Lincoln City Council Regular Meeting - August 3, 2026
The Lincoln City Council met on Monday, August 3, 2026 at 3:00 PM. The meeting included the presentation of the Mayor's Award of Excellence, a public hearing on the consent agenda, passage of several ordinances on third reading, introduction of multiple resolutions and ordinances on first reading, and a public hearing on the FY 2026-28 budget and related fee schedules. The budget hearing was continued to August 24, 2026.
Mayor's Award of Excellence
- The Mayor's Award of Excellence for January 2026 was presented to Kayla Kruske and Benjamin Cosier from LTU StarTran and Administration in the categories of Civic Innovation and Fiscal Stewardship.
Consent Calendar
- Petitions & Communications (1.a.): Administrative Amendment 26038 (Costco Center Use Permit) and Administrative Amendment 26026 (Foxtail Meadows PUD) were placed on file as approved by the Planning Director.
- Petitions & Communications (1.b.): Change of Zone 21057A (Wilderness Crossing PUD) and Special Permit 26029 (Advantage Trucking) were referred to the Planning Department.
- Petitions & Communications (1.c.): Informal petitions for a Wastewater Special Assessment District in Hillcrest Heights were referred to Lincoln Transportation and Utilities.
- Resolutions – 1st Reading (4.a. through 4.i.): All items were approved via consent agenda (vote not individually recorded in agenda, but noted as consent). These included appointments to boards (Libraries, Veterans Memorial Garden, Telecommunication/Cable TV), amendments to grant agreements (Lead Remediation, FTA Drug Testing), Lincoln Airport Authority tax levy request, amendment to Falcon Heights annexation agreement, renewal of parking management contract, and authorization for Parks and Recreation to apply for a recreational trails grant.
Ordinances – Third Reading
- 26-68 (Real Estate Purchase Agreement – Sharp Building): Passed 7-0 (#21900). Approved conveyance of city-owned property at 200 S 13th Street.
- 26R-322 (Sharp Building Redevelopment Agreement Amendment 1): Adopted 7-0 (A-95840).
- 26-72 (Street and Alley Vacation 26005 – H Street): Passed 7-0 (#21901). Vacated H Street between South 9th and South 10th Streets.
- 26-73 (Change of Zone 06063C – North Forty Plaza PUD amendment): Passed 6-0 (#21902) with Councilmember Beckius abstaining. Added 90 dwelling units to the existing PUD.
Ordinances – First Reading (Items 5.a. through 5.n.)
All ordinances were introduced and had first reading; no action taken. These included: lease with Downtown Lincoln Association (Old City Hall), amendments to compensation plans (Fire Marshal, Police Lieutenant/Captain), police pension plan changes, fire code and public peace amendments, personnel system updates, creation of new classification, golf car/ low-speed vehicle regulations, and annexation correction (26-89).
Public Hearing – Budget and Related Items
A public hearing was held on the FY 2026-28 City of Lincoln Operating Budget & Capital Improvement Program, along with numerous related resolutions establishing fee schedules and rates (items 8.a. through 8.q. and 9.a.). The hearing opened after the regular meeting adjourned at 3:18 PM. For each item, the council voted 7-0 to close the public hearing and delay action to August 24, 2026.

- Consent agenda items (4.a.-4.i.) were approved.
