The Loudoun County Board of Supervisors held a public hearing on October 15, 2025, at 11:00 AM. The cost is about $25,000. The project was initiated by former Supervisor Sainz and is being carried forward in cooperation with the HOA to improve safety.

Item 2: Oak Hill Farm – Withdrawal from the New Oak Hill Agricultural and Forestal District
- Staff (Rachael Iwanczuk) summarized: the request to withdraw approximately 1200 acres (Delegate Higgins later said “almost 1240”) from the AFD, which would otherwise expire on April 14, 2026. The withdrawal is for tax and gifting purposes to enable the transfer to the Conservation Fund.
- Delegate Higgins’s testimony (see Public Comments) highlighted the state park goal and the governor’s budget announcement.
- Supervisors expressed strong support. Supervisor DeCroni made the motion, seconded by Supervisor Crane. During discussion, Supervisor Kershner asked about implications if the state fails to approve the park; staff clarified that withdrawal removes the extra procedural protections of the AFD but does not change the property’s agricultural use or land use tax assessment. Supervisor Crane noted the DeLashmutt family’s commitment to conservation and that the land will be preserved in perpetuity regardless.

Please see the clerk to request one. As a reminder, all members of the public addressing the board this evening. You may only register to speak on I am matters that have been advertised for the public hearing. Due to the broadcast delay, any member of the public um who are not in the boardroom wishing to address the board on items one and two, which were on the consolidated hearing hearing, please call the number scrolling across your screen at this time. Um if you register to speak, you'll be allotted two and a half minutes. If you are in the boardroom, we ask that your name is called call, come to the podium and state your name for the record. Pursuant to Virginia Code Section 2.2 uh dash 3708. Supervisor Bricksman requested participate this meeting by electronic communication. A physical quorum of the board supervisors is present in the boardroom, and the board has made a r have made arrangements for supervisor Bricksman's voice to be heard by all persons in the boardroom. She made this request within the required time frame, and the county attorney determined that the request meets the qualification to participate remotely. The board will record in its minutes that Supervisor Brixman participated remotely from her home in Loudon County for personal reasons. So we have two items, um, both on consolidated. We will have a speaker at least on one of the consolidated items. It does not have to come off the consolidated agenda for the speaker to speak, but we do have one person. If there is anyone else who'd like to speak on either of the items on the consolidated agenda, please let us um know that now. Stack staff has recorded a move uh recommended approval um of the consolidated agenda because the applicant has waived its time.
