  • Theo Gomulka, Harrison, shared personal experience with law enforcement and expressed support for police and opposition to mass migration.
  • Mike Martin, Trillium, said residents should not view each other as enemies, expressed concern about ICE actions violating immigrant rights, and suggested a 250th anniversary celebration theme.
  • Karla Truxall, Jacquelyn Dr., announced the Movin' with Moose mental-health event and encouraged participation.
  • Christopher Martin, Resident, complained about poor concrete quality by the Civic Center Library, citing raised slabs and trip hazards, and requested a different contractor for future projects.
  • During the consent agenda, Christopher Martin also spoke about his personal experiences with the property tax appeal process and the need for education for Board of Review members; the minutes describe this comment as relating to Item 3 and the correct process of appointing a member to the board.

Discussion Items

  • The council received and placed on file the Quarterly Investment Report for the quarter ending November 30, 2025, from the Department of Finance.
  • Councilmember McCullough moved to refer exterior lighting/luminosity from businesses to the Law and Education Committee. He cited overly bright LED applications. Residents Jerry Karasinski and Eric Fitzpatrick supported the referral; Karasinski cited bright lights at HMC Urgent Care, 30737 Seven Mile Road, and Fitzpatrick said Plymouth Road street lights do not comply with city policies and should be shielded/retrofitted.
  • The council considered a Wayne County right-of-way permit resolution authorizing Public Works officials to apply for and sign permits for work in County rights-of-way.
  • The Department of Law requested a closed Committee of the Whole meeting to discuss pending litigation. City Attorney Carter Fisher said the closed session was allowed under the Open Meetings Act for litigation strategy.

Key Outcomes

  • Approved minutes of January 26, 2026 (7-0).
  • Referred to the Department of Law the preparation of a proposed ordinance allowing the City to assess fees for non-emergency 911 calls and non-emergency usage of emergency resources (Resolution #51-26; 7-0). Councilmember McCullough said the request came from the fire department, and the City Attorney said other localities charge such fees. This action arose during council comments and was not listed on the revised agenda.

  • Referred exterior lighting regulation to the Law and Education Committee (Resolution #66-26; 7-0).
