming to the ADA standards and it's uh inside the garage.

9:15

So this new ramp will definitely help their clients uh have an easier access to the facility.

9:21

So the after rendering is what you see in front of you is uh the on-street ramp, as I mentioned.

9:26

It will comply with all of the federal ADA requirements.

The funds will reimburse half the cost (estimated under $40,000) of constructing a new ADA-compliant ramp to replace a non-conforming existing ramp. David Roback, CEO of Bridge Counseling, stated the organization serves nearly 4,000 clients annually, has treated over 20,000 clients in the last 10 years with no suicides, and noted that 80% of clients are on Medicaid. Councilmember Rooney recused herself due to her board membership with Bridge Counseling. The item was approved unanimously.
  • RA-20-2026 (Professional Services Contract – Corporation for Supportive Housing): Dean Babski and Brooke Page (Managing Director, CSH) presented a $200,000 professional services contract with the Corporation for Supportive Housing to provide capacity-building consulting and technical assistance to faith-based and other non-traditional organizations, particularly in the Historic West Side. The one-year contract (through June 2027) will include six in-person training sessions and individualized coaching on affordable housing development. The initiative builds on the city's first Faith-Based Summit and recent EDA grant work. Councilmembers expressed strong support, noting the large amount of vacant land owned by faith-based organizations in the area. The item was approved unanimously.
  • RA-20-2026 (Deferral of Redevelopment Plan Report – Area 3): Dean Babski requested and received approval to defer presentation of the Planning Commission's report on the redevelopment plan for Area 3 to the subsequent City Council meeting (Agenda Item 26/41).
