Oh yeah, okay.

0:22

Well let's start first.

0:23

Are we are you ready, Jacob?

0:25

Yep.

0:25

All right, welcome.

0:26

Uh we'll call to order this uh January 9th, 2025, Lehigh City Planning Commission meeting.

0:32

We welcome those who are here from the public as well as the applicants for whatever items are on the agenda.

0:37

Uh item 3.3 if you're here for that one for public comment, it will get tabled at the request of the applicant.

0:46

That is the uh consideration of Alex Lawrence's request for approval of a modification to an approved conditional use for a pylon sign for EV auto at 1060 North State Street, right?

0:57

So we'll take care of that item of business when we get there, but if you're here for that and you wanted to speak to it, it won't be heard other than to be tabled.

1:05

It should be on the next planning commission meeting on the 23rd.

1:08

Which would be two weeks from tonight.

1:10

Okay, thank you.

1:11

Uh uh just for the public's benefit, I'm Commissioner Everett.

1:14

I'll be the acting chair tonight because we excuse Commissioner Jackson and Commissioner Lockhart who have asked to be excused, and we welcome I can't even know your last name, Commissioner Bow.

1:26

Commissioner Ken.

1:28

Uh to her sitting at the big kids table tonight.

1:30

We we're glad you're here to fill this out.

1:33

All right.

1:34

We have uh consent agenda, two items on the consent agenda.

1:37

I'd be open for discussion or a motion if there is such a thing.

1:43

A motion on items 2.1 and 2.2 consent agenda.

1:47

I move that we approve the minutes from the meetings from December 5th, 2024 and also December 12th, 2024.

1:56

I'll second it.

1:57

Second.

1:58

Any discussion to the motion to approve the minutes from those two meetings in December.

2:03

Hearing none, all in favor of the motion say aye.

2:05

Aye.

2:06

Aye.

2:06

Any opposed?

2:08

Motion passes meeting minutes approved.

2:11

Okay.

2:11

Jacob will go to item 3.1.

2:13

Okay.

2:14

Item 3.1 is public hearing and recommendation of Nelly Cardanus' request for a review of the Cardanus zone change on 0.16.

2:23

Acres located at 610 East State Street, changing the zoning from R2 medium density residential to commercial.

2:31

Um besides that, the the app can't let us know that their I guess future plan is to explore some future development possibilities with the commercial zone, but as of right now, there's no concept plan or anything concrete, but they were interested in changing it to conform with the general plan.

2:50

So uh with that, I'll turn it over to the planning commission for any questions.

2:55

It's an existing home, correct?

2:57

Correct.

2:58

And occupied.

2:59

Uh I think somebody's been renting it.

3:01

Um but this action at the city council would be what uh non-conforming, but grandfather.

3:10

But it could continue to function as a single family home.

3:14

Yep.

3:16

Jacob, I think I misunderstanding the the different charts here.

3:19

So the chart that's being shown right now has everything being zoned as commercially.

3:24

But the one underneath it shows broken up between mixed use and then also residential.

3:29

Yeah, so this is the current zoning, which is the R2, and then the mixed use next to it.

3:34

The uh the first slide is the general plan designation.

3:38

So that's just the commercial.

3:39

I guess the future plan of what it could be.

3:44

Okay, another other questions for staff.

3:46

So even the mixed-use area is the plan is to go fully commercial on that one.

3:52

Yeah, that's correct.

3:53

Yep.

3:54

Okay.

3:56

Do you do you want some context on I can explain that just really okay.

4:00

So by making this change now, would we just be fast tracking what we hope to accomplish with the general plan in the future?

4:06

Yeah, that's essentially what it would do is you know, it would open up an opportunity for, you know, if they chose to redevelop the existing home, it could be a commercial, it could be a it could be an office building, there's a small grocery store.

Public Comments & Testimony

  • Laura Hardman (representing Hardman family and Westerly Properties) spoke on Item 3.6 (Holbrook Place Phase 1&2). She expressed appreciation for the Jordan River overlay buffer but raised concerns about: (1) engineering studies needed for lots near the riverbank due to sandy slopes; (2) construction impacts on sensitive natural habitat in Parcel A; (3) permission needed to cross a U.S. government strip for storm drains; and (4) ensuring that the natural vegetation and wildlife return after construction. She supported the overall plan but requested careful oversight.
  • Ryan Howell (neighbor to north of Willow Park Church Subdivision) spoke on Item 3.8. He expressed support for low-density development but requested: (1) dark-sky lighting for the church lots to preserve the rural dark area; (2) clarification on power line burial and potential costs to neighbors; (3) that access from 1500 North be as close to 2550 West as possible; and (4) consideration of the irrigation ditch on the north side.
