The Loudoun County Board of Supervisors held a business meeting on November 18, 2025, beginning at 9:00 AM and lasting into the evening. The meeting covered consent agenda approvals, public testimony, legislative program adoption, a runway noise mitigation project, and several action items. Key votes included the adoption of the 2026 legislative program (with separate votes on rent stabilization and reproductive rights), endorsement of two of three runway noise mitigation recommendations, and approval of the Intersection Improvement Program update.

Well, good evening, supervisors. Good evening, staff, and good evening, Loudoin. I'd like to call to order the November eighteenth, two thousand twenty-five, Loudon County Board of Supervisors Business Meeting. This room has a hearing loop. This evening to Buzzer Umstep will lead us in any words of wisdom. Um, and the Pledge of Allegiance. That's for approval and presentation. Ms. Umstep would join me down front for that. Resolution honoring excellence in Loudoun County's wine industry 2025, the Loudoun County Wine Award recipients. There were a lot of people who are coming in for that. Mr. Crony and Mr. Kirschhner were joining me down front for that. Um one A contract award construction management at um at risk for the courts complex uh phase four. Item uh one B contract award construction support services for the court's contract, item one C contract Award, Geo Technical Engineering and Soral Scientist Services, item one D, contract award, construction of the fire and rescue station number eight and Philamont, item one E, contract award, traffic engineering operation services, item one F, contract renewal information technology consultation services. Item one H calendar year 2026 payment schedule and utility allowance for the housing choice voucher program. Item one I human services nonprofit grant program community engagement assessment and recommendations item two A Energy Innovation Forum Forum. Um item 2B expedited process for legislative attainable housing applications, item three A, appointments and confirmations. Item 4, administrative violence report of November 18th, 2025. Item 7, um Whitfield Place Crosswalk Safety Improvement Study, item 8, proposed traffic calming in the Brambleton community. Item 9, proposed traffic calming measures in the Lena Woods community, item 10B, board member initiative amendment chapter 873 of the codified ordinance of Loudoun County Personal Property Tax Relief for Elderly are totally permanently disabled. And item 11, board member initiative, demolition, death mitigation effort. I will make the motion to approve the consent agenda. Is there a second? Motion seconded by Supervisor Turner. Um by Chair Turner, rather discussion on the motion. Um I would say uh just a couple things really quickly. Um item one I um in item two B. Some of the sometimes these things go by quickly because they're on the consent agenda, but we've really done a lot of work on these. I do want to thank staff. I especially want to thank all of our nonprofit partners. Um item two B expatter process for legislative attainable housing applications. I want to thank Vice Chair Turner, who's really worked on this with um with Kim Hart and others uh to get this done. I'm gonna talk about the importance of oh, Mr. Hart's here. I'm gonna talk about the importance of this when I get to my chair's comments, but I do want to do want to um note that and then item 10, the um 873 of the codified ordinance of Loudoun County, personal property tax relief for the elderly or totally permanently permanently disabled. You know, sometimes I I read things, I've like literally read we should do this, and like we've been doing it for a long time now. And I think because we put it on the consent agenda, there's not usually a story on it, and it goes pretty quickly, but it's important to say that to stop and say that we we have done this and thank everyone who's been part of that effort as well. Other discussion of the consent agenda, Mr. Croney. Uh thank you, Chair Randall. I'm gonna thank staff for putting um together uh uh the energy innovation forum, some ideas and and quotes for that. I think it's important for Loudoun County to be a leader in energy innovation uh since we are we do have the largest amount of data centers in the world. I think it's important that we bring together the thought leaders and um come up with uh what the future might look like for energy innovation. Um I also want to uh call out um number eight and number nine, both are traffic calming measures in the Little River district. One is in Brambleton at um bubblingbrook drive.
