The redevelopment agency meeting of July 15th, 2026 is called to order.

This meeting has been properly noticed and posted in compliance with the open meeting law.

Discussion for possible action regarding a resolution finding the project proposed by the Commercial Visual Improvement Program Agreement between the City of Las Vegas Redevelopment Agency and Bridge Counseling Associates Inc., located at 415 South Street uh South 6th Street to be in compliance with and in furtherance of the goals and objectives of the redevelopment plan and authorizing the execution of a C VIP agreement by the RDA not to exceed $50,000 from the RDA Special Revenue Fund redevelopment area number one, ward three, Miss Diaz.

And with me here today is Mr.

David Roback, the CEO for uh Bridge Counseling.

For your consideration today is the C VIP grant uh for the project located at 415 South Sixth Street here in downtown.

Uh bridge, oh too fast.

Uh bridge counseling actually is the oldest nonprofit uh in the city established in 1971.

They provide family and individual counseling and a very well-known uh member of this community.

They purchased this building back in 2024.

So uh the this particular VIP grant is going to help them to pay for the ADA compliant uh ramp that's going to be um on street.

Currently, their ramp is actually it's legal, but it's non-conforming to the ADA standards and it's uh inside the garage.

So this new ramp will definitely help their clients uh have an easier access to the facility.

So the after rendering is what you see in front of you is uh the on-street ramp, as I mentioned.

It will comply with all of the federal ADA requirements.

Uh the total uh cost to build the ramp is a little under 40,000, so they will be eligible to get reimbursed for half of it.

But as you know, our VIP grants are limited at 50.

So if for some reason the cost end up being high, their total grant will not exceed 50,000 dollars.

With that, I will pass the word over to uh Mr.

Well, good morning.

Oh uh good morning, Mayor.

Uh City Council members appreciate this.

I know I've met a number of you, you've been to our other location as well.

We were delighted to move from a rental property down the street on Alta to this new property and to be able to purchase it, it's double the size, so we can treat many more people here, and we already are.

Uh, we currently treat nearly 4,000 people a year, which is quite a number considering we started with just a few hundred twelve years ago.

In the last 10 years, uh we have had treated over 20,000 clients, and among them no suicides.

So we're really pretty good at what we do.

Uh we are big on training our staff and taking care of the clients.

Most of our clients, nearly 80% are on Medicaid, so they already have a hard start to start to begin with.

But we treat all ages from four to eighties, end of life, what have you, and we treat families as well.

We do a lot of work with family reunification as well.

So thank you for this.

You probably remember our uh very exciting presentation last RDA meeting about the Jackson Street uh redevelopment EDA grant.

So this item uh really uh kind of comes just in the right time following that presentation.

You are aware that uh historic west side uh you know, a lot of the vacant properties are owned by faith-based organizations.

And historically, uh, you know, we have been trying to work and see how we can activate those spaces, but for various reasons, it's been challenging.

Given the momentum that we have uh with the Jackson Street Redevelopment Project and everything else that is happening in the historic west side, uh, we're excited to bring on board uh CHS Corp uh Corporation for Housing Solutions.

Supportive housing.

Support of housing, I'm sorry, pardon me.

Um they will be providing hands-on capacity building support, technical assistance specifically to faith-based organizations.

Last year, uh councilwoman held uh very first annual faith faith-based summit, and the turnout was amazing.

A lot of the uh property owners from the faith-based organizations came to the table, expressed interest and desire in all things that were happening in the historic west side and around the area.

And so this year we're gonna continue with that effort with councilwoman's support and uh Miss Spage's organization will uh again do hands-on uh kind of development, uh, explain to the faith-based organizations the basics of real estate development.

But most importantly, the way this project is ties in into what we just finished with the EDA grant, is the uh graduates from that grant.

If you recall, they brought forward projects on Jackson Street.

They will also receive hands-on one-on-one coaching uh with Miss Brook, uh, with Ms.

Brooke Page to kind of continue their efforts in bringing their project to actual fruition.

Uh the overall project, uh the total contract is not to exceed $200,000.

And with that, I'd like to give the word to Miss Paige to explain a little bit more what her services will be.

Good morning, Mayor and Council members.

Um, Brooke Page for the record, managing director with the corporation for supportive housing.

We are national nonprofit uh with headquarters in New York, but we actually uh I'm a part of the Nevada-based team here local.

Um, and I am appearing today in support of this really important professional services agreement.

We're really grateful for this partnership and this opportunity to be able to bring these services to uh a well-need in our community, uh, especially in the historic west side and and the the communities that that are wanting to develop housing.

Um so first, thank you for that.

Um, and so through this project, CSH will work alongside the city to provide training and technical assistance to faith-based organizations and other community landowners who are interested in learning how affordable housing um happens, what it takes to successfully bring a project from concept to fruition.

Um the academy will provide six in-person sessions covering topics such as organizational readiness, uh, project feasibility.

We'll discuss partnerships, financing, and how to get those dollars to layer in a housing structure, um, construction and long-term operations.

In addition, participating teams will receive individualized technical assistance that hands on just opportunity to build rapport and ensure that projects get unstuck and really figuring out how to get that project to to um the finish line.

And one of the most important outcomes of this effort is building local capacity by helping community organizations better understand the affordable housing development process, we can expand the pipeline of affordable housing here in our community, um, and especially in the city's historic west side redevelopment area.

So we are grateful for the opportunity to partner with the city.

I just want to say I'm super excited about this.

Um we know that a significant number of acres that are available on the historic west side are under the control of uh faith-based organizations.

Traditionally in the black community, um, the churches have been the place that have been the leaders in both civil rights activities but also in community outreach.

And I think this really falls right in line, and I'm just proud of Dean Abski and her team, uh, just the work that you all do, so thoughtful, working diligently to get solutions for our community, and um I support this 100%, and I'm looking forward to the results, which is going to be more affordable housing in the community.

I have a couple of questions.

Um, is this an annual contract or is this a contract?

Like what's the period of performance?

And then how many of your team members will you have dedicated to this particular effort?

Great question.

So, right now we have a one-year contract that we will be executing starting um after this meeting and through June of 2027.

Um, and what we are doing at CSH is we're bringing in because we've got a bench of experts depending upon the subject matter expertise that we are needed to support the faith-based organizations.

We bring in folks, um, we probably have about a bench of about five to seven different CSHers.

We also have uh plan on working and leveraging existing um local contractors to help us support the technical assistance aspect of this.

So we're gonna be leveraging and building capacity here in Las Vegas as well.

Um, this I'm not sure this is a question, but I'd like you to comment.

I in my um in in the briefing that I had on this item.

One of the things that was explained to me was um the high-touch perspective of reaching out to the property owners, uh, particularly the faith-based property owners, and making sure that they understood um very clearly the program.

Uh I understood there were concerns of eminent potential eminent domain, those kinds of things.

Could you talk about uh uh some of that feedback you got and and could and because I'm I was um led to understand that it it worked out very very well, and I think that that's just I want to hear a little bit more qualitatively about that because I was very impressed on you know we're we're constantly impressed by our staff, but in the care in which we communicated with this important area.

Maybe I'll take this one.

Uh, through you, uh Mayor, uh, thank you for your question, Councilman.

So this is the very initial step.

We're just going to execute the contract uh with your approval.

Uh what I was mentioning is the annual summit for faith-based organizations is where we will be making the introduction to Ms.

Brooks' team and kind of explain what we're trying uh to achieve with this effort.

And I think it's gonna be a really warm handoff at that time, uh, again, because councilwoman support will be there.

Uh and you know, that's gonna be the next step of how we're gonna make the introduction, and from that point on, I'm certain uh Ms.

Page's team is gonna do more one-on-one outreach, but she's a very well-known member of the community.

I don't know that outreach necessarily is going to introduce her, more so to say hello.

I mean, you know, here I am, but uh, if you want to elaborate on that, uh, Brooke, that'd be great.

Um, so to build off of the work that's already been done um by the city and um the council woman and and really building the relationships.

I think folks are anticipating this really hands-on opportunity uh to build uh education and knowledge.

We also introduced this concept at the Nevada Housing Coalition held their annual housing conference last year, and before that conference, we actually kicked it off with the land activation kind of clinic, and the amount of pre um just participation.

The room was packed.

Um, there was a lot of interest in this topic from faith-based organizations locally.

Um, so that I think is also what uh necessitated something a bit more hands on, and and this this idea came to fruition just because of the outpour of that initial engagement with the faith-based organization.

So we're really excited to expand on the work and expand on that clinic.
