Lehi City Council Meeting - October 21, 2026

The Lehi City Council met on October 21, 2026, at 4:00 PM in the City Council Chambers. All five council members were present: Councilmembers Newell, Harrison, Stallings, Freeman, and Lockhart. The meeting opened with an invocation by Councilmember Stallings, followed by a unanimous vote to enter a closed session to discuss pending or reasonably imminent litigation. The council reconvened at approximately 5:53 PM to address the sole regular agenda item.

Public Comments & Testimony

  • No public comments were offered during the meeting.

Discussion Items

  • Consideration of Resolution #2026-63 – Interlocal Agreement for the Thanksgiving Point Housing Transit Reinvestment Zone (HTRZ): The council discussed the proposed interlocal agreement between Lehi City and the Lehi City Redevelopment Agency (RDA). Councilmember Lockhart noted that the agreement had undergone revisions and appeared to be a mutually agreeable version. Councilmember Newell requested a clarification to explicitly limit the number of residential units: no more than 1,600 units within the combined Cornbelle's and soccer field locations (Parcels A and B) and no more than 200 units within the UTA location (Parcel C), as defined in the Thanksgiving Point Area Plan adopted August 8, 2023. The council agreed to add this language on page three under authorized uses of tax increment. Councilmembers expressed support, noting the agreement complies with the HTRZ Act and protects the city's general fund.

Key Outcomes

  • Resolution #2026-63 was approved unanimously (5-0) with the amendment to include the residential unit caps. The motion, offered by Councilmember Lockhart and seconded by Councilmember Newell, included extensive legislative findings: the agreement satisfies Utah Code requirements, is a legislative act, specifies a 30-day effective date after public notice, caps tax increment at 80% of collections for no more than 25 years per parcel within a 45-year outside period, and limits total tax increment to no more than $122,144,769. The council determined the agreement is consistent with the HTRZ approval and the area plan. The resolution and agreement will take effect 30 days after the required notice is published.
