1:12Item 3.1 is public hearing and recommendation of Symphony Homes request for preliminary subdivision review of an update to Heritage Meadows, now a 15-lot residential development located at 1250 West, 800 North, including density in lieu for connectivity.
1:34The applicant has incorporated a trail connection and bridge into their layout.
1:40The subdivision has increased from 13 lots to 15 lots.
1:45Can I stop you for a minute?

1:58Eight of the 15 lots still meet the R122 requirements.
2:04And there is flexibility in the minimum lot sizes and frontages when there is density in lieu according to the Lehigh Development Code.
2:14The density of the subdivision is 1.72 acres, which is below the maximum density of 1.75 acres.
2:21There were 10 red light comments from the DRC, including to add a note on the preliminary and final plat that the density bonus of two lots was granted for the pedestrian bridge connection and trail right of way.
2:35Please consider all DRC comments in your motion.
2:42The City Council will make the final decision on whether the two extra lots will be approved.

5:01Item 3.2 is public hearing and consideration of Michael Southwick's request for preliminary subdivision approval of Southwick Estates Plat A, a two-lot residential development located at 477 North, 200 West.
5:20The existing home will be removed from the property to facilitate the lot split.
5:25Both lots will meet the 8,000 square foot size requirement.
5:29The density is 4.5 units per acre, which meets the maximum density of six units an acre.
5:35There were 11 DRC comments, but they were primarily technical comments relating to the plat.
5:41But please consider all DRC comments in your motion.

5:53Do we have a map that shows the setbacks for lot the north lot?
6:08So typically the setbacks, I can pull up the SAP setbacks.
6:28And then this is after what was being shown is or the comments were to uh adjust the plat to make sure it's correct.

6:43Um like the zoning requirements and everything.
6:46Um yes, yeah, they're mostly just relating to just like uh like a utility comment and that um there just needs to be like some spaces that need to be short.

7:06Um so yeah, it was mostly just comments relating to um like on the final plot to make um general notes and changing things and adding a signature space for the planning commission chair.

9:05Um item 3.3 is public hearing and consideration of Gardner's request for a plat amendment to the view 21 East Platte amendment, splitting one lot into two, located at 3543 West, 1940 north.
9:22Um this amendment is to facilitate the construction of future commercial development.
9:27The plat amendment meets all requirements of the commercial zone.
9:30There were seven red line comments from the DRC, um, many of which were technical for the plat, but some of note include um to take the trail width to the ramp at the Hardman way intersection, and that the trail right-of-way needs to continue up to the property line.
9:46Um please consider all DRC comments in your motion.
9:49This is a public hearing item, um, but there were no online comments, so turn it back to the commission for any questions.

12:30Um a concept plan was previously submitted in 2024 that showed this lot as being part of the master development plan for this development.
12:39The plat amendment meets all requirements of the commercial zone.
12:42Um there were three red line comments for the DRC, um, again, many of which were just small corrections of wording that need to be made on the plat.
12:50Um but please consider all DRC comments in your motion.

13:58So that is just, yeah, we actually have a DRC comment that they need to um change label uh lot three to a common area because it's just gonna be parking lot open.
