Lincoln City Council Regular Meeting – September 30, 2024

The Lincoln City Council held a regular meeting on Monday, September 30, 2024, at 5:30 PM. The meeting lasted approximately 31 minutes, adjourning at 6:01 PM. • Petitions & Communications: Referred to the Planning Department: Change of Zone 21020B (South of Downtown PUD amendment), Change of Zone 24023 (Diamond Enterprises, H-3 to I-1), Change of Zone 24018 (AG to H-4, ~15 acres north of O St & Anthony Lane), and Special Permit 24030 (planned service commercial development with waivers, up to 22,500 sq ft auto repair and 90,000 sq ft mini warehousing).

Discussion Items

24R-407 – Natural Gas Supply Contract: The council considered a resolution approving a natural gas supply contract with Heartland Natural Gas. This item had been delayed from the September 23 meeting by a verbal motion. After public hearing, a motion to amend (MTA#1) was adopted 7-0, and the resolution as amended was adopted 7-0.

24R-422 – Interlocal Agreement with DHHS for Medicaid Outreach: This resolution approved an interlocal agreement between the City of Lincoln (on behalf of the Lincoln-Lancaster County Health Department) and the Nebraska Department of Health and Human Services to provide Medicaid eligibility outreach and enrollment to incarcerated individuals of the Lancaster County Department of Corrections. The term is August 1, 2024, through July 31, 2029. The resolution was adopted 6-1, with one council member dissenting.

24R-423 – New and Pending Claims Report: Accepted and approved the report of new and pending claims against the City for September 1–15, 2024. Adopted 7-0.

Center Terrace Redevelopment Project (Items 24R-411, 24R-412, 24R-413, 24-117): The council approved a series of related items to facilitate the redevelopment of property generally bounded by D Street, S. 13th Street, and E Street. This included:

• 24R-411: Redevelopment agreement with CT4 Redevelopment, LP. Adopted 7-0.
• 24R-412: Amendment to the FY 24/25 CIP to authorize and appropriate $2,476,000 in Tax Increment Financing (TIF). Adopted 7-0.
• 24R-413: Authorization to issue multifamily housing revenue bonds not to exceed $24,000,000 for a multifamily housing facility at 1000 S. 13th St. A substitute resolution was adopted 7-0 after an amendment.
• 24-117: Ordinance authorizing the issuance of Tax Allocation Bonds for the Center Terrace project, not to exceed $2,476,000. Passed 7-0.

Annexation 24008 (24-115): Annexation of 4.6 acres generally located at S. 56th Street and Cavvy Road, applied by Medallion Custom Homes. Passed 7-0.

Verizon Wireless Tower Agreement (24-116): Ordinance approving an agreement for tower space and appurtenances between the City and Cellco Partnership d/b/a Verizon Wireless for a city-owned parcel at 7401 S. 56th Street. An amendment was adopted 7-0, and the ordinance as amended passed 7-0.

First Reading Items: Numerous resolutions and ordinances received first reading but no action was taken. These include:

• 24R-429: Selection of contractor for 56th Street Rehab Project (Spruce to Van Dorn).
• 24R-430: Interlocal agreement with Railroad Transportation Safety District for railroad crossings.
• 24R-431: Comprehensive Plan Amendment 24005 for ~138.5 acres at NW 27th Street & Purple Heart Highway (Urban Density Residential to Industrial and Commercial).
• 24R-432 through 24R-449: 18 interlocal agreements with various rural fire districts and villages for Advanced Life Support Emergency Services (term September 1, 2024 to August 31, 2025).
• 24R-450, 24-118, 24-119: Labor contract with Amalgamated Transit Union (ATU), pay schedule amendment, and surplus property declaration (205 S. 10th St., ~415 sq ft).

Pending List (Extended One Week): Items 24R-18, 24R-35, 24R-36, 24-10, 23R-638, 23-158, 23R-639, and 23-159, all related to the Falcon Corner Redevelopment Project near NW 48th Street and Interstate 80, were continued on the pending list with no date certain.
