Let's move on to item number five.

Item number five for possible action adopts a redevelopment plan for redevelopment area, commonly known as redevelopment area three, consisting of non-contiguous parcels generally bound by Owens Avenue to the north, Nellis Boulevard to the east, Charleston Boulevard to the south, and 21st Street to the west, sponsored by councilwoman Olivia Diaz.

Good morning, Tracy Reich, redevelopment manager for the record.

I'm filling in today for my colleague Alex Strausser, who's out with a sore throat today.

You have seen him for all of the presentations, and we wanted to continue that continuity, but his throat gave us another idea with that.

So uh this morning we're bringing forth to you the uh results of our blight study and the redevelopment plan that will be heard on uh the next council meeting if you agree.

This came forward for as a result of the East Las Vegas area plan.

You've seen most of this presentation, so I won't read it to you in in generalities.

It basically was supporting that the plan was supports redevelopment for existing businesses and residents, improve access to public transit and housing, increased opportunity economic opportunities.

And to do that, they recommended that the a redevelopment area um be uh including included with East Las Vegas.

This is the proposed redevelopment area, redevelopment three.

Uh to do this, if you take a look at how it goes in with the with one, two, and three gives you an idea of the mass of what's going on.

So why would we do a new redevelopment area rather than expand a current one?

Redevelopment area eliminates blight, strengthens neighborhoods, provides incentives for private investment, public infrastructuring grades, development coordination.

The biggest thing is is the dollars generated within that particular redevelopment area stays within that redevelopment area.

So those dollars are are generated to improve that neighborhood.

The blight study that you approved us to go out and do last September really took a look at what is um what is the condition of the neighborhood.

It's legally required for us to do this when we do a redevelopment area expansion.

The Blight study found that over 64% of the parcels in the area show signs of deterioration or a need of repair.

Doesn't mean that the properties are in total and complete disrepair, just means that they could use a little TLC, and some are in complete disrepairs.

And then this item will be heard during city council agenda for a full presentation and discussion.

Um, just madam chair, that uh this has been a long time in the making, and uh we are optimistic and hopeful that this will be a spark that will help us create a way by which we can help combat the blight and lift the area to what it can become for the benefit of our neighbors.

So very appreciative to all of the economic and urban development team who have been in the works for year a year now into all of this process and uh us being able to adopt it as a new redevelopment area.
