I would like to call to order the March 4th, 2026, Loudoun County Board of Supervisors Finance Government Operations and Economic Development Committee Capital Improvement Program Work Session.

Supervisors, we will have well three minutes for questions each round with as many rounds as needed.

I don't think we're gonna have too many questions.

Um pursuant to Virginia Code Section 2.2-3708.3, the board's rusal order.

Supervisor Laterno requested to participate in this meeting remotely.

A physical quorum of the finance government operations and economic development committee of the Board of Supervisors is present in the boardroom, and the committee has made arrangements for the voice of Supervisor Laterno to be heard by all persons in the boardroom.

Supervisor Laterno made this request within the required time frame, and the county attorney determined that his request meets the qualifications to participate remotely.

The committee will record in its action report that Supervisor Laterno participated remotely from a secure location in Washington DC due to personal reasons.

Supervisor Laterno, are you online?

So he has not yet joined us.

I'm sure he will, unless he has some sort of an emergency.

Um, Chair Randall is in uh Columbus, Ohio right now for um some important meetings on um for for NACO and the Health Health Committee there.

So we we have one action item tonight.

Um I have asked staff to go ahead and do a short presentation.

Um we will then have one scenario, colleagues that um hopefully we can just by consensus ask staff to go ahead and put it in the budget.

Um that that is Mr.

Turner Turner's uh scenario, and um supervisor Laterno has informed myself and staff, I believe, that his scenario, which is first in the staff report, he's not going to um move forward with that scenario.

They have figured out another way to resolve uh some of the issues he would like resolved.

So we will have one motion, one scenario, and then the final packet motion.

Good evening, Chair Brisckman and members of the committee.

Yesterday you received the work session packet, which included the staff report detailing the results of the scenario that the committee directed staff to run for discussion this evening, as well as the question response memo.

There were two questions from Supervisor Tacroni that were not able to respond to for this packet, so those responses will be included in the March 9th packet.

Um, and as noted, we do have um a several slides to go through that discuss the scenarios and the goal of this evening is to get the committee to forward the CIP with any amendments you make tonight to the full board's budget work session on March 9th.

So just to recap all of the direction that the committee provided last work session that was to move funding from the Stone Spring Shared Use Path and Millstream Drive sidewalk missing links to the Destiny Drive long-term improvements, move funding in the amount of 6.8 million from the Belmont Ridge Road bicycle and pedestrian crossing of the Dulles Greenway and create the Partlow Road Improvements Project.

Consider a scenario to add 120,000 for the town of Hillsborough Old Old Stone School renovation.

Also to send four uh 500,000 for the Southern Service Center planning study to the FY26 fund balance process, and then to direct staff to provide for the March 9th budget work session and analysis of the traffic at Route 15 Hogback Mountain Road, as well as any relevant updates to the safety study, including the cost of the turn lanes.

Perfect.

All right.

So as noted, this this is the first scenario that was in your packet, um, which was just to move out the Stone Springs shared use path and millstream.

The project is a rank 27 priority in the STP, um, and it's included in a bundle.

So the scenario, as we've now known Supervisor Laturno does not want to move forward, but it would have pushed this segment out to the end of the STP prioritization.

Um the next slide just shows um what the funding was on that scenario.

And then just a little bit of information on the Destiny Drive.

Um, this project is not associated at all with the STP program and is not substantially um associated with the IIP except for a traffic signal.

So staff updated the cost to include the remaining piece of that, which was the 3.3 million.

And then again, this is just the financial information.

We can move to the next slide.

This is a project that exists in the CIP, was added in the FY26 budget process with funding in FY 30, 31, and 32 for design land and utilities, and then construction planning, um construction funding planned for a future fiscal year.

So this scenario would move the funding that was in 30, 31, and 32 and allocate it to a new project, partlow road improvements.

All right.

And so this is the financial information resulting from that scenario.

What's in the proposed CIP right now is on the bottom of this chart.

And then at the top, it shows that funding being removed from the Belmont Ridge Road pedestrian crossing and leaving the balance of the funds in fiscal uh future fiscal year which would be sufficient to do the design landing utilities in a future fiscal year.

So ultimately delaying this project from its current position in the budget.

Next slide.

So for the partlow road improvements, this is a new project that was not previously identified in the CIP.

This project is associated with potential future use of the training center property that Loudoun County Public Schools intends to surplus to the county.

It also addresses safety and traffic issues at Cedar Lane Elementary School, which LCPS is supportive of.

And the updated cost estimate for this project is about 9.4 million dollars for all the phases.

And so this shows the financial information, which takes those um appropriations that were on Belmont and applying them to Partlow Road improvements.

Future fiscal year includes a portion of the construction funding that is needed to um fully fund the construction on Partlow Road.

And so that is accommodated here in this scenario.

Okay.

And then for the town projects, uh Supervisor Kirshner had indicated that he would like to fund the town of Hillsborough old stone school renovation for 120,000, as well as a grant match for the town of Lovitzville's second water tower project, totaling 308,000 through discussions with the board office.

No viable offsets were identified.
