5:00

A discussion for possible action regarding approval up to the amount of $2,000 for the historic preservation officer to attend the October 15th through 18th, 2026 Old Spanish Trail National Conference in Canab, Utah.

5:10

Thank you again, C Brent, for the record.

5:12

So this is a quite small conference, but I've been to it in the past, and it's good information and networking with uh other organizations that focus on the old Spanish trail.

5:24

Uh Commissioner Stodal did ask that uh I go to this conference.

5:29

It's not gonna cost $2,000, but we just have to um ask for a higher amount because hotel rates change.

5:37

Um so you know it will it'll be much less.

5:40

I think the conference itself is like $265, and then the hotels should be about 500 or so.

5:48

So whatever, of course, that isn't spent on this uh will come back into the HPC funding.

5:54

But again, this would come out of HPC funding.

Summary of Proceedings

Historic Preservation Commission Meeting - September 23, 2026

The Historic Preservation Commission convened on September 23, 2026, with a quorum present. The meeting included approvals of funding for training and conferences, a discussion on proposed Section 106 revisions, and updates on various preservation projects. All motions passed unanimously.

Consent Calendar

  • Approval of Minutes: The final minutes of the regular meeting held August 26, 2026, were approved by voice vote.
  • Funding for Nevada State Historic Preservation Office Training: Approved $16,400 for HPC members and staff to attend the Nevada State Historic Preservation Office Commission Assistance and Mentoring Program Training, held September 24–26, 2026 (offered in-person and virtually).
  • Funding for Old Spanish Trail National Conference: Approved up to $2,000 for the Historic Preservation Officer to attend the Old Spanish Trail National Conference in Kanab, Utah, October 15–18, 2026. Staff noted actual costs would be lower (conference ~$265, hotel ~$500), with unused funds returned to HPC funding.

Public Comments & Testimony

  • No public comments were made during the initial public comment period or during citizens' participation.

Discussion Items

  • Section 106 Revisions Discussion: Staff (C Brent) explained that proposed revisions to Section 106 of the National Historic Preservation Act remain under White House review, with no updates. Staff described the city's current 106 review processes: primarily for FAA cell phone tower installations (consultants review, city provides comments) and HUD-funded housing projects (lead abatement, roofs, interior work). Staff estimated handling at least 50 such reviews per year, each taking at most 30 minutes, and noted only one property on the historic register in the past seven years. Marble Manor was cited as a large project where mitigation (documentation, oral histories) was pursued despite inability to stop demolition.
    • Commissioner Laramie expressed concern that losing the ability to comment on federal projects would be a significant issue, even if current impact is minimal, and emphasized the value of having a voice in future projects.
    • Commissioner Stodal noted that the city's voice in Section 106 reviews is important for future, unknown developments, and supported drafting a resolution, possibly to be sent to city council.
    • Commissioner Harper provided context that categorical exclusions apply to many projects, but proposed changes could cause future delays, and shared information about OIRA meetings and potential timelines.
    • Commissioner Grimmer supported a letter from the commission specifically (rather than council approval) and raised questions about the commission's ability to comment on projects outside Las Vegas (e.g., in other cities), though this was noted as a legal question.
    • Commissioner Levine argued the commission has an ethical obligation to lend its voice broadly in support of maintaining Section 106 input, and suggested the letter be broad enough to be considered by city council.
    • Staff offered to draft a letter or resolution for the next meeting, noting that individual commissioners can also submit personal comments via the National Trust site.
  • Director's Updates: No updates reported.
  • Project Updates:
    • National Park Service approved updates to the Old Mormon Fort National Register nomination, now signed by the Keeper of the Register.
    • Johnny Toko's Gym consultant will present a first draft at the October meeting.
    • The SHIPO State Conference is happening this weekend; virtual access available on request.
    • A grant request was submitted for an arts district historic context survey and Floyd Lamb Park information signs; contract is being drafted.
    • A cleanup effort at Floyd Lamb Park is planned; some buildings may require contractor due to hazards.
    • The exhibit on desert peoples at City Hall closes mid-November.
  • Media Report: No comments from commissioners.
  • Future Agenda Items: Commissioner Grimmer requested that the Section 106 letter be drafted as an action item for the next meeting, noting public comment periods can be short. Also requested inclusion of a market feasibility report (if available) and consideration of newer commission members.

Key Outcomes

  • Approved minutes and both funding requests (all unanimously).
  • Directed staff to draft a letter or resolution regarding Section 106 revisions, with a preference for broad language supporting preservation and community input, to be brought back as an action item at the next meeting.
  • Acknowledged the passing of former Commissioner Donald Hotchkiss, who served since November 2, 2011; a card was available for signatures.
  • No other formal actions taken.
