3:10

What we do as a city, you guys are business partners of Pleasant Grove and American Fork, and uh for the last 20 years we meet once a year.

3:18

We invite everyone to our our place and kind of go over what we call the state of the game.

3:23

And so we've had we've had uh one in the last month, and this is kind of a follow-up to give you a little bit of history and make sure that everyone had a chance to hear some information and kind of go over next uh our action item.

Speaker 1

4:07

Speaker 6

4:33

Um

Speaker 3

4:40

it's mostly words.

4:41

Speaker 7

4:47

Yeah, that'd be great.

4:49

Yeah.

Speaker 3

4:50

So we know you guys are busy.

4:54

The golf course was funded uh started in 1973.

Unassigned speaker

5:00

The three cities got a grant from the federal government for like 260 grand.

Speaker 3

5:02

It's built in this old river bottom bed kind of a deal.

5:06

And then in 2007, after you know, 30 something years, is when there was this a study to redo the an irrigation system as well as a building, and that was about a four and a half million dollar project at the time.

5:24

And so they the guys got together, re-updated the interlocal agreement, and you guys took out a 20-year bond.

5:31

That ends in 2027.

5:34

So that's that's one piece of the history.

5:36

We started having these state-of-the-game kind of meetings to kind of update on financials and as well as the game and the history.

5:43

And the quick gist of it is COVID was very golf friendly.

5:49

And so, oh, there it is.

5:51

So yeah, we had this COVID boom, and when we started doing better, it was like, hey, let's uh we got so busy off the front of how long is this gonna last from our membership programs.

6:05

We did a ton of operational improvements.

6:06

And if you've been to any of the meetings, we could spend two days talking about tea time management efficiencies and revenue generation, because that's been a big priority of ours.

6:16

But at that time we said, hey, we also our uh history of our city contributions was we had asked you guys to budget 250,000.

6:25

We'd invoice you about 240, leave 10 for emergencies, and then at that time when we were doing a little bit better, we lowered it to 225 and said, hey, let's keep it at this until we figure out this expansion project as well as kind of our capital improvements.

6:41

And that was kind of the communication in and uh in about 2021.

6:46

In 2023, we were really tossing um around a lot of information of what's next in golf.

6:53

We had three straight years of just really good revenue growth, and um JT would tell you, in fact, you guys probably have um heard your guys' similar stuff is it's hard to get on Fox Hollow.

Lehi City Council Meeting

Date: October 13, 2026
Pre-Council: 5:00 PM – 7:00 PM
Regular Session: 7:19 PM – 12:18 AM (next day)

The Lehi City Council met for a pre-council session to discuss the Fox Hollow Golf feasibility study and a regular evening session covering a full agenda of ordinances, resolutions, and public hearings. Key outcomes included approval of several annexations, subdivision plats, and planning amendments, along with significant debate on the Lakeview Land and Rock General Plan Amendment and Inverness preliminary plat. The meeting also featured oath of office for the Youth Council and a proclamation honoring 100 years of Lehi City Power.

Consent Calendar

  • Unanimously approved minutes, purchase orders, and multiple resolutions and ordinances, including Resolution #2026-57 (Betterment Agreement with UDOT for waterline), Resolution #2026-58 (agreement with BD Bush Excavation for underdrain), Resolution #2026-59 (authorizing temporary judges), Resolution #2026-62 (Franchise Agreement with Forged Fiber 37 LLC), and reapproval of Ordinance #26-2025 (Bart Christofferson #2 Annexation).

Public Comments & Testimony

  • Del Stewart (Lehi resident) implored the council to consider how zoning decisions impact families, referencing a dispute with American Fork over a neighbor's structure near his property line.
  • Johnny Warner (Lehi resident) urged approval of rezoning for Lakeview Land and Rock, stating Lehi lacks space for small businesses and that commercial development near the railroad tracks is needed to keep the city economically viable.
  • Darrell Spencer (39-year resident) complained about unpermitted ADUs in his neighborhood, detailing code enforcement failures and property deterioration.
  • Multiple residents (Sarah Blotter, Kathy McQuinn, Melissa Peck, Megan Butler, Skylar Thomas, Camellionetti, Brooklyn, Lane Adamson, Giles Hall, Stephanie Moore, Alexa Jarrett, Clay Peck) spoke for and against the Lakeview Land and Rock General Plan Amendment (item 5.3), with opponents citing traffic, safety, and incompatibility, while supporters emphasized property rights and need for commercial/industrial space.
  • No public comments on other items except for Inverness (Joshua Dobbin) who argued existing amenities are not truly accessible due to steep grades.

Discussion Items

Fox Hollow Golf Feasibility Study and Steering Committee (Pre-Council)

  • Representatives from Fox Hollow Golf presented a 6.5 million expansion concept for a year-round driving range structure (48 bays, 4,00 stalls), funded by a bond rolling off in 2027. The current city contribution is 5 $25,000/year (net 5 65,000 after revenue). Mayor and council members expressed mixed views: some opposed expanding the facility as “morphing into Top Golf” and wanted to retain a more modest municipal course; others were willing to join a steering committee to study the plan. The majority agreed to participate in the feability study and steering committee, funded by Fox Hollow operations. Council members volunteered two elected officials to serve (with staff). No formal vote was taken in pre-council; the regular session later included consideration of this item but no separate action.

5.2 Pasture Walk Annexation

  • Public Hearing: No public comments.
  • Vote: Unanimously passed Resolution #2026-56 (approving annexation agreement) and Ordinance #46-2026 (zoning R-1-22), both with DRC comments.

5.3 Lakeview Land and Rock General Plan Amendment

  • Public Hearing: ~15 residents spoke. Opponents cited traffic (esp. on 600 East and 570 South, near schools without sidewalks), incompatibility with existing low-density residential, safety for children walking to school, and lack of collaboration by applicant. Supporters argued property rights, that the land was historically used for trucking, and that the city needs space for small businesses.
  • Council Discussion: Applicant Cole Peck and agent Tony Train clarified they seek a development agreement (not blanket commercial zoning), noting past direction from council to negotiate one. Council members debated: Councilor Lockhart opposed zoning change entirely, arguing residential designation should be preserved. Councilor Stallings moved to deny the general plan amendment but direct staff to work on a development agreement with conditions (setbacks, landscaping, traffic mitigation, no heavy commercial near homes, etc.). Councilor Freeman seconded. After amendements (including removal of certain traffic connection language), the motion passed 4-1 (Councilor Newell dissented, Councilor Lockhart voted no but supported denial part).Vote: 4-1 to deny general plan amendment and pursue development agreement.

5.4 Spring Meadow Villas Preliminary PRD

  • Vote: Unanimously approved (71 lots, 1630 S 500 E), with DRC comments.

5.5 Skye Area Plan Amendment (Inverness)

  • Applicant DR Horton proposed moving 98 townhome ERUs from upper Inverness to mixed-use near SR92, replacing them with 28 single-family lots (no net unit increase). Council discussed traffic, utilities, and housing diversity. Councilor Newell moved to approve, adding findings that it improves life-cycle housing. Councilor Harrison expressed concerns about concentrating density near Center Street and school traffic. Vote: 4-1 (Councilor Stallings dissented, citing safety).

5.6 Inverness Preliminary Plat E (405 townhomes)

  • Applicant requested substitute for required amenities (cited overall Inverness amenity package worth 5.3 million city requirement vs. actually building 15. million). Council debated requiring more amenities on site. After discussion, Councilor Lockhart moved to approve plat with additional requirements: two more playgrounds, a dog park, splash pad feature at pool, increased pool house size to meet code, picnic tables/benches/shade at playgrounds, and inclusion of DRC comments minus certain paragraphs. Vote: 5-0.

5.7 Development Code Amendment (Ch. 29)

  • Proposed to clarify development agreement process, including state law requirements for legislative review. Councilor Stallings moved to table for further work session to incorporate discussion about applicant initiation and mitigation provisions. Vote: 5-0.

5.8 Repeal PARC Advisory Committee

  • Ordinance #48-2026 repealing Title 3 Chapter 6. Councilor Freeman moved, seconded. Vote: 4-1 (Councilor Lockhart dissented).

5.9 Library Board Amendment

  • Ordinance #47-2026 allowing up to two alternate directors. Councilor Newell moved, seconded. Vote: 5-0.

5.10 Appointment – Library Board

  • Resolution #2026-60 appointing Megan Mullins and Krista Hansen. Councilor Stallings moved to table for more information on applicants. Vote: 5-0.

5.11 Appointment – Historic Preservation Commission

  • Resolution #2026-61 appointing Mike Southwick, Dan Olds, Avery Kirk, Max Evans, Jared Berg, Lee Anderson. Councilor Lockhart moved to approve. Councilor Harrison voted no, citing lack of information; Councilor Freeman voted no except for Avery Kirk (present). Vote: 3-2 (yes: Newell, Lockhart, Stallings; no: Harrison, Freeman).

5.12 Interlocal Agreement with Lehi City RDA (Thanksgiving Point HTZ)

  • Not discussed; moved to close regular session and open RDA meeting.

Key Outcomes

  • Fox Hollow Golf: Council agreed to participate in feability study and steering committee (no formal vote, consensus in pre-council).
  • Lakeview Land and Rock: Denial of General Plan Amendment; directed staff to create a development agreement with conditions (to return for work session).
  • Skye Area Plan Amendment: Approved (4-1) allowing 98 townhome ERUs to be moved and 28 single-family lots added.
  • Inverness Plat E: Approved (5-0) with additional amenity requirements (two more playgrounds, dog park, splash pad, etc.).
  • Development Code Amendment: Tabled for further work.
  • PARC Committee: Repealed (4-1).
  • Library Board Amendment: Approved (5-0).
  • Appointments: Library board appointments tabled; Historic Preservation apppointments approved (3-2).
  • Closed Session: Held twice (pre-council and during regular session) for litigation and personnel matters.
