2:13

Yeah, hi.

2:15

I am presenting that project.

Speaker 1

2:17

Okay, and your name

Speaker 4

2:19

is Chad Raymer.

2:20

I'm a wetland scientist with Time Bond.

Speaker 1

2:22

Thank you.

2:27

And go ahead, sir.

Speaker 4

2:29

Yeah, sorry.

2:29

Uh can I uh requested uh share my screen.

Unassigned speaker

2:40

Too

Speaker 5

2:40

fast, not touch screen.

Speaker 4

2:49

So thank you for the introduction.

2:51

As you mentioned, I will be presenting the request for determination of applicability for the geotechnical exploratory boring project on Meadow Street.

3:01

Uh the purpose of the project is to collect geotechnical information to assist in the development of alternatives for our future um bridge replacement project at the same location.

3:14

Um the information we'll be collecting as part of this project is soil overburden, depth to bedrock and bedrock type, quality of bedrock, um, and that is level of weathering and fracturing and depth to groundwater, probably among other things as well.

3:32

Um as you are mostly aware, uh geotech geotechnical borings are a uh exempt activity under 10.02.

3:42

However, we are within bordering land subject to flooding um per the flood insurance study back done back in the 1980s.

3:51

Um the proposed activities include, let me just go down to the map, be easier to show.

4:00

Um proposed activities include four borings done at the each edge of the existing bridge.

4:10

Um we'll be advancing these borings to either a depth of 40 feet to 100 feet uh or refusal.

4:19

Um and they'll be doing a couple different uh engineering techniques to collect those samples and at least two of those borings.

4:26

They'll be uh collecting um bedrock information.

4:31

Uh as part of this project and as as part of many different projects, there will be uh protective measures included on that what we have in our drawings is uh straw wattles.

4:44

Um if they encounter any groundwater, there there'll be a sediment trap as well.

4:50

That'll be surrounded by a ground um straw waddles as well.

4:53

So we have a couple built-in protective measures just in case.

Unassigned speaker

4:56

Um all the existing all of the work will be done within the existing roadway, as you can see here.

Unassigned speaker

5:00

information uh as part of this project and as as part of many different projects there will be uh protective measures included um that what we have in our drawings is uh straw wattles um they'll if they encounter any groundwater there there will be a sediment trap as well and that'll be surrounded by a ground um straw walls as well so we have a couple built-in protective measures just in case um all the existing all of the work will be done within the existing roadway as you can see here um and that will be done by a truck mounted drill rig um they'll just back it in um do the the the plugs in each of these locations and hopefully stay within the existing roadway the whole way through um for access uh we've been working with the town and uh business up the street on making sure that that there will be um the the road's gonna have to be closed while we do this but we're gonna be working with them to make sure that um they're not hindered for their business in in the future um we're planning or hoping obviously if we get a good determination here um to do this project scheduled out two weeks from today um and that that's the basis of my uh my project here i'm happy to open up to any questions I'm here okay most yeah okay well I can say that I watched them do those uh geotech boring support the mills creep bridge and it's a relatively clean operation they take out plugs how deep are you going to go uh so there's there's four plugs two of them will be going to 40 feet uh the other two will be going to a hundred feet and of course if they encounter some sort of bedrock or some other issue where they can't go any deeper then it'll go to that depth um but the plan is 40 or 100 feet two and two hopefully it's actually kind of interesting when you see what they bring up in those plugs because you know they might be some old timbers from an old bridge and uh and you'll refill the plugs to road level exactly yep so that we'll we'll backfill all of the the stuff that's pulled out will be backfilled into those holes and it'll go to pre-existing conditions.

Speaker 1

7:12

And you said you wanted to start this two weeks from today

Speaker 4

7:15

yeah we were hoping to to we had it planned out with the drillers for a couple weeks in from today anticipating a negative determination and you know they they'll work within the eight hour normal work day they're hoping to get it done in one day um but I I'm not too privy to how exactly that'll work either

Speaker 1

7:45

any questions

Speaker 3

7:51

barriers can stop they'll have silk barriers

Speaker 1

7:54

yes I will I believe sir you said there was going to be um silk barriers in place

Summary of Proceedings

Lee Conservation Commission Meeting Summary – November 5, 2025

The Lee Conservation Commission met on the evening of November 5, 2025, and adjourned at 7:35 p.m. No separate agenda or minutes were provided with the transcript. The board approved minutes, acted on two Requests for Determination of Applicability (RDAs), a Certificate of Compliance, and a town tree-removal/parking-lot request, and discussed site conditions observed near a floodplain. No public comments were offered.

Minutes

  • The board approved the minutes of the October 15, 2025 meeting as written, with all members in favor. The transcript initially referred to "October 1st" before correcting to "October 15th."

Meadow Street over Hop Brook – RDA for Geotechnical Exploratory Borings

  • Chad Raymer, a wetland scientist, presented the Town of Lee's RDA for geotechnical exploratory borings at the Meadow Street bridge over Hop Brook.
  • Purpose: collect information on soil overburden, depth to bedrock, bedrock type/quality/weathering/fracturing, and groundwater depth to support future bridge-replacement alternatives.
  • Four borings would be placed at the edges of the existing bridge: two advanced to 40 feet and two to 100 feet, or to refusal. Work would occur within the existing roadway using a truck-mounted drill rig and was expected to take one day.
  • The activity is exempt under 10.02 but is within bordering land subject to flooding according to the 1980s flood insurance study. Protective measures would include straw wattles and, if groundwater is encountered, a sediment trap.
  • The board discussed clean operations at the Mills Creep bridge, borehole backfilling to road level, silt barriers, and a target start date about two weeks from the meeting.
  • Outcome: The board voted unanimously to approve a Negative 2 determination.

Cape Street Certificate of Compliance – 1375/1395 Cape Street

  • Request for a Certificate of Compliance for Map 21, Lot 22, covering installation of a 1,500-square-foot accessory building, restoration of an area, and removal of trees from a steep slope.
  • Board members noted the applicant had completed the approved work and the required mitigation, including planting the requested shrub-like Japanese willows, and the slope was stable.
  • Outcome: Motion to approve the certificate because the work and requested mitigation were completed; unanimously approved.

10 Church Street – Removal of Vegetation for Parking Lot Expansion

  • Lee DPW requested approval for vegetation removal at Long Cole Park, Map 23, Lot 31, to expand the existing parking lot.
  • Proposal included removing dead hazard trees (approximately 40–50 feet tall, mostly trunks with bug holes), expanding the lot from roughly three cars to about six spaces, improving the kiosk and signage, and seeding/planting native grasses.
  • The area is not in a resource area, but the bylaw requires Conservation Commission approval for tree removal on town property.
  • Board discussion included tree height/trunk size and the absence of wetland concerns.
  • Outcome: Motion to approve the vegetation removal and parking-lot expansion by Lee DPW; unanimously approved.

945 Pleasant Street – RDA for Parking Lot Light and Buried Power Line

  • Robert Cunningham presented an RDA for installing a parking-lot light and a buried power line at 945 Pleasant Street.
  • Work would include an 8-foot trench, about 8 inches wide and 18 inches deep, along the driveway from a shed to the new light; a small excavator/trencher would be used, and excavated material would be backfilled. The light pole itself would be set about 4 feet deep. One part of the work is near the wet area.
  • Board members asked about neighbors, jurisdiction, and light color. The applicant stated the light would use a 3,000K bulb (yellow-toned) rather than blue-spectrum light, would be dimmable, and would operate only about four hours on Thursday nights on a timer.
  • Board members indicated the pole/location might need Planning Board or Zoning Board review, with Conservation Agent Colby to confirm.
  • Outcome: The board voted unanimously to approve a Negative 2 determination for the installation, conditioned on confirming any applicable Planning Board/ZBA approval for the pole and notifying Conservation Agent Colby before the work begins. During the vote the transcript contains an apparent slip in which the chair said "945 Wilson Street"; the agenda item and discussion referred to 945 Pleasant Street.

Other Board Discussion / Site Observation

  • Board members discussed observations from a recent site inspection at a neighboring property, referred to as the "Souls property," near the river/floodplain.
  • Concerns included straw bales that were not staked or overlapping, a possible missing silt fence, and fill material that appeared non-native in the floodplain.
  • Members debated whether the fill predated recent development and whether floodplain maps covered the area. They agreed to check the project file and floodplain map, and the conservation agent would follow up. No vote was taken.

Key Outcomes

  • Approved October 15, 2025 minutes as written (all in favor).
  • Approved Negative 2 determination for Meadow Street geotechnical exploratory borings (all in favor).
  • Approved Certificate of Compliance for 1375/1395 Cape Street (all in favor).
  • Approved vegetation removal/parking-lot expansion at 10 Church Street / Long Cole Park (all in favor).
  • Approved Negative 2 determination for 945 Pleasant Street parking-lot light and buried power line, with follow-up on jurisdiction/notice conditions (all in favor).
  • Site-observation/fill concerns referred for file and floodplain-map review; no vote.

Adjournment

  • The board voted to adjourn, and the meeting ended at 7:35 p.m.
