The Lehi Planning Commission met on May 8, 2025, at 7:00 PM in the City Council Chambers to consider eight agenda items, including public hearings, development code amendments, and recommendations to the City Council. 2.3 – Pioneer Village Preliminary Subdivision: Flagship Homes proposed a 34-lot single-family subdivision at ~1300 West 1400 South, using density bonus (10 extra lots) in exchange for constructing a road connecting to 1700 West (Miller Roads Park). 2.4 – Whitmore Development Agreement: James Whitmore requested a time-limited development agreement to allow equipment/vehicle parking, sod transfer, and green waste facilities in a Planned Community zone (previously commercial). 2.5 – Vistas at the Point Amenities Revision: Clyde Capital Group requested removal of the amphitheater from required amenities for the 404-unit TOD project, proposing instead a pocket park/pavilion with bench swings. Staff expressed concern that the replacement may not meet TOD intent for a gathering space. The applicant cited cost and use concerns. Commissioners noted the amphitheater was a key selling point and felt the substitution was a downgrade; the location also moved to a less accessible hilltop. 2.6 – Development Code Amendment – Chapter 11 (Concept Plans): Staff presented clarifications on when public hearings are required for concept plans, especially for PRDs, TODs, and when exceptions are requested. Commissioners suggested minor wording changes (e.g., “forum” to “opportunity” or “vehicle,” and clarifying “code exception” instead of just “exception”). The commission recommended approval with those modifications incorporated.

2.7 – Development Code Amendment – Chapter 5 (Zoning Districts): A comprehensive update to clean up language and references in the zoning districts and bulk/intensity tables. No substantive changes. One commissioner suggested changing “business uses” to “commercial uses” in Section S. The commission recommended approval with that suggestion and DRC comments.

2.8 – Development Code Amendment – Chapter 39 (Definitions): Clarified several definitions, including “dwelling two-family duplex” to exclude ADUs, removed “typical uses” from some entries, added heliport to healthcare facilities, and added mail/copy services to retail sales. No DRC comments. The commission recommended approval.

We'll go ahead and call this to order and uh moving to the uh regular agenda. Um item uh 2.1 Brittany, take it away. All right. Item 2.1 public hearing and consideration of Brian and Lisa Garrett's request for approval of a conditional use for a flag lot located at 450 east 200 south. Um so this area just got rezoned to R2, so it requires an 8,000 square foot lot minimum and um 75 feet of frontage. So both of the proposed lots meet that. Um the required frontage. And yeah, nothing too crazy with them. Um turn it back to the commission for any questions. Well, it sounds like a slam dunk. Uh, but now that I've belittled the idea of asking a question, does anyone have any questions for staff? No. Not anymore. Fantastic. On that note, uh, is the applicant present. Okay. No applicant. Uh it is a public hearing, so we'll go ahead and open this uh for commentary. I know you're dying to Tony. I was gonna say if you have any questions, we helped you with the flap. I'm just joking, but of course you've got info. Uh if you have any questions, you'll stand up. Very good, appreciate it. Seeing no uh no one dying to make comments, but noting Tony's willingness, we'll go ahead and close public commentary, bring it back to the commission for uh a motion or um pointless deliberation. There's no conditions really. We're really aren't it's that's that's why I went ahead and said pointless as flippant as that was of me. I apologize. All right, I will make a motion for item 2.1 public consideration of Brian and Lisa Garrett's request for approval of a conditional use for a flag lot located at 450 East 200 South. I move that we approve uh the conditional use uh with the findings that the proposed flag lot uh does meet the intent of the flag lot code requirements. The proposed lots meet the frontage and size requirements of the R2 zone and the flag lot ordinance and we'll include all DRC comments. Second. Motion and a second. All those in favor? Aye. Aye.
