Public Comments & Testimony

Art in Public Places Advisory Board Briefing
Chair Tim Foley reported on the board’s activities: completed installations (Leisure Lagoon artwork by Amanda Jaffee; “Raven Dialogues” sculpture at Nature Center; “Los Alamos Heritage Gate” at Betty Ehart Senior Center); deaccessioned “Split Infinity” (replaced at no cost) and “Aquatic Figures” mural; considering deaccession of “Tranquility” and “Dino World” due to damage. A community mosaic for the Justice Center wall was completed with over 140 volunteers. One board position remains open; current party affiliation rules preclude registered Democrats from applying because the board already has a Democratic majority. The board is formalizing acquisition and deaccession procedures.
North Road & Urban Street Intersection Update
Public Works Director Eric Martinez and Deputy Director Keith Wilson presented the engineering evaluation that led to installation of an all-way (four-way) stop on June 3, 2026. The change was prompted by a fatal pedestrian crash on March 15, 2026, and a citizen petition. Staff analyzed traffic volumes, crash history (8 crashes in 7 years, including the fatality), speed data (85th percentile 27-28 mph), sight distance (marginal on southbound approach), and MUTCD warrants. Warrants B (sight distance) and E (other factors: both roads are collectors, proximity to school and park) were met. The council acknowledged the work and thanked staff. Next steps include monitoring, temporary signage removal by end of August, and a new partnership with University of Nevada, Reno to use LiDAR sensors for proactive traffic safety data collection. Police have issued 8 citations and multiple warnings.
Housing Projects, Programs, and Activities Update
Housing Manager Dan Osborn provided an extensive update. The 2024 Affordable Housing Plan calls for 1,300 new units to maintain status quo and 2,400 to meet demand and achieve affordability. Los Alamos County Area Median Income (AMI) for a 4-person household is $170,900 at 100% AMI. Key projects:
- County-Supported: Thunderbird & Aspen Studio Apartments (87 units deed-restricted at ≤45% AMI for 20 years). Coyote Mesa (A-8-A): 380 units (120 permanently restricted at 60-100% AMI; additional 98 restricted at ≤120% AMI via $4.6M state grant). Construction to begin Q4 2026, first units Q3 2027.
- Private Developments: 20th Street & Trinity (240-280 units mixed-use), Arbolada (114 build-to-rent + 23 single-family lots, grading underway), Sherwood Rounds (29 multifamily lots in White Rock).
- Infrastructure: North Mesa Transportation and Utilities Study completed – water/sewer capacity sufficient with modest upgrades (estimated $2.8M CIP).
- Special Projects: DP Road feasibility study (county laydown yard, community storage, commercial lots); RV park proof-of-concept near airport.
- Regional Partnerships: Jacona Land Trust conceptual development (124 single-family condo homesites + 36 multi-family condos).
- Market Outlook: Higher-for-longer interest rates (6.5% average in NM), chronic lock-in effect restraining inventory; Los Alamos remains attractive due to fast entitlements and efficient building department.
Osborn noted that potential units from approved entitlements total ~2,395, with only 503 completed to date. He emphasized that many projects are in pipeline and will deliver over next 2-3 years.
Foxtail Flats Groundbreaking & Construction Status
Utilities Manager Philo Shelton and Deputy Utility Manager Ben Olbrich reported that the 170 MW solar + battery storage project (located in San Juan County on Ute Mountain Ute Tribe land) broke ground on May 14, 2026. Financial close and full notice to proceed occurred April 27, 2026. Current construction progress: clearing complete, grading 48%, pile installation 2%. Guaranteed Commercial Operation Date adjusted to August 20, 2027 (PV) and same for BESS; Outside Commercial Operation Date is April 8, 2028. Power will serve Los Alamos Power Pool (including LANL, Sandia, Kirtland) and surplus sold to market.
LEDA Projects – Introduction and Discussion
- 1735 Central Avenue Redevelopment (CB Fox Building): Developer Central Investments (Phil Gursky, Jyl De Haven, Matt Miles, Steve Miszkowicz) proposes a $18M renovation into a food hall, performance venue, 20-room boutique hotel, rooftop bar/restaurant, and retail spaces. County participation requested: $4M grant + $2M zero-interest loan (10-year term, repayment years 4-10). Estimated economic benefit: $4.27M in GRT, lodgers tax, and property taxes over 10 years; creation of 25+ FTE jobs. Project targets market-rate rents/room rates. Public hearing scheduled for July 28, 2026.
- The Rock (Former Time Out Pizza, White Rock): Developer VE Holdings (Janet Lovato, Timoteo Martinez) proposes a $1.2M renovation into a bar, frozen yogurt shop, laundry mat, food truck infrastructure, and EV chargers. County participation requested: $868,000 zero-interest loan (10-year term, repayment years 3-10). Estimated economic benefit: >$1M in GRT and sales tax over 10 years; 17+ FTE jobs. Developer also applying for $400,000 MRA funding. Public hearing set for July 28, 2026.
