Summary of Proceedings

Lehi City Council Meeting – September 22, 2026

The Lehi City Council held a regular meeting on September 22, 2026, beginning with a pre-council session at 5:30 PM and a regular session starting at 7:36 PM (delayed due to a closed session). The council addressed multiple agenda items including a development agreement for the Nancy Walker property, a zone change, an annexation resolution, an amendment to parking regulations, and an extension of the waste management agreement. Several public comments were heard, and the Yard of the Month award was presented.

Presentations & Reports

  • September Yard of the Month: Taylor and Carolyn Braithwaite were recognized for their waterwise yard, which replaced a grass slope with waterwise plants and garden boxes. The landscape incentive program projects a savings of 65,000 gallons of water per year.
  • Council & Committee Reports:
    • Councilmember Lockhart reported over 1,000 volunteers contributed more than 1,700 hours of service during the Lehi Day of Service.
    • Councilmember Stallings announced the next historical marker event on October 10 at 11 a.m. at 88 South 300 West.
    • Councilmember Harrison noted the first meeting of the Lehi Small Business Advisory Council will be October 7 at 6 p.m.

Public Comments & Testimony

  • John Boyd (candidate for Utah State House, independent/Forward Party) introduced himself, emphasizing engagement and listening to constituents.
  • Angie Parkin (Lehi resident) asked whether the council has required Perry Homes to create a mitigation plan for mining in West Canyon, inviting council members to see the site.
  • Coralie Madson (Lehi resident) requested restrictions on door-to-door soliciting, stating her family receives two to three visits per week.

Consent Calendar

  • Item 4.3 – Resolution #2026-52 (property acquisition agreement for the 2300 West widening project) was approved unanimously.
  • Item 4.4 (Waste Management agreement extension) was pulled from the consent calendar for discussion (see below).

Discussion Items

  • Item 4.4 – Waste Management Agreement Extension (Resolution #2026-53):

    • The council discussed extending the contract with Waste Management through June 30, 2031, and adding a one-year trial of the “At Your Door Special Collection Services” for hazardous waste.
    • Concerns included the need for flexibility. The council directed staff to negotiate a 90-day mutual termination notice (instead of 180 days) and to remove automatic renewal so the trial would end after one year unless the council votes to continue. Start date: December 1, 2026.
    • Outcome: Approved with those conditions (5-0).
  • Item 5.1 – Nancy Walker Development Agreement (Resolution #2026-52):

    • Sebra Walker (representing the Walker estate) and a developer representative (Tiana Pulsefer, with Lawrence on phone) presented a revised agreement for 2.581 acres at 915 West State Street, allowing restricted heavy commercial uses. Changes included blocking commercial traffic from Trentman Lane, increasing buffers, and removing seven additional business types from the allowed-use list.
    • Councilmember Stallings proposed several amendments:
      • 12-foot landscape buffer on the exterior of the eight-foot wall along Triniman (to protect pedestrians).
      • Remove Section 1.4.2 (buffer adjacent to residential property) and defer to city code.
      • Limit windows facing the adjacent residential property to a maximum height of 8 feet above grade (instead of 12 feet).
      • Allow exceptions to Urban Village Design Standards: no maximum building setback, no corner entrance requirement, and no building orientation requirement toward Triniman.
      • Clarify that the landowner maintains landscaping along the sidewalk.
    • The developer agreed to the amendments except for the window height (8 feet was acceptable) and noted willingness to return to council for any future tree-count reductions.
    • Outcome: Approved unanimously with directed staff changes.
  • Item 5.2 – Nelson Zone Change (Ordinance #40-2026):

    • Petitioner Nick Nelson requested a zone change from TH-5 (temporary holding) to A-1 for a lot at 1193 North 2300 West, where he plans to build a home. No public comment.
    • Councilmember Lockhart recused herself due to a potential conflict (open invoice with Mr. Nelson).
    • Outcome: Approved (4-0, with Lockhart abstaining).
  • Item 5.3 – Logan Annexation (Resolution #2026-54):

    • Danny Logan, owner of 2.68 acres at approximately 1300 South 1700 West, requested annexation of a half-acre (minimum) into the city, leaving the rest in the county. The petitioner stated he does not intend to subdivide or develop further.
    • Outcome: Approved unanimously.
  • Item 5.5 – Parking Regulations Amendment (Ordinance #39-2026):

    • The ordinance amends Lehi Municipal Code Title 7, Chapter 3 (Civil Infractions) for parking regulations. Staff clarified that changes would be published and could be included in the city newsletter if directed.
    • Outcome: Approved unanimously.

Key Outcomes

  • Approved: Consent item 4.3 (property acquisition for 2300 West widening).
  • Approved (with amendments): Resolution #2026-53 – Waste Management contract extension with one-year trial of hazardous waste collection, 90-day mutual termination notice, start December 1, 2026, no auto-renewal.

  • Approved: Resolution #2026-54 – Logan annexation intent.
  • Approved: Ordinance #39-2026 – parking regulations amendment.
  • Postponed: Item 5.4 (Traverse Mountain Area Plan amendment) was postponed at the petitioner’s request and not discussed.
