2:48

So if you noticed um Brian sent you electronic copies of prior pieces of legislation that has happened uh whether or not it passed or not, some passed from 2011 all the way through 2019, which it should include uh councilwoman uh Chandra Summers Armstrong's legislation, Commissioner McCurdy, your legislation where you wanted to make sure that there were partial abatements for um grocery stores that went into the SNCC area, which was AB 385 in 2019.

3:31

And then there's SB 135, which is current law, which was dealing with the employment uh contracting uh with within the reader development space.

3:45

Um required a certain amount of uh percentages to actually occur within the redevelopment area.

3:56

Um there was another bill that didn't pass, which was SB 246, which mandated which would have if it passed um dealt with the workforce requirements within uh the city.

4:10

So those are the prior pieces we thought that would be helpful.

4:16

So do you guys have uh BDR ideas that you would like to put forward for the 2027 session?

4:23

So I'll deal with who's ever on the phone.

Southern Nevada Enterprise Community Board Meeting

On October 22, 2026, the Southern Nevada Enterprise Community Board met to discuss legislative priorities for the 2027 session and plan future meeting topics. The board approved September minutes, debated bill draft requests (BDRs), and agreed on a placeholder for economic development with further refinement scheduled for the next meeting.

Consent Calendar

  • Approval of Final Minutes (September 10, 2026): The board unanimously approved the minutes from the regular meeting of September 10, 2026. Motion by Commissioner McCurdy, seconded by Councilwoman Garcia Anderson; all in favor.

Public Comments & Testimony

  • No public comments were made during the designated public comment periods.

Discussion Items

  • Legislative Priorities for 2027 (Agenda Item 5): The board reviewed prior legislation (e.g., AB 385 from 2019 regarding grocery store tax abatements in the SNCC area; SB 135 on workforce requirements; SB 246 on workforce mandates that did not pass). Members considered BDR ideas for the upcoming session.
    • Commissioner McCurdy expressed support for reviving and strengthening AB 385 to include agricultural support and infrastructure improvements for urban farms and local food systems.
    • Councilwoman Summers Armstrong emphasized job creation and hiring from the community; she also noted the need for educational initiatives within redevelopment zones but expressed caution about funding CCSD without clarity on spending.
    • Chair Neal proposed an agricultural BDR focused on urban farm infrastructure (soil testing, greenhouse repair, hydroponics) and supporting local food systems. She reported over 100 farms in Southern Nevada and noted that federal funds were cut in late 2025.
    • Councilwoman Garcia Anderson supported the economic development placeholder and agreed to further review.
    • Member Brooks expressed interest in learning more about the farms and their distribution.
    • Councilwoman Summers Armstrong suggested additional support for homeownership (down payment assistance, closing costs) and asked for a report on the energy efficiency surcharge awareness in SNCC boundaries, potentially expanding low-income assistance.
    • Chair Neal noted a workforce strategy BDR from the Southern Nevada Regional Housing Authority was anticipated but not yet provided.
    • Discussion also touched on homelessness coordination, particularly separating children from parents in shelters; Senate Government Affairs is taking up the issue.
  • Future Meeting Topics (Agenda Item 6): The board agreed to invite presentations from the Nevada Housing Coalition, homeless coalition, the redevelopment agency, NV Energy (to discuss the energy surcharge program), and housing division staff. Commissioner McCurdy suggested NV Energy could provide a memo if unable to present.

Key Outcomes

  • The board will set an economic development placeholder as a general BDR for the 2027 legislative session, with details to be fleshed out at the next meeting.
  • Additional BDR ideas will be percolated, including agricultural support, energy efficiency expansion, and homeownership assistance. The board plans to narrow down from nine BDRs (three placeholders identified: economic development, workforce strategy from housing authority, and two others as noted).
  • The next meeting is scheduled for November 12, 2026, where invited stakeholders will present to refine the remaining BDRs.
  • The meeting adjourned without further public comment.
