Group Homes Report (Item 5)
Seth T. Floyd, Community Development Executive Director for the City of Las Vegas, presented findings from a regional study on group homes. Key data:
- Unlicensed group homes by jurisdiction: Las Vegas – 231 unlicensed, 84 licensed; North Las Vegas – 46 unlicensed, 9 licensed; Henderson – 33 unlicensed, 60 licensed; Clark County – 117 unlicensed, 182 licensed.
- Metro calls for service data (2024-2025) showed 562 disturbance calls and other incidents.
- Four main findings: fragmented regulations and definitions, limited enforcement resources, fragmented coordination, and lack of a unified registry.
- Recommendations: enhance interagency coordination, create a statewide registry, standardize definitions, support state legislation for additional enforcement funding.
- Board members discussed challenges such as home modifications and cross-jurisdictional communication. Councilman Churchio noted the value of a sample ordinance. The chair directed staff to proceed with the four action items and report progress at the next meeting.
Public Land Sales in Southern Nevada (Item 6)
Marcy Henson, Clark County Director of Environment and Sustainability, outlined the Southern Nevada Public Lands Management Act (SNPLMA) process. There are approximately 27,000 acres of vacant BLM parcels within the disposal boundary, with about 23,000 developable. A previous working group identified 33 action items. The COG was asked to:
- Serve as a repository for information on land sales, nominations, and resources.
- Add a standing agenda item for regular reports from BLM, jurisdictions, and AVSO, and create a dedicated page on the COG website. Board discussion confirmed compatibility with developer efforts and the need for regional coordination. A motion to accept the two action items passed unanimously (one member absent).
COG Website Update (Item 7)
Seth Floyd reported that the new website (SNCOG.org) is live, with basic information, jurisdiction listings, agenda/minutes, and regional partners. The site can be expanded to host public land sales information as decided in Item 6. Henderson staff (Andy Powell and Brooklyn Cruz) were thanked for their work.

- Group Homes: Staff directed to implement the four recommended action items: (1) formal data-sharing process with state, (2) proactive inspection coordination, (3) improved communication/data sharing, (4) standardization of definitions. Staff will report on progress at the next meeting.
