- Sanitary Sewer Reimbursement for Crescent Sycolin Project: Staff presented a resolution to authorize the town manager to execute a reimbursement agreement with Big T Properties LLC for approximately $169,000 to reroute a sanitary sewer line for a proposed 69-unit multifamily development with 7,600 sq. ft. of retail. The existing clay sewer (1958) is under the proposed building. The agreement includes a change order provision for potential rock excavation. Council Member Steinberg moved approval; passed 7-0.
- Leesburg Customer Assistance Program (LCAP) Grant Agreement Renewal: Staff proposed renewing the LCAP agreement with Loudoun CARES for FY2027, raising household income eligibility from 50% AMI to 80% AMI and extending the disbursement timeframe from 2 to 5 days. Staff recommended against expanding eligibility to out-of-town utility customers because they do not contribute to the general fund. Council Member Krukowski expressed concern that the higher income threshold might deplete funds too quickly. After discussion, the motion to approve passed 7-0.
- Council Disclosures and Comments:
- Council Member Cummings asked about vandalism at the Little Free Art Library at Raflo Park. Town Manager clarified that items were taken but no damage occurred, so it was not vandalism; staff is monitoring but has no plans to install cameras due to privacy concerns and higher-priority assets.
- Council Member Krukowski reported a near-accident with a child on an e-bike without lights, urging parents to discuss e-bike safety and noting staff provided information on lighting requirements.
- Mayor asked for four council members to support directing the town attorney to explore whether the town can prohibit ICE raids on town property, similar to a new state regulation and a county consideration. The request was noted for future action.
- Mayor listed multiple community engagements: employee luncheon, welcoming new businesses (Falcon and Figs, Hen and Hair children's boutique, Babylon instant oil change, Back Nine indoor golf, Phoenix Theater), Morgan Park sidewalk ribbon cutting, Juneteenth flag raising, career day at Evergreen Mill Elementary, mayor-for-a-day with a student from Leesburg Elementary, Legacy Farm open house, and the painted plows contest (Leesburg Elementary won).

Let me uh I would like to call to order uh tonight's a town council meeting of June 9, 2026. Uh, if anyone in the room needs hearing assistance, please see the clerk. Councilmember Kurkowski will give the invocation tonight, followed by Vice Mayor Simeno Johnson doing the Pledge of Allegiance. Thank you, Madam Mayor. As we gather this June, may we acknowledge a month dedicated to powerful moments of recognition. We celebrate the visibility of Pride Month, bring vital focus to men's health, honor the history of Juneteenth, and raise critical awareness for both PTSD and gun violence awareness. The awareness, this awareness asks us to look closely at those deep difficulties and changes from the weight of silent personnel struggling to the profound pain of communal loss. Yet there is an immense strength in our willingness to see these challenges and appraise the resilience of one another, and of course, our diversity in thought and in being. And whereas Pride Month is a time to raise awareness of the unique challenges faced by the community and the individuals, a time to celebrate and reflection and an opportunity to acknowledge the ongoing work needed to ensure equality, dignity, and justice for all. Whereas the town of Leesburg is committed to fostering a welcoming, inclusive, and respectful community where all people feel valued, safe, and supported. Whereas Pride Month serves not only as a celebration, but also as a reminder of the work still needed to achieve full equality and inclusion for members of the LGBTQ plus community. And whereas organizations like Equality Loudoun work tirelessly to advance equality, provide education, and build support systems that empower the LGBTQ plus individuals and allies throughout the region. Therefore proclaim that the mayor and the council of the town of Leesburg, Virginia, hereby proclaim June 26th, June 2026 as LGBTQ plus Pride Month and embraced LGBTQ plus people and recognize their contributions proclaimed this day June 29th. Uh if the weather agrees on Thursday morning, we will be refreshing the crosswalk. If it doesn't agree, we'll plan for another day. Um so we're super excited about that view beautiful sign of visibility. Uh and Equality Loudoun this week uh announced that we will be opening a community center at the village at Leesburg. Uh thank you all so much for celebrating with us, and we will have a ribbon cutting and share all of that, and we're so thrilled to have it here in Leesburg. Well, great, thank you. You guys are busy. And I think I think I said uh I think I pronounced it wrong. Um it's equality, and I said equity. So we do it all the time. Okay. So thank you very much. Thank you for being here. Um the only one I have is that um COLP met last um since we last met, and we sent a letter to the um state police asking them to consider um changing their plans to ch to close the uh loudo barracks. Um and we've uh lobbied a couple of the uh uh our representatives and we're waiting for um a result on that. Um the next item we have is our petitioner section.
