Regular Meeting of the Lincoln City Council – August 12, 2024

The Lincoln City Council met on Monday, August 12, 2024, at 3:00 p.m. in a regular session. The meeting included a consent agenda, public hearings on resolutions and ordinances, multiple first readings, and a lengthy pending list with items delayed to future meetings. All council members were present. The Mayor’s Award of Excellence was presented to Curt Helgoth from the Information Services division of the Finance Department for Loss Prevention and Customer Relations.

Public Hearings – Resolutions

• 24R-345: Professional Services Agreement between City and Consultants in Infectious Disease, LLC for LLCHD medical consultation services, July 1, 2024 – June 30, 2026. Adopted 7-0 (A-94720).
• 24R-346: Approving Downtown Lincoln Association’s 2024-2025 BID Maintenance and Management Budget and Program of Work. Adopted 7-0 (A-94721).
• 24R-347: Accepting report of new and pending claims against the City for July 16-31, 2024. Adopted 7-0 (A-94722).

Public Hearings – Ordinances (Second Reading)

• 24-101: Text Amendment 24009 clarifying accessory building floor area. Second reading held; no action taken.
• 24-102: Text Amendment 24010 allowing more than two single-family dwellings on lots in certain districts. Second reading held; no action taken.
• 24-103: Text Amendment 24007 converting special permits for alcohol sales to conditional uses. Second reading held; no action taken.

First Readings

• 24R-352: Approving tax levy request from Lincoln Airport Authority. First reading; no action.
• 24R-353: Authorizing application for Land and Water Conservation Fund grant for Antelope Park playground renovation/expansion. First reading; no action.
• 24-104: Correcting legal description of annexed area. First reading; no action.

Pending List – Date Certain (Items delayed to August 26, 2024)

• The council considered a verbal motion to remove item 24R-342 (adopting 2024-26 Operating Budget & CIP) from the pending list for clarification. The motion clarified that the comment period for the One and Six Year Street and Highway Program is extended until August 22, 2024, and that the program reflects an average annual expenditure of $34.4 million. The item was then placed back on the pending list for action only on August 26, 2024.
• Items 24R-325 through 24R-343, and ordinances 24-97 through 24-100, were all previously delayed from August 5 and remain on the pending list for action on August 26, 2024. These include fee schedules for various services, utility rate increases, bond issuance, and other operational matters.
