Lehi Planning Commission Meeting Summary – April 10, 2025
The Lehi City Planning Commission held a regular meeting on April 10, 2025, at 7:00 PM in the Lehi City Council Chambers. The meeting covered eight regular agenda items, including zone changes, annexation, plat amendments, a preliminary subdivision review, and two development code amendments. Discussion Items

- 3.2 – Bart Christofferson Annexation #2 (0.40 acres, 440 S 300 E): Staff confirmed R-1-Flex zoning is consistent with adjacent zoning and the general plan. Applicant Bart Christofferson requested annexation to install city sewer and water. Unanimous positive recommendation. Commissioner later amended the motion on 3.1 to include DRC comments.
- 3.3 – Barron Zone Change (1 acre, 25 E 2200 N): Staff noted a correction to the address (61 E was an error). Applicant Natalie Barron plans to split the lot for two children. Unanimous positive recommendation.
- 3.4 – Gardner Point Phase 1 Plat Amendment (1500 N 3600 W): The plat amendment creates two commercial parcels. Discussion focused on access: the approved site plan shows a connection to 1500 North, but the plat amendment drawing shows a stub road. Staff clarified that the site plan already granted an exception for spacing from the intersection, and the applicant will build the road to 1500 North before Certificate of Occupancy. The applicant (Brooke Moore) stated they will access via private roads during construction. The commission approved the plat amendment, noting that the stub road in the plat drawing does not override the site plan’s required connection to 1500 North.
- 3.5 – Ward Meadows Plat Amendment (2244 W Pumpkin Patch Lane): Reconfiguring lots 5, 6, and 7 without adding new lots. Staff explained lot adjustments to accommodate a larger lot and a future home. Unanimous final approval.
- 3.6 – Inverness Plat D Preliminary Subdivision Review (278 single-family homes, 126 townhomes): Staff noted steep slopes justify an exception to pedestrian connectivity. Applicant Scott Bishop (DR Horton) committed to adding pedestrian paths per DRC comments. Commissioner questioned fire access and emergency readiness; staff noted three access points and temporary turnarounds per fire department comments. Unanimous positive recommendation.
- 3.7 – Development Code Amendment Table 05.040-B (Neighborhood Commercial Setbacks): Staff proposed removing side and rear yard setbacks to align with other commercial zones. Staff noted buffering requirements still apply. DRC comment from Power Department regarding front setbacks was noted. Unanimous positive recommendation.
- 3.8 – Development Code Amendment Table 37.080 (Off-Street Parking): Staff proposed allowing departments to determine required parking for parks, open space, trails, greenways, and civic uses to avoid overparking. Unanimous positive recommendation.
Key Outcomes

All right. I'm gonna go ahead and officially welcome everyone out to the Lehigh Planning Commission, April 10th, 2025. We'll go ahead and uh call it mean to order and move it into the consent agenda. Items 2.1 and 2.2. Um happy to hear a motion either together or individually. Or if it needs to be discussion, that is fine. I'll make a motion for item two point one and two point two uh to approve the meet the minutes for March 13th, 2025 and the minutes for March 27, 2025 2025. Um move that we approve as they have been presented. Second motion and a second. All those in favor? Aye. Any opposed very good. We'll go ahead and move on into uh regular agenda. Item 3.1. Jacob. Okay. Just gonna pull it over to the main screen. Okay. Um item 3.1 is public hearing and recommendation of Cadent Hazards request for review of the Anderson zone change located at 206 north, 1100 west, changing the zoning on 0.60 acres from A1 to R122. Um this zone change is consistent with the general general plan designation of very low density residential agriculture, and it will allow for the creation of an additional lot on the the northern portion of the the existing lot in the future. So um uh maybe just one other note to reference is uh there was a previous zone change approved for the entire property, but the applicant ran into some issues with uh water right dedication and things, so that's why they're they're updating the zone change. So um with that, I'll turn it over to the planning commission for any questions. Very good. Any questions for staff? Okay. Seeing none, is the applicant presentation? Like to uh state your name and let us know anything you feel we should have in addition to what's before us. Uh my name is Caden Hazard. Um nothing additional. Um like Jacob mentioned, the zone change to the R 122 zone was previously approved for the whole parcel in an effort to dedicate less water rights. We're just rezoning this corner of the lot. I move that we um recommend positive approval of this zone change with the findings that it is consistent with the goals and policies of the general plan. Second. Motion and a second.
